KNOW ALL BY THESE PRESENTS:
THIS SUPPLEMENTAL AGREEMENT NO. 1 to "City of Round Rock Agreement for
Professional Consulting Services for Design Services with Parkhill, Smith & Cooper, Inc. Dba.
Schrickel Rollins I PSC" hereinafter called "Supplemental Agreement No. U' is made by and
between the City of Round Rock, Texas, a home -rule municipality (hereinafter referred to as the
"City"), located at 221 East Main Street, Round Rock, Texas 78664, and Parkhill, Smith &
Cooper, Inc., Dba. Schrickel Rollins I PSC whose offices are located at 255 North Center Street,
Suite 200, Arlington, Texas 76011 (hereinafter referred to as "Consultant").
WHEREAS, the City and Consultant executed the referenced "City of Round Rock
Agreement for Professional Consulting Services for Design Services" related to the Heritage
Trail East Project (hereinafter referred to as the "Agreement") by Resolution No. 2014-2032 on
November 25, 2014; and
WHEREAS, due to unforeseen circumstances, changes in the scope of work occurred
along the design of the Heritage Trail East Project; and
WHEREAS, it has become necessary to amend the Agreement to modify the provisions
for the scope of services and to increase the compensation by $49,500.00 for a total cost of
$786,500.00; and
NOW THEREFORE, premises considered, and in consideration of the mutual promises
and obligations in the Agreement and this Supplemental Agreement, the City and Consultant
agree as follows:
I.
That Section 2.0, Proposal for Services, is hereby amended to include the attached
Exhibit "A," incorporated herein by reference for all purposes, as part of the Proposal for
Services.

II.
That Section 3.0, Scope of Services, is hereby amended to include the attached Exhibit
"A," as a part of the Scope of Services.
That Section 4.0, Limitations to Scope of Services, is hereby amended to include the
attached Exhibit "A," as part of the Scope of Services.
IV.
That Section 5.0, Contract Amount, is hereby amended to add an additional Forty -Nine
Thousand Five Hundred No/100 Dollars ($49,500.00), in accordance with the attached Exhibit
"A," to the original contract amount of Seven Hundred Thirty -Seven No/100 Dollars
($737,000.000) for a total not -to -exceed amount of Seven Hundred Eighty -Six Thousand Five
Hundred and No/100 Dollars (786,500.00).
V.
This First Supplemental Agreement shall amend the original Agreement only as set forth
herein with no other changes in terms of conditions of the original Agreement.

Agreement No. 1 to be effective as of the last date of due execution by both parties.

Re: Heritage Trail on Brushy Creek
Proposal for Additional Services
Dear Katie:
Since we began to work on this project back in 2015, land acquisition and right of way issues have led
to changes in the scope and alignment of the trail. We have been happy to assist the City through this
challenging process. One of the consequences has been that inflation and the long timespan have
taken a toll on our fee structure, and we have exhausted all allocated fees for Conceptual Design. We
have reached a point where we have an alignment that we believe is feasible and achievable. In order
to provide Master Plan Graphics utilizing the present trail alignment and Conceptual Design and
Presentation Graphics for the Pedestrian Bridge along Mays Street Right of Way, we are requesting a
fee of $49,500. Deliverables will include a large-scale color plan graphic of the trail alignment and
rendered sketches of design concepts of the pedestrian bridge over Brushy Creek at Mays Street,
seating areas, overlooks and other points of interest along the trail.

This project has undergone a several year delay while approval working with several individual
landowners. This supplemental agreement provides for an increase in contract amount
associated with escalated hourly costs from the consultant and their sub -consultants. Since the
project was delayed by circumstances beyond their control, they negotiated an increase to
increase hourly rates for all remaining scope items..
The Heritage Trail East project will be a continuation of the Heritage Trail West portion of the
trail and includes a 10' wide trail detailing the history of Round Rock as a timeline. The project
spans from Mays St. to Georgetown St. and include improvements and programmatic
elements detailing historical elements, educational elements, arts & cultural elements, general
park elements and elements that encourage community events and development revitalization
along the corridor.
Cost: $49,500.00
