O-2019-0081 - 2/14/2019 I ORDINANCE NO. 0-2019-0081 2 3 4 AN ORDINANCE AMENDING ZONING AND DEVELOPMENT CODE, 5 CHAPTER 8, ARTICLE IX, SECTION 8-79 (a), CODE OF ORDINANCES 6 (2018 EDITION), CITY OF ROUND ROCK, TEXAS, REGARDING SIGNS; 7 AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING 8 CONFLICTING ORDINANCES AND RESOLUTIONS. 9 10 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, i 1 TEXAS: 12 I. 13 That Zoning and Development Code, Chapter 8, Article IX, Section 8-79 (a), Code 14 of Ordinances (2018 Edition), City of Round Rock, Texas, is hereby amended as follows: 15 CHAPTER 8. ZONING AND DEVELOPMENTSTANDARDS 16 17 Sec. 8-79. Special purpose freestanding sign standards. 18 (a) Sandwich boards. 19 (1) Business uses (as defined in Sec. 1-50) shall be permitted one sandwich board. 20 (2) Sandwich boards shall have a maximum width of 30 inches and a maximum height of 48 21 inches. 22 (3) Sandwich boards shall be freestanding and shall not be affixed, chained, anchored, or 23 otherwise secured to the ground or other structure. The sign shall be internally weighted so that it 24 is stable, self-supporting and windproof. 25 (4) The sandwich board shall be displayed only during the hours of operation of the business. 26 (5) Sandwich boards shall not be a cabinet. 27 (6) Changeable copy on a sandwich board shall not consist of individual plastic or vinyl letters on 28 tracks. 29 (7) The following standards shall be followed when determining the placement of sandwich 30 boards: 31 a. Signs shall be placed in such a manner that they do not interfere with pedestrian traffic, 32 wheelchair ramps, or otherwise cause a safety hazard. Placement on a sidewalk or other 33 improved surface is required, when available; 34 b. When placed on a public sidewalk or sidewalk required for ADA accessibility, ensure 35 that there is a minimum of 48 inches of clear sidewalk; 01 12 1902,00417078, Q 2 1 c. Signs shall be placed in such a manner that they do not obscure or interfere with the 2 function of windows or doors-, 3 d. Signs shall not be located within five feet of the corner of a building that is at the 4 intersection of two public streets; 5 e. Signs shall only be permitted in the city's right-of-way on sites where there is 10 feet or 6 fewer between a building's front fagade and the property line, and a license agreement 7 shall be required. A license agreement may be issued as part of a sidewalk furniture license 8 agreement, 9 to 11 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 12 expressly repealed. 13 B. The invalidity of any section or provision of this ordinance shall not 14 invalidate other sections or provisions thereof. 15 C.
