("Engineer") ADDRESS: 9500 Amberglen Boulevard, Building F. Suite 125, Austin, TX 78729 PROJECT: Wyoming Springs Segment 1 This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Halff Associates, Inc., hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 22nd day of August, 2019 for the Wyoming Springs Segment I Project in the amount of $546,776.54; and WHEREAS, the City and Engineer executed Supplemental Contract No. I on January 14, 2021 to amend the scope of services and to increase the compensation by $1,641,846.00 to a total of $2,188,622.54; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $42,481.75 to a total of $2,231,104.29; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached Addendum To Exhibit A. Article 2, En ineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum to Exhibit C. Sheets, City Attorney I& Date Supplemental Contract Re,,-.06f 16 0199 1931,4863-2003-3025 842?5 ADDENDUM TO EXHIBIT A City Services WYOMING SPRINGS SEGMENT 1 FINAL DESIGN AND PERMITTING FROM CREEK BEND BLVD/ BRIGHTWATER BLVD TO SAM BASS ROAD The City will furnish to the Engineer the following information and/or perform the following tasks: • Provide the Engineer with access to the right-of-way for obtaining SUE field data. • Approve the photometric analysist of street lighting layout before Engineer proceeds with electrical design. • Schedule and conduct a Public Hearing (can be an agenda item on a regular council meeting) with documents to be provided by the Engineer • Assist the Engineer, as needed, in obtaining data and information from the State, County, and/or other franchise utility companies. • Provide timely review of deliverables from the Engineer. • Coordinate and communicate project items and progress to other city departments, as appropriate. Exhibit A Wyoming Springs Segment 1 - - Final Design and Permitting SC#2 Page 1 of 1 ADDENDUM TO EXHIBIT B Engineering Services WYOMING SPRINGS SEGMENT 1 FINAL DESIGN AND PERMITTING FROM CREEK BEND BLVD/ BRIGHTWATER BLVD TO SAM BASS ROAD For the scope of services for this contract, the Engineer shall provide professional services for Final Design and Permitting. Engineer will provide services described in further detail as follows: Task 6 - Additional Subsurface Utility Engineering (SUE) and Survey 6.1 Additional QL-B SUE along Sam Bass Road • The original SUE limits were based on the schematic, which only proposed work on the south side of Sam Bass Road. The final version of the schematic and plans requires work on the north side of the road, so additional SUE work is needed to analyze and clear any utility conflicts. 6.2 Additional QL-A SUE test hole on city owned 24" wastewater line • The north abutment of Dry Fork Creek bridge spans the existing 24" WW line so achieving clearance from proposed drilled shafts to the WW line is vital to the successful design and construction of the bridge. The needed test hole location is on a steep rock slope and inaccessible for the standard Vacuum excavation truck, so subconsultant Badger Daylighting will excavate the location, the Engineer will obtain the needed x, y, z coordinates, and then Badger will backfill the excavation back to the original ground line. Engineer will then ensure sufficient design clearance to the proposed bridge foundation. 6.3 Additional survey parcel preparation The engineer will prepare one additional parcel with surveyed metes and bounds (with sketch) of a right-of-way tract to be transferred from Williamson County to the city. The parcel will be prepared and signed by a Registered Professional Land Surveyor in the State of Texas. Task 7 - Electrical Engineering 7.1 Electrical Design for Street Lights - • The Engineer will prepare electrical design for city owned street lights, including voltage calculations, conductor sizing, and coordination with Oncor for electrical services. Exhibit B Wyoming Springs Segment 1 Final Design and Permitting SC#2 Page 1 of 2 7.2 Conduit Plan - (for future use) • Engineer will design two (2) four inch (4") spare conduits for the entire length of project with ground boxes every 500 feet (in shared trench with streetlight conduits where feasible). Task 8- Permitting 8.1 Public Hearing for Parkland Acquisition - • Deed research during parcel preparation has determined that land owned by Fern Bluff M.U.D was designated as parkland. Chapter 26 of the Texas Parks and Wildlife Codes governs the use or taking of any public park land and requires public notice and hearing prior to such taking. Engineer will provide the required alternatives analysis and support a public hearing in accordance with the Code, including notifications to the landowner (M.U.D.). 8.2 TCEQ Organized Sewage Collection System (SCS) Plan and Permit- SCS plans are required for new length of sewage system within the Edwards Aquifer. Since no new length of wastewater sewer was proposed, no SCS was included in the design scope within SC#1. However, there are manhole adjustments required and the TCEQ reviewer (for the WPAP, which was scoped and is being prepared), is requiring (out of an abundance of caution) that an SCS plan should be prepared and submitted. So, the Engineer will prepare SCS plan and submit to TCEQ, along with the $800 permit fee. These services include: 1. Additional SUE and Surveying to accommodate work in additional areas for the project, to locate a city owned 24" wastewater line to ensure the new structure will not be in conflict, and additional survey parcel preparation for ROW tracts to be transferred from Williamson County. 2. Electrical design for City owned street lights not originally included in the design scope. 3. Public Hearing for Parkland Acquisition from the Fern Bluff MUD. 4. TCEQ Organized Sewage Collection System (SCS) Plan and Permit for the new length of sewage system within the Edward's Aquifer. This includes preparation of the permit and the $800 permit fee.
