4 SECTION 44-34 TO PROVIDE AN ALTERNATIVE METHOD OF
5 MEASURING SANITARY SEWER SERVICE; AND PROVIDING FOR A
6 SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES
7 AND RESOLUTIONS.

9 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
10 TEXAS:
11 I.
12 That Chapter 44, Section 44-34 of the Code of Ordinances (2018 Edition), City of
13 Round Rock, Texas, is hereby amended to read as follows:
14 Sec. 44-34. Sewer rates.
15 (a) Sewer rates for retail customers inside the city limits. The rate schedule for retail customers of the
16 city's sanitary sewer system shall be as hereinafter set forth.
17 (1) Volume rates. The sewer volume rate for retail customers shall be in an amount set forth below
18 per 1,000 gallons of water used for all users:
19 Charge Effective October 1, 2017 .....$3.39
20 (2) Monthly service charge. Except as provided below, in addition to the foregoing volume rates, each
21 customer shall also pay a monthly sewer service charge pursuant to the following schedule,
22 regardless of the amount of water used:

2 (b) Sewer rates for retail customers outside city limits. All customers located outside the corporate limits
3 of the city shall pay double the applicable rates charged customers within the corporate limits of the
4 city, unless a different rate is approved by the council pursuant to a contractual agreement.
5 (c)
6 Consumption of sanitary sewer service for retail customers.
7 (1)Application of volume rate. The volume rate established in (a)(1) above shall be applied to the
8 monthly sanitary sewer service consumed by a customer.
9 (2) Winter average. Except as provided in (3) and (4) below, the monthly sanitary sewer service
10 consumed by a customer shall be based upon either the actual monthly consumption of water, or upon
11 the average monthly consumption of water during the months of December, January, and February of
12 each fiscal year, whichever amount is less.
13 (3)Metering system. In situations where a customer has installed, or intends to install, a metering
14 system that will accurately meter the volume of wastewater introduced into the City's sanitary sewer
15 system, the customer may make application to the City to have the customer's volume rate be based
16 on the customer's actual volume as measured by the metering system, in lieu of the winter average in
17 (2) above.
18 (4)No winter average. In situations where the monthly winter average of water of water consumption
19 is not available, such as a new customer, or a customer that is not on the City's water system, such
20 customer shall be deemed to consume sanitary sewer services based on the latest City-wide winter
21 average consumption of water per living unit equivalent.

23 (d) Discounts for age 65 and older. Discounts for new customers age 65 and older have previously been
24 discontinued. However, those customers who were receiving the discount prior to June 10, 1993 are
25 eligible to continue to receive the discount provided below, so long as they re-apply for said discount
26 before October 30 of each year. The discounted rate is as follows:
(1) Rate: ..... $1.20 per 1,000 gallons of water used; and
(2) Monthly charge: ..... $5.50 per month regardless of the amount of water used

1 (e) Rates for sewer service to wholesale customers. The monthly volumetric charge for sewer service to
2 all wholesale customers, per 1,000 gallons of water used in accordance with each entity's respective
3 contractual obligation, is as follows:
4 Charge Effective October 1, 2017 .....$3.90

7 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
s expressly repealed.
9 B. The invalidity of any section or provision of this ordinance shall not
10 invalidate other sections or provisions thereof.
11 C. The City Council hereby finds and declares that written notice of the date,
12 hour, place and subject of the meeting at which this Ordinance was adopted was posted
13 and that such meeting was open to the public as required by law at all times during which
14 this Ordinance and the subject matter hereof were discussed, considered and formally
15 acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government
16 Code, as amended.
17 Alternative 1.
18 By motion duly made, seconded and passed with an affirmative vote of all the
19 Council members present, the requirement for reading this ordinance on two separate
20 days was dispensed with.
