Mo ac Suite 330 Austin TX 78731 PROJECT: Railroad Ouiet Zone Studv This Supplemental Contract No. 5 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Brown & Gay Engineers, Inc., hereinafter called the "Engineer''. WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract'', on the 22nd day of March, 2012 for the Railroad Quiet Zone Study Project in the amount of $149,900.00; and WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on August 17, 20I2 to amend the scope of services and to increase the compensation by $25,123.80 to a total of $175,023.80; and WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on June 13, 2013 to amend the scope of services and to increase the compensation by $141,700.51 to a total of $316,724.31; and WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on June 26, 2014 to amend the scope of services and to increase the compensation by $19,950.00 to a total of $336,674.31; and WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on February 26, 2016 to amend the scope of services and to increase the compensation by $47,425.00 to a total of $384,099.31; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $29,472.00 to a total of $413,571.3 l; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Supplemental Contract 7 Rev.06,16 0199 1220, 00404755 / J r- 84275 SIV �- 2 0 It-/ — _J UY Article 2. Fee Schedule shall be amended by increasing by $29,472.00 the lump sum amount payable under the Contract for a total of $413,571.31, as shown by the attached Addendum to Exhibit D. Shects, City Attorney r Date Supplemental Contract Rev.06116 ' 1199 122;1.: R:4-147» 8427$ ADDENDUM TO EXHIBIT B Engineering Services Preface The scope of services for this Supplemental Contract No. 5 shall be to continue to provide professional services for the implementation phase of the railroad quiet zone project in the City of Round Rock (City). These services shall include continuation of project management, scheduling and coordination efforts; updates to the project plans due to additional requirements; and updates to the project manual. The duration of the project is being extended by approximately 18 months, as a result of delays incurred in the Union Pacific Railroad's (UPRR) development ofconstruction cost estimates and the construction agreement documents between City and UPRR. The project still includes two separate quiet zone locations: one for the main UPRR line at -grade crossings from CR 172 to Burnet, and one for the two at -grade crossings on the UPRR secondary line know as the "Georgetown Industrial Lead" at I1-1-35. All plans, specifications, and estimates will be updated in accordance with current standards and specifications. The Engineer will perform the following tasks: A. Project Management and Scheduling 1. Update the project schedule to reflect the extension of the project to approximately August of 2019. The project schedule will be prepared with Suretrak or Primavera P6 software. 2. Prepare monthly or bi-monthly reports as needed to document project progress. 3. General project management and client communication for completion of project plans based on current design and permitting requirements. B. Preliminary Engineering Agreements 1. Update the Notice of Intent (NO[) and other possible stakeholders. 2. Update Quiet Zone Risk Index calculations as needed. 3. Review of Notice of Establishment (NOE) C. Prepare Design Plans Update the design plans for roadway improvements and the installation of traffic control devices as identified for each of the grade crossings listed below. The plans will be on I I x 17 plan sheets in accordance with the City of Round Rock design guidelines as well as Tx DOT design standards for signing and signalization. The following plans shall be prepared: Page I of 2 I . Update the bid items on the respective Quantity Summary Sheets for the above locations and the overall project. 2. Update Standard Drawings and Details for roadway work, signing, pavement markings, and traffic control during construction, as needed. 3. Prepare miscellaneous exhibits as needed. 4. Review and update of UPRR Pre-emption calculations. 5. Update the Bid Forms to reflect the changes outlined above, and to specify that surveying construction staking work for fence installation will be the responsibility of the contractor. 6. Develop updated Project Manual reflecting combined project format as requested by City staff.
