This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Cobb Fendley & Associates,
Inc., hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 14th day of June, 2018 for the DB Woods / SH 29 30" Water Line
Relocation Project in the amount of $111,868.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $24,945.00 to a total of $136,813.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
Article 2. Eneineerina Services and Exhibit B. Engineering Services shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C. Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C.
Article 4. Compensation and Exhibit D. Fee Schedule shall be amended by increasing by
$24,945.00 the maximum amount payable under the Contract for a total of $136,813.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

Engineering Services
Proposed Scope of Services
City of Round Rock -- DB Woods at SH 29 Water Line Relocations
This proposal is supplemental to the original scope of services authorized on June 14, 2018 for additional work due
to the stand alone bid attached to this document as Exhibit C. This proposal assumes a 15 ft public utility easement
(PUE) will be granted on the site to the southern extension of the project and a 25 ft easement on the church site.
This proposal does not include alternatives analysis.
CobbFendley will provide design, bid, and construction phase services for the installation of approximately 2,400
linear feet of 30" raw water line, 150 linear feet of 42" steel encasements, 150 linear feet jacking and boring a
crossing under SH 29, and required appurtenances associated with the construction of SH 29 Roadway
Improvements in Williamson County. At a Williamson County Utility Coordination meeting on 06107117, this project
was discussed and it was determined that the existing raw water line was in conflict with the roadway and storm
drainage, therefore was requested to be relocated. This proposal assumes that the waterline plans will be included
in the PS&E for the drainage and roadway plans, and constructed by the roadway Contractor. Erosion and
sedimentation controls and traffic control design are also to be included. Below is a detailed scope of services.
I. Design Phase
During the Design Phase, CobbFendley will prepare plans and compile specifications for the construction of
the utility adjustments. Below is a detailed scope of services. The design phase assumes 60%, 90%, and 100%
submittals to the City of Round Rock.
A. Additional Plans. CobbFendley will prepare design plans for submittal to City of Round Rock at 60%, 90%,
and 100% completion. We anticipate the following sheets to be included in our design set.
Al. General Notes. Assemble a set of general notes using City of Round Rock and TCEQ standards.
(1 Sheet)
A2, Relocation Plans. Prepare plan sheets at a scale of 1" = 20' on 11"x17" plan sheets, with a true
half size. Assumes 1 sheet for the water relocation plans.
A3. Plan and Profile. Prepare plan and profile for the proposed water line as identified in the attached
layout sheets. Assumes 6 sheets.
A4. Detail Sheets. Prepare detail sheets showing standard construction details and special, project -
specific details. Assumes 4 sheets.
A5. Prepare Temporary and Permanent Erosion and Sedimentation Controls Sheets. Assumes 4
sheets plus details.
A6. Prepare Traffic Control Plan Sheets. Assumes 2 sheets plus details.
A7. Design calculations. Perform design calculations as necessary.
B. Specifications. CobbFendley will assemble a full set of standard and technical specifications as well as the
front end/contract documents to be included in the roadway contract documents. A table of contents listing
the front end/contract documents, standard specifications, and technical specifications will be provided at
60%. A full set of utility specifications required will be provided with the 90% and 100% submittals for the
water relocations and adjustments, erosion and sedimentation controls, and traffic control design for the
project. City of Round Rock standard technical specifications will be used for this project. This proposal
assumes that front end/contract documents will be provided by the City of Round Rock.
C. Quantity Take -Off. CobbFendley will perform a quantity take off and prepare a bid form. A quantity take-
off will be performed at 60%, 90% and 100% submittals. Bid items to be included in the bid form will be
prepared by the roadway consultant.
D. Cost Estimate. CobbFendley will prepare an opinion of probable construction cost for the 60% (+/-15%),
90% (+1-10%) and 100% (+/- 5%) submittals.
E. QA/QC. CobbFendley will perform internal quality control reviews on the plans and specifications prior to
each submittal to City of Round Rock.

F. Prepare 3 submittal packages. CobbFendley will assemble plans and specifications and submit to City of
Round Rock for review. This proposal assumes there will be 60%, 90%, and 100% Final Bid Set submittal
We will provide six (6) sets of 11'x17" size plans and specifications for each submittal.
G. Respond to comments. CobbFendley will review comments provided by City of Round Rock and review
agencies and prepare a written response to the comments for inclusion with the subsequent submittal.
H. Coordination/Review meetings This proposal assumes there will be four (4) coordination meetings with
the Owner during the design phase.
I. Approvals. Coordinate with City of Round Rock Engineering Department to obtain required approvals for
construction. This proposal assumes that permits will be obtained by others.
This proposal assumes that Williamson County will provide environmental clearance for this relocation as well as
geotechnical information
Design Engineering Phase services will be performed for a fee of $21,615 00 plus approximately $0.00 in expenses.
11. Bid Phase
A_ This scope of services does not include any additional bid phase services. The bid phase services are
included in the original executed document on June 14, 2018. If any additional bid phase services are
encountered that are not listed in the approved original executed document then this will be considered
additional services.
Bid Phase services will be performed for a fee of $3,705.00 plus approximately $0.00 in expenses.
Ill. Construction Phase
CobbFendley will provide limited construction administration and observation assistance to the project and the
City of Round Rock_ This proposal does not include inspection services. This proposal assumes construction
duration of two (2) months. All scopes of services in this proposal are related to water utility relocations only.
Below is a detailed scope of services for construction phase:
A. Attend preconstruction meeting.
B. Attend two (2) meetings when utility adjustments are in process,
C. Attend periodic site visits. Assume monthly site visits (not coincident with progress meetings) for a total of
two (2).
D. Review project submittalslshop drawings. CobbFendley will review each submittal up to two (2) times. If
the Contractor requires a third submittal, it will be reviewed as an additional service and at the Contractor's
expense, as will be written in the contract documents. This proposal assumes ten (10) submittals.
E. Respond to Requests for Information (RFI). CobbFendley will coordinate with City of Round Rock and
Contractor on RFIs and respond with clarifications as needed. This proposal assumes eight (8) RFI.
F. Change Orders. CobbFendley will assist City of Round Rock in negotiation and preparation of change
order documents, should they be necessary. This proposal assumes one (1) change order.
G. Final Walk Through and Punch List. CobbFendley will attend the final walk through and coordinate with
City of Round Rock inspector on the punch list items.
H. Project Close Out. CobbFendley will assist City of Round Rock on closing out the contract, reviewing final
pay application and affidavits, and preparing a Concurrence Letter.
1, Record Drawings. CobbFendley will prepare a set of record drawings based on Contractor's redlines in the
field.
J. Pay Applications. CobbFendley will review pay applications and the City Inspector will verify quantities.
CobbFendley will approve pay applications based on quantities reported by the Inspector. Assumes three
(3) pay applications for the project.

Consider Supplemental Contract No. 1 with Cobb Fendley & Associates, Inc for the DB
Woods / SH 29 30" Water Line Relocation Project.
This item is for the additional engineering work associated with designing, bidding and
construction the raw water line project independently of the SH 29 TxDOT project. The City
of Round Rock has two waterlines that convey raw water from Lake Georgetown to the
City's water treatment plant. One of the raw waterlines was installed in 1995 in the SH 29
ROW. Williamson County in conjunction with TxDOT is widening SH 29 near DB Wood
Road and the present location of our 30 -in raw waterline would be located beneath the
curb and gutter in conflict with the new storm sewer assignment. The City is in process of
coordinating with the City of Georgetown (COG) to relocate our line within an existing COG
utility easement outside the proposed ROW.
In June, the City contracted Cobb Fendley to perform the engineering design and limited
construction phase services for relocation of our raw waterline for $111,868. Afterwards, a
tract of land adjacent to out existing waterline was sold and is now under development
planning with COG. In order to place our raw water line within an easement, our raw water
line would have to be constructed prior to the SH 29 TxDOT project. Additional work by

Cobb Fendley will be necessary to complete this task and they have provided the required
change of scope and fee.
The Utility Staff Requests the City Manager to approve Supplemental Contract No. 1 with
Cobb Fendley & Associates to perform the tasks in the additional scope for relocation of
our raw waterline for $24,945. This amends the original contract amount of $111,868 to
$136,813.
