Cities are authorized to establish reinvestment zones pursuant to Texas Tax Code Section
312.201. The purpose of the reinvestment zone is to establish a boundary for an area
which will receive a tax abatement. A reinvestment zone must be established prior to the
City Council's action on a tax abatement agreement.
The proposed reinvestment zone is regarding the construction of a campus for South
University, which offers college degree programs in several areas of study including
pharmacy, nursing, business and creative arts. South University currently has other
campus locations in Texas and in several other states, including Florida, Georgia, Virginia
and North Carolina. The property tax abatement agreement with DAC Texas 1, LLC
specifies that an $7,000,000 facility will be constructed and that the City will abate 40
percent of the taxable value of the property for four years, starting in 2015. South University
will employ 38 people when the facility is complete and a total of 55 within five years.
Staff recommends approval.
