WHEREAS, the City has developed an automated meter reading program that is being
implemented in phases; and
WHEREAS, the City has converted over 96% of the meters over to an automatic meter reading
system; and
WHEREAS, the City Council wishes to purchase antennas, cables, lightning protection, and a
data collector from Master Meter, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Manager is hereby authorized and directed to issue a purchase order to Master
Meter, Inc. for antennas, cables, lightning protection, and a data collector, a copy of same being
attached hereto as Exhibit A.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

The City is in the process of expanding our automatic meter reading (AMR) system to
remotely read water meters. Manual meter reading is a resource intensive and
time-consuming task. As the number of water accounts increases, the City can choose to
increase manpower, change reading intervals, or adopt new technology. As the City has
grown, the demand on monthly meter reading and accuracy has increased. The benefits of
this program will ultimately allow customers to obtain real-time water usage which will assist
in the City's water conservation efforts.
The City has developed an AMR program that is being implemented in phases in order for
the City to transfer from the manual meter reading system to a fixed -network meter reading
system. Over the past four years, the City has converted over 96% of our 32,031 meters
(as of November 2013) to AMR. We anticipate that all of the meters will be converted over
to AMR within the next several months.
The next phase of the AMR project includes evaluating the entire system to determine how
many antennas and boosters are necessary in order to transfer the meter data to a main
server at a designated City location. This phase will initially include the installation of
antennas, cables, lightening protection, and a data collector at six locations throughout the
City. These locations have been selected from existing City -owned sites that are used by
the Utilities Department. They include the 1431 Elevated Storage Tank (EST), Chisholm
Valley EST, Meadows at Chandler Creek EST, Southeast EST, and Vista Heights
Standpipe. The sixth site, the Forest Creek Lift Station, also includes the installation of a

70 -foot monopole. The cost for this phase is $148,450.
Once the equipment that is included in this phase is installed, the City will be able to
determine how many of the meters can be remotely read and if the data can be transferred
to the main server. The next step will then be to determine if additional antennas and
boosters are necessary to be installed throughout the City in order to capture data from all
of the water meters.
