R-2014-1346 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with Kasberg, Patrick & Associates, LP for the County Road 112 — 24" Waterline Extension Project, and WHEREAS, Kasberg, Patrick & Associates, LP has submitted Supplemental Contract No. 1 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with Kasberg, Patrick & Associates, LP, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 1 to the Contract with Kasberg, Patrick & Associates, LP, a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Record drawings and documents pertaining to projects in the area were previously provided during the Preliminary Design Phase. Any new documents are hereby requested. 2. Information pertaining to pressure zones in the City's water distribution system, more specifically the pressure zone of the existing 24" Transmission Main and the pressure zone for the 24" Waterline along County Road 112. 3. Coordination with Paloma Lakes relating to the 20' Permanent Utility Easement noted in the preliminary plat. 4. Excavation at existing 14 -inch gas lines to field locate. 5. Provide Word or PDF files containing current City of Round Rock front end documents for incorporation into Contract Documents. ADDENDUM TO EXHIBIT B Engineering Services The following is a list of the services that will be performed by Kasberg, Patrick & Associates, LP for the Final Design, Bidding and Construction Administration phases for the County Road 112 — 24" Waterline Extension: Final Design 1. Incorporate the recommended alignment from the Preliminary Design/Alignment Study into Final Plan and Profile sheets conforming to and incorporating City of Round Standard Design details. 2. Design limits for this project are as follows: a. Begin waterline approximately 180 feet east of the existing pressure reducing vault constructed in East Water Transmission Main project completed in 2008 at 24" Restrained Plug (Station 76+08.57). b. Waterline will tertninate in CR 110 Right of Way (Station 138+12), approximately 6,200 linear feet. c. Specify applicable pressure reducing valve for installation in existing vault. 3. Coordinate with City of Round Rock (and their contractor) and Enterprise Products, formerly Seminole Gas, to have existing gas lines (4 total) located in the field. 4. Incorporate field locates for gas lines into plan sets, including applicable clearances, alignment/orientation and other requirements as noted by Enterprise Products. 5. Incorporate previous design surveys, as -built drawings and other information from the Preliminary Design Constraints Map into Construction Plan and Profile Sheets. 6. Prepare vertical alignment taking into account existing constraints and determining the appropriate depth of burial taking into account depth of excavation versus need for air release valves. 7. Prepare 75% and 95% Review Sets for City of Round Rock Staff review and continent. The alignment will be as recommended in the Preliminary Design Report. 8. Prepare 95 % Technical Specifications and Details as required to supplement City of Round Rock standards for City review. 9. Prepare Final Opinion of Probable Construction Cost. 10. Incorporate City review comments into 100% Plans and Specifications. 11. Incorporate City provided front end documents into Contract Documents. 12. Prepare 20 Plan Sets and Contract Document books for Bidding Phase. 1 Bidding 1. Assist the City in advertising for and obtaining bids for the construction contract. This includes maintaining a record of prospective bidders to whom bidding documents have been issued and conduct pre-bid conference. 2. Issue addenda as appropriate to interpret, clarify, expand or amend the bidding documents. 3. Assist the City in determining the qualifications and acceptability of prospective contractors, subcontractors and materials suppliers. 4. Consult with and advise the City as to the acceptability of alternative materials and equipment proposed by the prospective constructors when substitution prior to the award of contracts is allowed by the bidding documents. 5. Attend the bid opening, prepare bid tabulation sheets, and provide assistance to the City in evaluating bids and in assembling and awarding contracts for construction, materials, equipment and services. 6. Prepare letter of recommendation for award of the construction contract. Construction Administration 1. Prepare Construction Plans incorporating addendum. 2. Prepare for and conduct pre -construction conference and assist in issuance of a Notice to Proceed on behalf of the City of Round Rock. 3. Review, for compliance with design concepts, shop and erection drawings submitted by the contractor. 4. Review laboratory, shop, and mill test reports on materials and equipment. The cost for these test are not included in our proposal. 5. Visit the project sites at appropriate intervals as construction proceeds to observe and report on the progress and quality of the executed work. 6. Issue instructions from the City of Round Rock to the contractors, issue necessary interpretations and clarifications of contract documents, prepare change orders requiring special inspections and testing of the work, and make recommendation as to acceptability of the work. 7. Make recommendations to the Contractor on corrective actions or contractual measures that may be exercised by the City of Round Rock. 8. Prepare sketches required to resolve problems due to actual field conditions encountered. 9. Assist the City of Round Rock in determining amounts of progress payments due for each contract, based on degree of completion of the work. 10. Coordinate and conduct the final walk through for the project. After the final walk through is complete a punch list will be generated and monitored. 11. Prepare record drawings from information submitted by the Contractor. 12. Make a final review and report on completion of the project, including recommendations concerning final payments to contractors and release of retained percentages. 13. Make a written recommendation of final acceptance of the project to the City. 14.
