THIS SUPPLEMENTAL AGREEMENT NO. 1 to "City of Round Rock Agreement for
Professional Consulting Services for Construction Materials Testing Services with Rock
Engineering & Testing Laboratory, Inc." for the Public Library Project, hereinafter called
"Supplemental Agreement No. I," is made by and between the City of Round Rock, Texas, a
home-rule municipality, hereinafter called the "City" and Rock Engineering & Testing
Laboratory, Inc., hereinafter called the "Consultant."
WHEREAS, the City and Consultant previously executed the referenced "City of Round
Rock Agreement for Professional Consulting Services for Construction Materials Testing
Services," hereinafter called the "Agreement" for the Public Library Project (`Project") in the
amount of$48,959.85; and
WHEREAS, the City desires to amend the Scope of Services to add additional services
related to construction materials testing for the Project; and
WHEREAS, it is necessary to amend the Scope of Services and increase the Contract
Amount provided in the Agreement by $13,346.15 to a total of$62,306.00 as set forth herein;
NOW THEREFORE, in consideration of the mutual promises and obligations in the
Agreement and this Supplemental Agreement No. 1, the City and Consultant agree that said
Agreement is amended and supplemented as follows:
I.
Section 2.01 of the Agreement is hereby amended to read as follows:
2.01 PROPOSAL FOR SERVICES
Consultant has issued its proposal for services for the tasks delineated therein, such
proposal for services being attached hereto as Exhibit "A" and the Addendum to Exhibit "A,"
entitled "Scope of Services,"which document is incorporated herein for all purposes.

II.
Section 3.01 of the Agreement is hereby amended to read as follows:
3.01 SCOPE OF SERVICES
Consultant shall satisfactorily provide all services described herein and as set forth in
Exhibit "A" and the Addendum to Exhibit "A." Such services shall be performed in the time
frame approved by the City. Consultant's undertaking shall be limited to performing services for
City and/or advising City concerning those matters on which Consultant has been specifically
engaged.
II.
Section 5.01 of the Agreement is hereby amended to read as follows:
5.01 CONTRACT AMOUNT
In consideration for professional consulting services to be performed by Consultant, City
agrees to pay Consultant in accordance with Exhibit "A" and the Addendum to Exhibit "A" for
the deliverables as delineated in Exhibit"A" and the Addendum to Exhibit "A."
A. Not-to-Exceed Total Payment for Services: Consultant's total compensation
for consulting services related to the Project hereunder shall not exceed Sixty-
Two Thousand Three Hundred Six and No/100 Dollars (562,306.00).
III.
This Supplemental Agreement No. 1 shall amend the original Agreement only as set forth
herein with no other changes in terms or conditions of the original Agreement.

Introduction
Rock Engineering & Testing Laboratory, Inc. (RETL) was selected by the City of Round Rock to
provide Geotechnical Engineering Services for the New Round Rock Public Library project. RETL
received an executed copy of Professional Services Agreement CM-2017-1433 dated July 17,
2017. The total compensation for the Geotechnical Engineering Services for this project was set
at $48,960.00.
Budget Review
As of December 2019 our records indicate the following:
• Contract amount $48,960.00
• Services provided through December 2019 $36,204.00
• Remaining contract amount $12,756.00
Proiect Information
RETL received a letter dated December 2,2019 prepared by RLG Inc. which included an attached
plan. The letter presented the following information:
• Library
o Maximum Pier Loads ranging from 400 to 600 kips
o Pier diameters ranging from 30 to 36-inches
• Parking Garage
o Four stories in height
o Maximum Pier Loads of approximately 1,000 kips
o Pier diameters ranging from 36 to 42-inches

Additional Scope of Services
As presented in the referenced letter,additional geotechnical parameters are needed to complete
the structural design for this project. The following is a summary of the requested services:
• Field Exploration Services
o Six (6) test borings extending to depths ranging from approximately 55 to
65-feet below the existing site grades
o Recovering disturbed and relatively undisturbed samples and cored
samples of rock
o Conversion of two (2)test borings into temporary monitoring wells
o Grouting of test borings in accordance with Texas Commission on
Environmental Quality for sites with the Edwards Aquifer Re-Charge Zone
• Laboratory Testing Services
o Supplementary visual classification (ASTM D2487)
o Moisture content(ASTM D2216)
o Atterberg limits(ASTM D4318)
o Percent material finer than the x#200 sieve (ASTM D1140)
o Unconfined compressive strength (ASTM D2166) & (ASTM D7012)
o One-dimensional swell tests (ASTM D4546)
o pH tests (TEX 128-E)
o Sulfate JxDOT 620-J)
• Engineering Services
o Geotechnical Engineering Report prepared and reviewed by a Professional
Engineer licensed in the State of Texas. The geotechnical report will
include a Test Boring Plan as wells as Logs of Boring and the following:
■ Subsurface soil, rock and groundwater conditions encountered at
the test boring locations including seismic soils site class
■ Foundation design recommendations applicable for the proposed
structures
• End bearing and skin friction capacities for both
compressive loads and uplift loads
• L-Pile Design values for soil and rock layers for laterally
loaded piers
• Casing requirements for drilled piers and water table depth
encountered in the test borings
• Discussion of the use of void space below grade beams,
walls, elevator pits and floor slabs
■ Earthwork recommendations to reduce the Potential Vertical Rise
for slab-on-grade construction to 1-inch or less
• Subgrade compaction recommendations
• Recommendations for fill materials and base course
materials, placement, and compaction
■ Rigid pavement section thickness recommendations
■ Design parameters for site retaining walls;
• drained and undrained conditions for at-rest pressures and
active pressures
• sliding coefficients and passive pressures for soil and rock

the recommendations in the RETL report are being utilized appropriately

Change Order No. 1 Budget Request
RETL suggests that an amount of$13,346.00 be issued for Change Order No. 1 to increase the
Total Contract Amount to $62,306.00 for Geotechnical Engineering Services for the New Round
Rock Public Library project.
