WHEREAS, the Texas Department of Transportation has been working with the United Way
of Williamson County and other local organizations to collaborate on alternate transportation options
in Williamson County; and
WHEREAS, the United Way of Williamson County is applying for grant funds to have a study
completed to determine the best way for the social organizations to share their vehicle assets; and
WHEREAS, the City Council of Round Rock wishes to express its commitment to assist the
United Way of Williamson County with the management of any awarded grant funds, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby authorizes the Mayor to sign the Letter of Commitment, a copy of
same being attached hereto as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Dear Ms. Owens:
Please accept this letter of commitment from the The City of Round Rock to
assist the United Way of Williamson County with the management of any
awarded grant funds. The work could include assisting with preparation and
evaluation of a request for proposals, grant reporting and ensuring that all
appropriate federal and state guidelines are followed.
The Cities of Round Rock, Georgetown and Hutto; TxDOT; Capital Area
Rural Transportation System; Capital Metro; Capital Area Metropolitan
Planning Organization; United Way, Goodwill, Drive a Senior and other
social services organizations, have been working together to find solutions to
improve the transportation options in Williamson County. The existing need
is beyond capacity and expected to grow.
The award of grant funds will initially support this initiative by allowing a
consultant to be hired to determine the best way for the social organizations
to share their existing vehicle assets. The additional transportation resources
and capacity will help connect Williamson County citizens to employment,
school, necessary medical appointments and quality of life needs.
We strongly support this initiative and look forward to working with all
organizations involved to address the transportation needs of Williamson
County.

Community Transportation Initiative
Mission Statement
In Williamson County there are many challenges when it comes to public mobility. Through a
cooperative effort, the following organizations -- Cities of Round Rock, Georgetown and Hutto;
TxDOT; Capital Area Rural Transportation System; Capital Metro; Capital Area Metropolitan
Planning Organization; United Way, Goodwill, Drive a Senior and other social services
organizations -- have formed an informal committee to share ideas and research potential
organizational and funding opportunities to better utilize existing, privately owned assets for
transporting community members in need. Many of our citizens rely on third -party transportation
to sustain their quality of life for everyday activities, such as access to employment, medical
appointments, nutritional meals, the pharmacy, the grocery store, etc.
The group is not officially sanctioned by any specific governance, but is engaged in dialogue
about ways to better satisfy this need in our community without tapping additional local
government funding. The group is open to anyone interested in helping to meet this need.

The Transportation Department has been working with United Way of Williamson County
and other local organizations to collaborate on alternate transportation options to bring
more public transportation to the area and County without tapping additional local
government funding. The group/initiative is being called Community Transportation
Initiative.
In an effort to finalize a legal way for the non -profits to share their vehicle assets, the United
Way is applying for grant funds to have a study completed. The Transportation Department
wishes to support that effort.
The Community Transportation Initiative has a Mission Statement which is being presented
to the public and the Transportation Department wishes for City Council to show their
support of the Mission Statement and Group.
