O-2020-0175 - 6/25/20201 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 0-2020-0175 AN ORDINANCE ADOPTING THE ROUND ROCK 2030 COMPREHENSIVE PLAN AND AMENDING ZONING AND DEVELOPMENT CODE, CHAPTER 1, ARTICLE I, SECTION 1-7 REGARDING THE ROUND ROCK COMPREHENSIVE PLAN; CODE OF ORDINANCES (2018 EDITION), CITY OF ROUND ROCK, TEXAS, AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. WHEREAS, pursuant to Texas Local Government Code, Section 213.002, the City of Round Rock ("City") is required to adopt a comprehensive plan, which is a coordinated set of plans organized by subject and geographic area to be used to coordinate and guide the establishment of development regulations in the City, referred to as the "Round Rock Comprehensive Plan," and WHEREAS, the Round Rock 2030 Comprehensive Plan ("2030 Comprehensive Plan") has been presented to the City Council for consideration as the new comprehensive plan, and WHEREAS, said 2030 Comprehensive Plan is intended to replace the 2020 General Plan, and WHEREAS, the Planning and Zoning Commission held a public hearing concerning the 2030 Comprehensive Plan on the 20th day of May, 2020, following lawful publication of the notice of said public hearing, and WHEREAS, after considering the public testimony received at such hearing, the Planning and Zoning Commission has recommended that the 2030 Comprehensive Plan be adopted, and WHEREAS, on the 25th day of June, 2020, after proper notification, the City Council held a public hearing on the 2030 Comprehensive Plan, and 0112.20202: 0044 8080/ss2 I WHEREAS, the City Council has determined that the 2030 Comprehensive Plan 2 be adopted to replace the General Plan 2020, and 3 WHEREAS, each and every requirement set forth in Zoning and Development 4 Code, Chapter 10, Article Il, Section 10-10, Code of Ordinances (2018 Edition), City of 5 Round Rock, Texas concerning public notices, Now Therefore 6 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 7 TEXAS: !3 9 That the document entitled Round Rock 2030 Comprehensive Plan is hereby 10 adopted in accordance with Zoning and Development Code, Chapter 1, Article I, Section 11 1-7, Code of Ordinances (2018 Edition), City of Round Rock, Texas. A true and correct 12 copy of the 2030 Comprehensive Plan shall be kept in the City Clerk's Office of the City 13 of Round Rock. 14 15 That Zoning and Development Code, Chapter 1, Article I, Section 1-7 of the Code 16 of Ordinances (2018 Edition), City of Round Rock, Texas, is hereby amended to read as 17 follows: 18 CHAPTER 1. INTRODUCTORY PROVISIONS 19 Sec. 1-7. - Round Rock Comprehensive Plan. 20 Pursuant to V.T.C.A., Local Government Code § 213.002, the City Council of Round Rock, Texas has 21 adopted a comprehensive plan which is a coordinated set of plans organized by subject and geographic 22 area to be used to coordinate and guide the establishment of development regulations in the City of Round 23 Rock. The coordinated set of plans shall be collectively referred to as the "Round Rock Comprehensive 24 Plan". The Round Rock Comprehensive Plan shall consist of the following set of plans: 25 (a) Comprehensive Plan 2030. The GeR8 l PlaR 202OComprehensive Plan 2030 26 was adopted on July 22, 2010june 25, 2020 in Ordinance No. 1007 22 0-2020-0175. The 27 GeReFal PI@R 2020 Comprehensive Plan 2030 is referred to in this Code as the "comprehensive 28 plan" or the "general plan." 2 1 (b) Comprehensive Parks,- and Recreation and Open pace —Master Plan. The Comprehensive 2 Parks; and Recreation and Open space Master Plan was adopted on June, 25 2Q9 August 23, 3 2018 in Ordinance No. 0-2018-5727. The Comprehensive Parks; and 4 Recreation and Open Spase Master Plan is referred to in this Code as the "parks master plan." 5 (c) Comprehensive Transportation Master Plan Update, March 2 . The Comprehensive 6 Transportation Master Plan Update, Marsh 2004 was adopted on MaFGh 25, 20G4 October 12, 7 2017 in Ordinance No. G 04 03 25-1123FE, 0-2017-4842. The Comprehensive Transportation 8 Master Plan Update- March -2004 is referred to in this Code as the "transportation master plan." g 10 VaRspertation master plan was amended by QrdiRaRGe NE). The Downtown Master Plan was adopted on June 24, 2010 in Ordinance 12 No. G-10-06-24-10A1. 13 (e) Austin Executive Airport Joint Airport Hazard Zoning Regulations. The Austin Executive Airport 14 Joint Airport Hazard Zoning Regulations, adopted on May 12, 2017, by the Austin Executive Joint 15 Airport Zoning Board, are hereby adopted as part of this Code. 16 17 III. 18 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 19 expressly repealed. 20 B. The invalidity of any section or provision of this ordinance shall not 21 invalidate other sections or provisions thereof. 22 C.
