Mo ac suite 330 Austin TX 78731 PROJECT: Railroad Ouiet Zone Stud This Supplemental Contract No. 6 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Brown & Gay Engineers, Inc., hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 22nd day of March, 2012 for the Railroad Quiet Zone Study Project in the amount of $149,900.00; and WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on August 17, 2012 to amend the scope of services and to increase the compensation by $25,123.80 to a total of $175,023.80; and WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on June 13, 2013 to amend the scope of services and to increase the compensation by $141.700.51 to a total of $316,724.31; and WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on June 26, 2014 to amend the scope of services and to increase the compensation by $19,950.00 to a total of $336,674.31; and WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on February 26, 2016 to amend the scope of services and to increase the compensation by $47,425.00 to a total of $384,099.31; and WHEREAS, the City and Engineer executed Supplemental Contract No. 5 on July 13, 2018 to amend the scope of services and to increase the compensation by $29,472.00 to a total of $413,571.31; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope ofservices and to increase the compensation by $27,425.00 to a total of $440,996.3 1; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows - Supplemental Conlraci Rcv.06/16 0199 1220,00427537 ` 84273 Article 2. 1 nlxineerina Service~ and Exhibit l3 l'n ,ineerin , Services shall be amended as set forth in the attached Addendum to Exhibit B. Compensation and Exhibit D, Ice Schedule shall be amended by increasing by $27,425.00 the lump sum amount payable under the Contract for a total of $440,996.31, as shown by the attached Addendum to Exhibit D. These services shall include continuation of: project management and coordination efforts; updates to the project plans and bid documents due to additional requirements due to TxDOT LGPP (Local Government Project Procedures), changes to coincide with adjacent projects (McNeil St.), UPRR utility crossing permit; and updates to the project manual. The duration of the project is being extended by approximately 14 months, as a result of delays incurred in the Union Pacific Railroad's (UPRR) utility and ROE (Right-o1=Entry) permitting. The project still includes two separate quiet zone locations: one for the main UPRR line at -grade crossings from CR 172 to Burnet, and one for the two at -grade crossings on the UPRR secondary line known as the "Georgetown industrial Lead" at I1-1-35. Ail plans, specifications, and estimates will be updated in accordance with current standards and specifications. The Engineer will perform the following tasks: A. Project Management and Scheduling 1. Prepare monthly or bi-monthly reports as needed to document project progress. 2. General project management and client communication for completion of project plans based on current design and permitting requirements. 3. Meetings with client, UPRR, and TxDOT to address outstanding issues with permitting, reviews, and required documentation B. Preliminary Engineering Agreements 1. Coordinate with the CORR and UPRR representatives for Utility Crossing and ROE permitting requirements for traffic signal preemption 2. Update plans to reflect minimum construction and infrastructure placement requirements established by UPRR 3. Assist in the City in populating, submitting, and processing UPRR Permit Applications for ROE and Utility Crossings for signal preemption. Includes application fees for ROE & Utility Permits ($1800 total). Page 1 of 2 D. Prepare Design Plans Update the design plans for roadway improvements and the installation oftraftic control devices as identified for each of the grade crossings per UPRR, TxDOT, and City of Round Rock requirements. The plans will be on I I x 17 plan sheets in accordance with the City of Round Rock design guidelines as well as TxDOT design standards for signing and signalization. The following plans shall be prepared: I . Update construction plans, quantities, and summaries for the locations impacted by UPRR utility crossings. 2. Update Standard Drawings and Details for roadway work, traffic signal infrastructure, and utility information. 3. Update the Bid Forms to reflect the changes outlined above. 4. Updated Project Manual as needed. H. TxDOT LGPP Coordination and Processing 1. Coordinate with TxDOT and City on preparation of all LGPP required documents 2. Submit all required documentation to TxDOT and City for review and approval 3. The scope of services for this Supplement allowed for professional services for the implementation phase of the railroad quiet zone project. Supplemental #2 was approved on June 13, 2013 in the amount of $141,700.51 bringing the total contract price to $316,724.31. The scope of services for this Supplement allowed for professional services for the implementation phase of the railroad quiet zone project including preliminary plan set. Supplemental #3 was approved on June 26, 2014 in the amount of $19,950.00 bringing the total contract price to $336,674.31. Supplemental #4 was approved on February 26, 2016 in the amount of $47,425.00 bringing the total contract price to $384,099.31. These services included project management, updates to project plans due to additional requirements, updates to environmental documents, scheduling and coordination efforts. Supplemental #5 will continue the ongoing professional services for project management, updates to the plans and continued coordination with the City and Union Pacific Railroad in the amount of $29,472.00 bringing the total contract price to $413,571.31. Supplemental #6 will provide engineering professional services to provide to UPRR plan drawings of the proposed bore for the signal timing and railroad coordination and to update any permits or plans associated with the Quiet Zone work.
