Old Settlers Park in a Park Construction
Change Order #1 Summary
Date: 06/28/2021
Change Order #1 to the contract with Partners Remodeling, Restoration, and Waterproofing includes
the following changes and adjustments:
CHANGES
Add Start/Finish Walls: It was determined the best value for the City to have the Contractor, while
already mobilized on -site, to build two (2) quarry block walls to define the Start/Finish area for the high -
profile cross-country events held in the area. This work included installing quarry block wall, the
requisite equipment for installation, backfilling behind the walls, and drilling holes through the backfill
into the ground for signage.
Cost: $12,600.00
Changes to Lounges: The ADA inspection report came back after bid and required an ADA accessible
lounge. Additional hardscape was needed in order to get users to and around the accessible lounge and
the design of the lounge itself had to be adjusted to meet ADA standards. Finally, the City also had the
Contractor complete the wood framing on all the lounges.
Cost: $6,760.00
Masonry Column Wraps: Masonry column wraps were added after receiving final design of the pergola
structure, which was post -bid.
Cost: $4,400.00
Concrete Stain: After fully cured, it was determined that the integral -colored concrete was not dark
enough and would need to be stained.
Cost: $3,500.00
Sculpture Piers: It was determined the best value for the City to have the Contractor, while already
mobilized on -site, to drill and construct two (2) piers for the sculpture to be installed in the plaza in
August. If this work were not completed prior to opening, it would have required closing the plaza to
demo the center area where the sculpture will be installed.
Cost: $13,000.00
Stucco Finish: In order to achieve the desired smoothness, a thin layer of stucco was added to the face
of the poured -in -place concrete seat/retaining walls.
Cost: $1,500.00
Concrete Panel: In order to expedite irrigation installation, a panel of existing sidewalk was removed
and replaced by the Contractor.
Cost: $800.00
TOTAL CHANGES: $42,560.00
ADJUSTMENTS
Erosion Control Log: During the pre -construction meeting, WCID requested additional erosion control
log be installed for the project,
Cost: $3,550.00
Hillside Lounge: After construction had begun, People and Parks Fund surveyed its supporters and
found they wanted additional lounges. In response, PARD added a regular Hillside Lounge base.
Cost: $1,200.00
Trash Bins: This item was removed from the scope and trash bins were instead purchased via BuyBoard.
Cost:-$2,000.00
Colored Concrete Bands: Once construction started, this item was removed from the scope.
Cost:-$1,640.00
Bench Swing Installation: This item was removed from the scope and the bench swings were installed
by the fabricator.
Cost:-$4,000.00
TOTAL ADJUSTMENTS:-$2,890.00

This item will authorize the City Manager to execute a Quantity Adjustment/Change Order with Partners
Remodeling, Restoration and Waterproofing for the Old Settlers - Park in a Park Construction Project.
Please see the attached Summary Report for a breakdown of this Change Order.
The vision of Park in a Park is to create a beautiful space for reflection and passive recreation, distinct from
the mostly active recreation currently offered by Old Settlers Park. The original contract included sitework,
concrete flatwork, a colored concrete and flagstone plaza, concrete seat/retaining walls to create terraces,
shade structure piers, and various site furnishings. During construction, it was determined best value to
the City to have the Contractor do additional work to bring this vision to life; the details of which can be
found the Change Order Summary attached.
This project will also serve as a backdrop for high -profile events such as the University Interscholastic
League (UIL) State Cross Country Meet. As such, it was determined best value for the City to include
aesthetic upgrades to the Start/Finish line which will enhance spectator's experience at these events.
Finally, the Park in a Park project will serve as an example and catalyst for future projects intended to
elevate and diversify the recreation provided by the parks system.
The Park in a Park project will make use of Lower Colorado River Authority (LCRA) funding which was
received when the City sold an easement within Mayfield Park for the new high -voltage electrical lines.
