PROJECT: Kenney Fort Boulevard Intersection Improvements
This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Halff Associates, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 26th day of April, 2018 for the Kenney Fort Boulevard Intersection
Improvements Project in the amount of $182,942.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $5,578.00 to a total of $188,520.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 1, City Services and Exhibit A. City Services shall be amended as set forth in the
attached Addendum to Exhibit A.
II.
Article 2. -Engineering Services and Exhibit B. Engineering Services shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C. Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C.
Article 4 Com enation and Exhibit D, Fee Schedule shall be amended by increasing by
$5,578.00 the lump sum amount payable under the Contract for a total of $188,520.00, as shown
by the attached Addendum to Exhibit D.

ADDENDUM TO EXHIBIT A
City Services
1.0 SERVICES TO BE PROVIDED BY CLIENT
i) Provide the Engineer with timely reviews and decisions to enable Engineer to
maintain the project schedule.
ii) Meet with the Engineer on an as -needed basis.
iii) Provide Engineer existing City traffic signal phasing and timing information.
ADDENDUM TO EXHIBIT B
Engineering Services
Halff Associates, Inc. (Halff) will produce water main relocation construction plans,
consistent with the City of Round Rock (City) guidelines and specifications, for City to bid
and construction the necessary water main relocation affiliated with roadway
improvements required within current and proposed City Rights of Way for the proposed
Kalahari Resort development by KR Acquisitions LLC (Developer) in Round Rock, Texas.
The proposed watermain relocation improvements consist of approximately 786 -If of 16 -
in DI water main, new valves and appurtenances, demo of existing sidewalk, and
replacement of pedestrian facilities. The previously prepared water main relocation plans
associated with the Kenney Fort turn lane improvements will be broken out separately as
part of an individual construction package. It is assumed City will initiate formal
construction for the referenced watermain improvements.
TASK 2.0 PROJECT MANAGEMENT
Project Management and Administration
• Time has been included for general project coordination with the City.
• Time for Invoice and Progress Report creation has been included in the fee.
• Direct Expenses for travel and copies is included in the fee.
TASK 2.0 CONSTRUCTION DOCUMENTS
A. Design Services
1. The proposed watermain relocation improvements consist of
approximately 786 -If of 16 -in DI water main, new valves and
appurtenances, demo of existing sidewalk, and replacement of
pedestrian facilities. The public improvements are anticipated to occur
within existing public Right of Way. Halff will prepare 100% Bid
Construction Documents for the required public waterline infrastructure
(herein known as the "PROJECT") necessary to service the initial Phase
of development. Construction plans will be prepared in accordance with
City of Round Rock and TCEQ standards and consist of the following
drawings:
a. Cover Sheet
b. General Notes
c. Water Main Plan & Profile
d. Traffic Control Plan
e. Erosion Control Plan
f. Standard Details

2. Halff will provide technical specifications for the water infrastructure.
3. Halff will prepare an updated 100% preliminary opinions of probable
construction costs (OPCC) for the water infrastructure improvements.
TASK 3.0 CONSTRUCTION PHASE SERVICES
Construction Administration
1. Submittal Review
a. Review, and provide written responses to contractor submittals
and RFI's on construction drawings and specifications prepared
under this proposal.
2. On -Site Meetings
a. Halff Associates will provide periodic observation and attend
meetings during the site work phase of construction for the
project. Up to two (2) site visits/site meetings including the
preconstruction meeting are budgeted for this task. Additional
requested attendance over this number can be provided for an
additional scope and fee.
b. Assist the City in determining whether work conforms to the
contract documents or should be rejected.
SERVICES NOT COVERED
The services stipulated below are specifically excluded from the scope of this contract. In
the event additional services are required, an addendum to this contract will be required
before work can proceed. Additional services include but are not limited to the following:
Cultural Resources Survey and Permitting.
2. Construction Materials Testing Services.
3. Construction Phase survey services.
4. Property acquisition services including appraisal and condemnation
services or Easement preparation.
5. Drafting, preparation or submittal of formal agreements between the Owner
and City or other outside agencies.
6. Design and Utility coordination of private utilities such as electrical, gas, or
communications facilities.
7. Any Environmental Analysis including investigation and permitting.

Obtaining 24 -hr or peak period turning movement traffic counts.
9. Onsite construction inspection.
10. Contract dispute resolution on behalf of City with the general contractor.
H. Coordinated signal timing plans along Kenney bort Blvd or other signal
communication systems.
12. Coordination with TxDOT or other approving agencies.
13. Utility System modeling
14. SWPPP preparation for the project. SW PPP to be requirement of contractor.
15. Attendance at public meetings or City Council, Planning & Zoning
meetings.

ENGINEER shall submit monthly invoices for Lump Sum Services rendered, based

On April 26, 2018, City Council awarded an Engineering contract to provide a set of full
roadway construction plans to address the off-site roadway improvements for the proposed
Kalahari Resort Development. The proposed roadway improvements consist of three
northbound Kenney Fort Boulevard right turn lanes, one southbound Kenney Fort Boulevard
hooded left turn within the existing median, a traffic signal design for the proposed intersection
of Kenney Fort Boulevard and Kalahari Boulevard. Also included is the water main relocation
design and to investigate the pavement failures on a portion of Kenney Fort Boulevard. The
engineering contract is in the amount of $182,942.
The required timeline for the construction of the roadway improvements and the waterline
relocation have changed. It would be more advantageous for the waterline relocation to be
constructed prior to roadway improvements. Supplemental Agreement No. 1 is needed for
additional engineering services associated with creating the waterline relocation as a separate
project. Supplemental Agreement No. 1 includes both the additional engineering and
construction phase services and is in the amount of $5,578.
The Utility and Environmental Services Department recommends approval of this supplemental.
