PROJECT: City of Round Rock Communications and Water Treatment Plant Control System Improvements DESCRIPTION OF CHANGE: Spare Parts, Additional F'O, WIFI Access Points and Antennas - PCM-02 Patrick, Per your request on PCM-02 for the above mentioned project, CP USA proposes to provide the items as requested in PCM-02 summarized as follows: Item 1 This is to provide a Deduct to supply the difference in spare parts that was required per the specifications from those that are now being recommended per the attached listed included with PCM-02. Item 2 • Add additional I:'O for Solids Building PLC. CP USA will furnish and install the following: o One new 8-Point Discrete Output card, Modicon BMX DRA 0805 o Qry 8 interposing relays o Necessary terminal blocks to wire out the PLC Output card to terminals in the panel o Miscellaneous wire, wire labels, etc. o Field services to install all the above, as well to connect and test the Sludge Blowdown Valves that are to be connected to the new card a Programming services to add the Sludge Blowdown Valves to the programming, as well as all associated field testing o Updated CAD drawings to show new card and new valves Add additional I."O for Chlorine Building PLC. Item 4 This includes the cost to furnish and install the previously agreed Cellular Antenna and associated coax cables and surge protectors from the FEP Panel to the outside wall of the Phase 3 Filter building. This was to provide better reception for the remote site access. This work was previously performed and agreed to be included in this change order request. Item 5 This includes a deduct to NOT provide new SS doors for the 4 existing Filter Panels located in Phase V Filter gallery. The pandemic has created an incredibly long lead time and increased cost for these custom doors. As previously mentioned in one of the bi-weekly meetings, CP USA proposes a deduct to NOT provide the custom SS doors, but instead install SS cover plates over the existing holes that will be left when the existing Fans and Filters are removed. Summary CP USA proposes a Lump Sum Contract in the amount of $29,956.00 to provide the equipment and services as identified above. This amount both the cost of all new equipment and work as well as the two mentioned deducts in Items I and 5. We also request adding an additional 30 days to the contract to perform the above requested services, and to account for slow equipment deliveries that have been occurring due to the covid pandemic. Keep in mind lead times are constantly changing; should by the time this Change Order becomes approved, the lead times on equipment do not work with the project schedule in affect at the time of approval, CP USA may ask for additional days at that time. Due to the rapid advancement of technology, the electronic control system infrastructure associated with Round Rock's WTP has either become outdated, reached its design life, or is no longer supported by the manufacturer. This project will reorganize, consolidate controls, upgrade the hardware, and network components to current industry standards. Updating the WTP's hardware also provides the opportunity to switch the WTP's operating platform to match the operating platform currently being installed at the Brushy Creek East Regional Wastewater Treatment Plant. Updating the hardware and using the same operating platform and programming architecture across the entire water and wastewater system provides for operational efficiency and a more maintainable system. This project will update the current field communication network to a modern cellular network. Doing this will allow for increased reliability in the system, the ability to transmit more information and increased ease in adding additional monitoring to the system. City of Round Rock Page I of 2 Agenda Item Summary Continued (CM-2021-292) Change Order No. 2 will deduct stainless steel doors that were required per the contract and spare parts that were provided by the City of Round Rock. This change order also accounts for additional inputs for the Solids and Chlorine Buildings at the water treatment plant. The inputs work was not contemplated in the original contract and will require new discrete output cards, interposing relays, terminal blocks, and other miscellaneous wires. During the installation of the new wireless monitoring system, it was determined that the walls were too thick to allow the tablets to function properly. To improve the tablets functionality, WIN expansion devices were added. The cost for this additional WIFI coverage is also contemplated in Change Order No. 2. On October 8, 2020, the City of Round Rock entered an agreement with Control Panels USA Inc. for $2,495,359.On May 13, 2021, additional site monitoring systems were approved as Change Order No. 1 which added an additional $89,925 to the contract.
