This Supplemental Contract No. 8 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Atkins North America, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 24th day of September, 2015 for the E. Bagdad Avenue Extension
Project in the amount of $104,700.41; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on March 10, 2016 to
amend the scope of services and to increase the compensation by $326,360.94 to a total of
$431,061.35; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on September 8,
2016 to amend the scope of services and to increase the compensation by $85,675.85 to a total of
$516,737.20; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on April 3, 2017 to
amend the work schedule; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on August 24, 2017
to amend the scope of services and to increase the compensation by $199,281.31 to a total of
$716,018.51; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 5 on March 22, 2018,
to amend the scope of services and to increase the compensation by $100,929.81 to a total of
$816,948.32; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 6 on July 12, 2018, to
amend the scope of services and to increase the compensation by $68,879.10 to a total of
$885,827.42; and

WHEREAS, the City and Engineer executed Supplemental Contract No. 7 on November 20,
2018, to modify the provisions for the scope of services and to increase the compensation by
$97,471.52 to a total of $983,298.94; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $47,084.63 to a total of $1,030,383.57;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
Article 2 Engineering Services and Exhibit B. Engineerinp, Services shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C. Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C.
Article 4. Compensation and Exhibit D. Fee Schedule shall be amended by increasing by
$47,084.63 the lump sum amount payable under the Contract for a total of $1,030,383.57, as
shown by the attached Addendum to Exhibit D.

ADDENDUM TO EXHIBIT B
Engineering Services
PROJECT DESCRIPTION
The proposed project will include a new location 3 -lane extension of McNeiI Rd between Mays
St and S Black St as well as the widening of S Georgetown St to 3 -lanes between S Black St and
E Main St. Lampasas St will be extended from its current termini at Bagdad Ave to the new
McNeil Rd extension. Lewis St will be extended to connect to McNeil Rd. Stone St will be
improved and extended to connect Main St and McNeil Rd. An alley will be included from
Georgetown St west towards Black St. The existing City owned parking lot between Sheppard St
and Burnet St will be reconstructed to provide improved drainage. The approximate length of
the project is 0.54 miles.
The project will be constructed in two phases. The first phase will include all the improvements
west of and including the intersection at Burnet St. The second phase will include the proposed
improvements east of Burnet St.
This supplemental includes hydrologic and hydraulic analysis of the existing and proposed
drainage structures at the railroad crossings, and surveying services to support these efforts.

Phase 2 of the McNeil Rd Extension project is being modified to include additional railroad
culverts at two crossing locations immediately downstream of the proposed storm sewer system
along McNeil Road. The first crossing is a 42" CMF downstream of Outfall MNI and second
crossing is a 36" CMA downstream of Outfall MN2. The new analysis will size the appropriate
drainage culvert structures required to decrease the railroad crossing headwater elevation for the
proposed storm sewer system to function properly. The culvert headwater for the 25 -year and
100 -year is to be determined for understanding of the culvert impact on the storm sewer system.
Atkins will update the hydrology and hydraulics as needed. This new culvert analysis will also
evaluate the future removal of the detention pond east of Georgetown Street and future increases
to impervious cover. The detention pond removal is not part of this project design, but the culvert
design will include excess capacity to accommodate future flow increase.
A new hydrology analysis for the 25 -year and 100 -year existing and post detention pond removal
will be completed. This hydrology will address all area tributary to the culverts and will not be a
reevaluation of the completed storm sewer design along McNeil Road. The hydrology will be
done outside and independent of the hydrology completed within the stone sewer design. The
culvert hydrology will be completed in HEC -HMS or similar software.
This scope includes hydraulic analysis of the culverts with the new total flows from the
hydrology. The culvert modeling will be completed in HY-8 or similar software. The calculated
headwater at the culverts will be checked in the current models of the storm sewer design. The
proposed culverts will be designed to ensure that the designed storm sewer works in the 25 -year
event. The headwater for the 100 -year will also be calculated. Survey of the existing culverts
under the railroad and the outlet structure of the existing detention pond is included with this
scope.
Hydraulic Analysis will also include a summary of the downstream effects at Lake Creek Flood
Zone. The Effective FEMA model will be updated with new or unaccounted flows within the
Lake Creek Flood Zone. The intent of this analysis is to show that the proposed culverts will
have minimal effect on the flood zone downstream of the culverts. No issues are anticipated
because the changes in flows at this location with the removal of the pond is very small
compared to the Effective FEMA flow. This scope does not include any FEMA submittal.
Atkins will analyze up to 2 different scenarios to incorporate assumptions for future impervious
cover and the disposition of the existing detention pond east of the project as directed by the city.
A Drainage Memo will be provided to summarize the new hydrology and hydraulic design of the
railroad culverts described in this scope.
The plan revisions anticipated to be included are:

I. Revise the project HGL to reflect the proposed changes in headwater at the culverts with
the additional modeling proposed.
2. Add plan and profile sheets for the new proposed culverts under the railroad.

Mays Street and South Black Street as well as the widening of South Georgetown Street to
3 -lanes between Black Street and East Main Street. Lampasas Street will be extended from its
current termini at Bagdad Ave. to the new McNeil Road Extension. Lewis Street will be
extended to connect to McNeil Road as well. An alley will be included from Georgetown Street
west towards Black Street. This second phase will include all improvements east of Burnet
Street. This Supplemental Agreement # 8 with Atkins Engineering includes the hydrologic and
hydraulic analysis of the existing and proposed drainage structures at the Union Pacific
Railroad crossings and the surveying services to support those efforts. This supplemental
agreement in the amount of $47,084.63 bringing the total contract amount to $1,030,383.57.
