WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 25th day of January, 2019 for the Downtown Trash Modification Project in the amount of $11,700.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $18,600.00 to a total of $30,300.00; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Article 2. Engineering Services and Exhibit B. Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Exhibit C. Work Schedule shall be amended as set forth in the attached Addendum to Exhibit C. Article 4. Compensation and Exhibit D. Fee Schedule shall be amended by increasing by $18,600.00 the maximum amount payable under the Contract for a total of $30,300.00, as shown by the attached Addendum to Exhibit D. Date Supplemental Contract Rev.06f 16 0199 1903 00421341 84273 ADDENDUM TO EXHIBIT B Engineering Services Based on a meeting on March 7, 2019, the City has decided to change the direction of the original design and remove the trash compactor. The City would also like to add two additional areas in the Downtown area to move dumpsters and add enclosures. Task Item I - Project Management A. Coordination & Meetings 1. This task item includes meetings with the design team and City of Round Rock entities to obtain information necessary to complete the design of the project, collection of data required for preparation of reports and for design and coordination with the City of Round Rock Public Works department. 2. Coordinate with Surveying RPLS, Structural, Central Texas Refuge, Oncor, and City of Round Rock. Task Item II - Surveying Services A. Design Survey I. Topographic survey for design. Field personnel will Iocate and identify all trees 8" and larger (trunk diameter measured at breast height) and provide sufficient ground spot shots, existing curb, edge of pavement, drainage channels, breaklines, tops and toes, etc. to create a 1 -foot contour map within the project area. 2. Boundary Verification for alley behind 203 E. Main Street. Shown by the subdivision of "Original City of Round Rock" Task Item III - Civil Engineering Site Plan Services A. Site Grading Design I. 2PC will prepare a final grading plan. This grading plan will be suitable for construction. This plan will show existing and proposed ground contour lines, and spot elevations to grade the site for drainage. 2. The prospect site is within the Edwards Aquifer Recharge Zone and is required to adhere to TCEQ water quality requirements. The site is part of larger development with regional water quality and detention, therefore, design and analysis of water quality treatment is not included in the scope. 3. It is understood from the City of Round Rock that regional storm water detention is provided for this site. No onsite detention is included in this proposal. B. Site Paving & Dimension Control Plan 1. 2PC Associates will provide a site paving and dimension control plan. This item includes dimension controls sufficient for construction of structural walls 2. The dimension control plan will be based on the final site plan. C. Erosion/Sedimentation Control and Tree Protection Plan Prepare the final erosion/sedimentation control and tree protection. 2. This task is for the preparation of design drawings and associated details only. However, a Storm Water Pollution Prevention Plan (SWPPP), the Notice of Intent (NOI), project description, inspection forms, Notice of Termination (NOT), and all other construction forms required prior to construction shall be prepared by the contractor. All required inspections for the SWPPP shall be performed by the Contractor. D. Construction Specifications . Construction notes, standards and specifications pertaining to the civil site design and relevant to the City of Round Rock will be included on the construction drawings as necessary for construction. Task Item IV - Structural Design Services A. Prepare plans and specification for enclosure and trash compactor foundation. 1. Structural Engineer will work with the Civil Engineer to determine the size and locations of all walls. 2. Revised the layout and detail of the dumpster enclosure at 101 E. liberty Ave by deleting the trash compactor. 3. Provide structural design and construction drawing for a new dumpster enclosure at 203 E. Main Street alley. 4. Provide structural design and construction drawing for a new dumpster enclosure at 201 E. Liberty Ave. 5. Construction specifications for applicable division related to work to be included on the drawings. Task Item V - Construction Administration A. Submittal Review 1. Review, and provide written responses to contractor submittals and RFI's on construction drawings and specifications prepared under this proposal. 2. Answer any contractor questions during bidding. B. On -Site Meetings and Construction Observation 1. 2PC will provide periodic observation and attend two onsite meeting during the site work phase of construction for the project. Onsite meetings shall be scheduled and coordinated by the Contractor. Site meeting minutes shall be prepared by the Contractor. 2. In addition to the above construction observation services, 2PC will attend the pre - construction meeting at the start of construction as required by the City of Round Rock 3. Structural Engineer will provide periodic observation for inspections. This scope item is limited to 4 inspection trips and attend one onsite meeting during the site N work phase of construction for the project. Onsite meetings shall be scheduled and coordinated by the Contractor. Site meeting minutes shall be prepared by the Contractor. C. Project Closeout 1. In addition to Item B.1 above, 2PC and Structural Engineer will conduct a site walk- through upon substantial completion of the site work portion of the project and prepare a punch list for issuance to the contractor. 1. 2PC will provide an Engineer's Concurrence letter upon completion of the construction of the project stating, to the best of 2PC's information, knowledge and belief, that the site construction services as observed by 2PC, were constructed in general conformance with the permitted engineered site construction plans. The engineer is not responsible for construction, contractor's work or the safety or means and methods of the contractor. 2. Any requested services not specifically covered by the "Scope of Work" will be invoiced separately as an additional service. 3. All application and processing fees are the responsibility of the Client/Owner. 4 Resolutions of conflicts are not included in this Scope and Fee proposal. S. Geological Assessment, if required by TCEQ, shall be provided by the owner and shall be in conformance with TCEQ Standards. b. It is assumed that regional water quality and detention is provided for this site. 7. It is assumed that because of the small statute of this project a TCEQ permit will not be required. 8. Existing street modifications or additions are not included in this contract. 9. A Geotechnical investigation with foundation recommendations is recommended for design purposes. This project can be completed without the Geotechnical report with standard recommendations from the compactor manufacturer. This is at the Clients risk. ADDENDUM TO EXHIBIT C Work Schedule Coordination with the City Public Works Department to develop a schedule. The estimated design shall begin in April 1, 2019 and shall take approximately 60 -days. Construction bidding is estimated to begin in June 10, 2019. Please see attached schedule. These locations have trash disposal receptacles that are over utilized creating disturbances near commercial businesses and public spaces. The City of Round Rock has developed a plan to address the increased trash created to maintain a beautiful downtown area. This initial phase of the downtown trash modification project was to begin with removing three trash bins, that are typically over flowing with trash, from the alley located north of Main Street between Mays Street and Lampasas Street. These trash bins were to be replaced with one trash compactor that would be placed in the public parking lot north of Main Street. In addition to the trash compactor, a recycling bin was to be added to accommodate businesses wanting to recycle and reduce overall trash load. Due to unforeseen site issues, the Utilities and Environmental Services Department has chosen to remove the trash compactor from the initial scope, increase the pickup frequency of the three trash bins currently in place, remove other trash bins from the alley, and commence with the addition of the recycle bin. A concrete masonry unit (CMU) wall enclosure with locked gate will be constructed around the trash bins that will remain in order to prevent illegal dumping of trash. Two additional locations have been added to the scope of work as well. This includes the dumpsters next to the library and the City Hall parking garage. 2P Consultants is to provide structural design and construction drawings for two new dumpster enclosures at these locations. These enclosures will hide trash bins from the public eye and increase the aesthetic of downtown Round Rock. 2P Consultants has provided a supplemental agreement to design the modifications needed to accommodate the new recycle bin and trash bin enclosures.
