The City operates three inverted wastewater siphons within the system. Siphons allow the
wastewater to travel uphill based on the head pressure in the wastewater line. Two of the
siphons are on the 48 -inch Chandler Creek Wastewater line and the other provides service to
Forest Bluff Subdivision.
In October 2000, the Chandler Creek 48 -inch wastewater line was constructed by the Lower
Colorado River Authority and included two inverted siphons that cross Chandler Creek twice.
One inverted siphon is located near the Chandler Creek Municipal Utility District and the other
east of Kenney Fort Boulevard Crossing. The Forest Bluff Subdivision inverted siphons,
consisting of 6 -inch and 8 -inch lines that were constructed in February 1997, cross Brushy
Creek. Recent inspections of the siphons showed all three siphons needed rehabilitation.
Replacement of slide gates, manhole covers, cleaning of siphons, and interior coating
rehabilitation were required at Chandler Creek. The Forest Bluff siphon required rehabilitation
to the two wastewater lines crossing Brushy Creek.
T. Gray Utility & Rehab Co., LLC was awarded the contract for the Wastewater Siphons
Rehabilitation project on June 14, 2018 for $793,000.
Change Order 1 Quantity Adjustment (CO/QA) No. 1 deduction of $9,825 was needed for slide
gate credit adjustment of $4,200 and a Texas Commission on Environmental Quality citation of
$5,625 for an unauthorized discharge of wastewater on March 13, 2019. This adjusted contract

amount after deduction was $783,175.
COMA No. 2 is for a deduction of $50,000 for final quantity adjustment on items not used
during construction. This adjustment brings contact total to $733,175. Construction project has
been completed.
