repair program to include repair or replacement of the all or the some of the following on a case
by case basis: roof, siding, facia, insulation, windows, fence, water heater, HVAC, plumbing,
electrical, garage door, smoke and carbon detectors, flooring, ADA improvements,
weatherization, doors, painting, other related minor repairs to single family homes for the low to
moderate income residents in the city limits of Round Rock not to exceed $25,000. Lead based
testing is included if required.

Consider executing the Broad Level Tiered Environmental Review related to the City of
Round Rock Minor Home Repair Program, to facilitate streamlining of future Environmental
Reviews related to this program.
HUD requires that every CDBG project file contain a written record of the environmental
review undertaken for each project which is termed the Environmental Review Record
(ERR). The ERR shall be available for public review and must contain all of the
recommended formats. The ERR must include all of the environmental review documents,
public notices, written determination and any environmental review findings pertaining to
the decision making and actions related to the individual project. The CDBG Minor Home
Repair Program required that a Categorical Exclusion Subject to 58.5 Determination 24
CFR 58.35 (a) (3) (i) ERR be conducted as a Tiered Level Review and executed by the
Certifying Officer. This tiered level review consists of a Broad Level that can clear the
following laws and authorities at this time and a Site -Specific to clear the rest of the laws
and authorities once the property addresses are known:
Airport Hazards, Coastal Barrier Resources, Clean Air, Coastal Zone Management,
Farmland, Endangered Species, Sole Source Aquifer, Wid and Scenic Rivers,
Environmental Justice and Wetlands.
A Site -Specific Review will be conducted for the following laws and authorities once the

The Minor Home Repair Program consists of repair or replacement of all or some of the

heater, HVAC, plumbing, electrical, garage door, smoke and carbon monoxide detectors,
flooring, ADA improvements, weatherization, doors, painting, other related minor repairs to
single family homes for the low to moderate income residents in the city limits of Round
Rock not to exceed $25,000.00 Lead testing is included if required. A total of $167,083
in CDBG 2018 funds were awarded to this program in the CDBG 2018 Annual Action
Plan approved by city council on August 9, 2018 by Resolution R-2018-5713.
