SPECIAL NOTE:
Pursuant to the March 16, 2020 proclamation issued by Governor Abbott, this meeting will be held in
person and by video conference in order to advance the public health goal of limiting face-to-face
meetings (also called "social distancing")to slow the spread of COVID-19.
City Council members will be present in the City Council chambers. Members of the public are able to
speak during citizen communication by attending the meeting in person in the City Council chambers,
however those members of the public that do not want to attend the meeting are able to speak via
videoconferencing. Please visit www.roundrocktexas.gov and register ahead of time via the link
provided in the calendar entry for this meeting.
This meeting is also able to be viewed live online at www.roundrocktexas.gov/tv, or on Spectrum
Channel 10 and U-Verse Channel 99. You do not need to register to watch the meeting -only if you
wish to speak and not attend in person.

Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do

All items listed under the Consent Agenda are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
Council member in which event, the item will be removed from the consent agenda and considered
separately.
E.1 TMP-1665 Consider approval of the minutes for the June 11, 2020 City Council
meeting.
E.2 2020-0159 Consider an ordinance amending the Code of Ordinances(2018
Edition).Chapter 42, Article II, Section 42-313 to prevent a vehicle rental
business from storing vehicles on the street. (Second Reading)
E.3 2020-0168 Consider a resolution authorizing the Mayor to execute Amendment No. 1
to the Advance Funding Agreement with the Texas Department of
Transportation for the Railroad Crossing Quiet Zones Project.
F. PUBLIC HEARINGS:
F.1 TMP-1663 Consider public testimony regarding the proposed substantial amendment
to the Community Development Block Grant(CDBG) 2019-2023
Consolidated Plan adding Code Enforcement and COVID-19 Assistance as
priority needs.

G.1 2020-0169 Consider a resolution approving a substantial amendment to the
Community Development Block Grant(CDBG) 2019-2023 Consolidated
Plan adding Code Enforcement and COVID-19 Assistance as priority
needs.
G.2 2020-0161 Consider a resolution authorizing the Mayor to execute a First Amendment
to Economic Development Program Agreement with BGE. Inc.
G.3 2020-0162 Consider a resolution authorizing the Mayor to execute an Agreement with
Metro Fire Apparatus Specialists. Inc. for the purchase of public safety and
firehouse supplies and equipment.
GA 2020-0163 Consider a resolution authorizing the Mayor to execute a Contract with
Ritter. Botkin Prime Construction Company. Inc. for the Heritage Trail West
Project.
G.5 2020-0164 Consider a resolution authorizing the Mayor to execute a resolution
determining the necessity and authorizing the use of the City's power of
eminent domain to acquire fee simple title to 0.488 acre tract of land from
property owned by Hickerson Round Rock Land. LP, required for the
Proposed Gattis School Road Improvement Project.

determining the necessity and authorizing the use of the City's power of

G.7 2020-0166 Consider a resolution authorizing the Mayor to execute Quantity

ordinance may be dispensed with by an affirmative vote of all the City Council members present.
