Round Rock Public Library (RRPL) seeks grant funding to focus on workforce readiness, diversity, equity, and inclusion (DEI) initiatives, and increase access to digital and print resources. This grant will allow RRPL to purchase a subscription to O'Reilly Books for Libraries, hire a DEI consultant, add the digital version of Pimsleur Language Program to the 5 Overdrive collection, and install additional hold lockers. With these resources, we believe RRPL can further futureproof workforce development, identify and correct DE1 blind spots in our organization, expand digital formats, and provide safer ways to access library materials for the community. RRPL serves a diverse and growing community. Round Rock's estimated population is 123,497 with 65,574 active library cardholders. With a total collection budget of $450,590, last year we had a total circulation of 986,686 of both physical and digital items, and 219,736 individual library visits. A market segment analysis of RRPL's customer data found the following traits to be prevalent among cardholder households: age range of 35 to 54; have three or more persons in the household; have children in the household; and have lived in the city for six or more years. This data is used to improve understanding of cardholder lifestyles, foster effective communication, target efforts, and plan for future services and facilities. Prior to the pandemic, RRPL customers expressed interests in resources for children, reading, personal travel, online shopping, and fitness. However, since early 2020, as our community was rocked by triple crises: the global pandemic, the ensuing economic disruptions, and the fore fronting of long existing racial inequities, customer priorities have changed. The focus has turned toward reskilling, community healing, and to protect the well-being of our customers by providing alternative ways to access resources. In 2021, the library responded to changing customer priorities by installing holds lockers for customers to access materials outside of the building, launching a homebound delivery service for customers who are not able to travel to the library, and participating in the PIA Inclusive Internship Initiative. We hope to continue this momentum into 2022 by offering more access to resources and services, especially to our customers who were directly impacted by the pandemic, economic disruptions, and racial inequities. Workforce Readiness The library will acquire the subscription to O'Reilly for Public Libraries Complete which includes more than 43,000 books and 30,000 hours of video in areas such as information technology and software; business; digital media; professional and personal development, and desktop and web applications. Cardholders will have simultaneous all access with no due dates to worry about. DES RRPL seeks to hire a DEI consultant to design, recommend and execute a fully integrated DEI Learning Strategy to build inclusion, allyship and awareness that progresses our diverse workforce and inclusive culture for the future of RRPL. This program will specifically target RRPL's recruitment and retention policies and procedures. We need assistance to identify strategies to reach our target audience, promote our organization to potential candidates, and organize recruiting activities. RRPL will begin recruitment for seven new positions in October 2022. We not only need to plan for the new positions, but also for upcoming retirements as well. Last year, our police department worked with Joyce James Consulting to provide diversity training for command staff and our human resource organizational trainer, Darron Grussendorf, has worked with Pamela Benson Owens. From these two local recommendations, we estimate the average rate for DEI consulting ranges from $150 to $250 per hour. With support from the city human resources department and resources provided by the Center for Diversity, Equity, and Inclusion, Boston University Questrom School of Business, the library will prepare a Request for Proposal (RFP) and will include the proposed budget not to exceed, 71 hours of service at a total of $17,743.50. To review RFPs and interview the consultants, the library has selected Assistant HR Director, Lisa Pierce -Jones, Friends Vice President, Melissa Fontenette-Mitchell, and Library Director, Michelle Cervantes. Consultants will be scored on the proposal and interview. The library will award the contract to the consultant with the highest score and schedule kick-off meetings to proceed with the program. Pimsleur Language The library will acquire the 113 titles, up to level five, for all languages. These titles will be added to the library's Overdrive collection and be made available to library cardholders. The titles will be featured in the library eNewsletter, website, social media, and a list created on the Collection Spotlight. We will promote the collection to the ESL classes, homebound delivery service, and at outreach activities. Holds Lockers In 2020, we were fortunate to receive a TSLAC Cares grant in Cycle 1 for which we purchased D-Tech HoldlTym smart lockers to place outside, behind our building. The lockers provide a safer way, especially for those immuno-compromised and other at -risk patrons, to checkout items from our library without having to enter the building. We conducted a survey and asked lockers users about their overall experience with this service. We received 149 responses and 69% are in favor of adding more lockers and 44% prefer to have more lockers added to the current location at the library_ We have space to expand and will attach the 15 additional lockers to the existing system. Vorktorce Readiness kccording to the U.S. Census Bureau 2019 estimates, and U.S. Equal Economic Opportunity :ommission's Diversity in Tech Report, there were only 7% of Black and 8% of Hispanic[Latinx spresented in the tech industry with even less diversity among the higher -level positions. On June 2, '021, Switch, Inc. announced the primary location of Its Fifth Prime data center campus will be in Round Lock, Texas. The land purchase agreement with Dell Technologies will allow Switch to construct over 1.5 nillion square feet of its highly resilient Tier 50 data center space next to Dell's global headquarters. Vith those staggering statistics in mind and the potential number of technology jobs coming online soon, he library would like to acquire the O'Reilly subscription because it offers online services and content accessible to the widest possible range of users and is continually working to improve its services to wpport accessibility for everyone. In combination with our other resources such as Linked In Learning and IobsNow, customers will also be able to check-out Chromebooks and HotSpots to learn from anywhere. 'he library can connect people who have been affected by racial inequities with the resources that will help hem grow, learn, and develop their highest potential. o sustain this program, we will track usage statistics and survey users, with this data we will request unds from the city operations budget to renew the subscription for FY23. )EI n 2020, the library leadership team attended the "Fostering an Antiracist Library Culture" training offered >y ALA. We learned how to audit our programs and build more inclusive collections. After this training, we mplernented the collectionHQ (DEI) module to evaluate our collections. There is still much more for us to Jo. and we cannot do it alone. It's time to bring in a professional. With the new library building opening in January 2023, we will have seven new vacant position to fill In October 2022. We feel that we have )xhausted all the tools in our toolbox to recruit a diverse applicant pool. We will be able to measure the effectiveness of the program by analyzing the Library Recruitment Demographics report. The most recent 'eport from May 2021, revealed that 70% identify as women, 50% identify as White (not Hispanic or -atinx), 20% identify as Hispanic or Latinx, and 20% identify as Asian. Only 5% of applicants identified as 31ack or African American (not Hispanic or Latino). By implementing the recommendations and action tems from the DE1 study, we can progress our goal for a more diverse workforce and inclusive culture for ;he future of RRPL. Pimsleur Language The collection development manager identified the five languages most requested by customers, English -as -a -second language (ESL), Spanish, Chinese (Mandarin), French, and Italian. We have resources in print and CD formats and would like to offer their in a downloadable audio version through our Overdrive collection. The selection will include 113 complete titles. Adding the digital version will also provide greater access to language learning materials for the students who attend the Williamson County Literacy Council ESL classes at the library. This program is a one-time purchase and library customers will have access to the resources beyond the initial program timeline. Holds Lockers To sustain this program, the locker system will be moved to the new location of the library in January 2023_ The parks and recreation director and sports management director have committed space at their facilities for future locker locations across the city. Funding Decisions (a) The agency staff will submit a recommended priority -ranked list of applicants for possible funding. Final approval of a grant award Is solely at the determination of the Texas State Library and Archives Commission. (b) Applications for grant funding will be evaluated only upon the information provided in the written application- (c) The agency staff may negotiate with selected applicants to determine the terms of the award. To receive an award, the applicant must accept any additional or special terms and conditions listed in the grant contract and any changes in the grant application. (d) The agency staff will notify unsuccessful applicants in writing. Awarding of Grants The commission has the right to reject applications or cancel or modify a grant solicitation at any point before a contract is signed. The award of any grant is subject to the availability of funds. TSLAC Staff Responsibility Texas Supports Libraries Grant Program Guidelines — SFY 2022 Application Due Date: Friday, October 1, 2021 Page 6 of 11 Agency staff will review each application packet for the following: Legal eligibility of the institution to participate in this grant program and appropriate authorizing signature Conformance to the federal and state regulations pertaining to grants Inclusion of unallowable costs Errors in arithmetic or cost calculations Submission of all required forms Compliance with submission procedures and deadlines Relevance and appropriateness of the project design and activities to the purpose of the grant program Agency staff will raise issues and questions regarding the needs, methods, staffing, and costs of the applications. Staff will also raise concerns regarding the relevance and appropriateness of the project design and activities to the purpose of the grant program. Applications with significant errors, omissions, or eligibility issues will not be rated. Applications in which the project design and activities are not relevant and appropriate to the purpose of the grant program will be ineligible. Grant Review Panel Responsibility Agency staff will review and score grants based on established criteria under an expedited process. Decision Making Process To be considered eligible for funding by the commission, any application must receive a minimum adjusted mean score of more than 60 percent of the maximum points available. To reduce the impact of scores that are exceedingly high or low, or otherwise outside the range of scores from other reviewers, agency staff will tabulate the panel's work using calculations such as an adjusted mean score. (1) Applications will be ranked in priority order by score for consideration by the commission. (2) If insufficient funds remain to fully fund the next application, the staff will negotiate a reduced grant with the next ranked applicant. (3) If the panel recommends funding an application that, for legal, fiscal, or other reasons, is unacceptable to the staff, a contrary recommendation will be made. The applicant will be informed of this situation prior to presentation to the commission and may negotiate a revision to the application. A positive recommendation to the commission will be contingent upon successfully completing these negotiations prior to the commission meeting. (4) If the panel Is unable to produce a set of recommendations for funding, the agency staff will use the same evaluation procedures to develop recommendations to the commission. REQUEST FOR FiSCAL AND PROGRAMMATIC CHANGES If the Subrecipient anticipates a treed for a budget or program revision, Subrecipient must notify TSLAC and, if approved by TSLAC, request a budget and/or program revision for fiscal and/or programmatic changes as outlined in this Section. Subrecipient must submit a change request for budget and/or program revisions electronically on TSLAC's GMS. Under no condition may a Subrecipient request to exceed the total grant amount. TSLAC must receive all change requests on or before June 15, 2022. Requests received after this date will generally be declined but may be considered on a case -by -case basis if extenuating circumstances exist. Subrecipient must submit a budget and/or program change request to TSLAC before obligating or expending grant funds as follows: A. Fiscal changes require an approved budget revision under any of the following conditions: I . Making cumulative transfers among budget cost categories or projects that are expected to exceed ten (10) percent of the total grant; 2. A change in scope is a substantive difference in the approach or method used to reach program objectives. VI. EQUIPMENT AND PROPERTY REQUIREMENTS A. If conditions described in Section V.A.1. are met, any fiscal change to items listed in the Equipment budget category specified in Section IV. I, of this contract will require an approved Budget Revision before making the change. A fiscal change includes a change in the cost of the equipment and/or property, and any cost necessary to put the item into service, including, but not limited to, the cost of any modifications, attachments, accessories, or auxiliary apparatus necessary to make the item usable for the purpose for which it is acquired. Ancillary charges such as taxes, duty, protective in -transit insurance, freight, and installation should be included in or excluded from the expenditure cost in accordance with the Subrecipient's regular accounting practices and Generally Accepted Accounting Practices (GAAP). The Subrecipient will comply with UGMS Pan Ill, Subpart C, Sec. 32 (d)(3) requiring certain items of equipment to be maintained on inventory if the item's cost is between $500 and $1000. C. Equipment cosling $5,000 or more per unit requires approval before purchase. In those instances, TSLAC will secure approval from 1MLS on behalf of the Subrecipient and inform Subrecipient of approval once received. D. Subrecipient must fitrnish a statement to TSLAC certifying the governing entity's capitalization level with the signed grant contract. Subrecipient agrees to maintain records on all equipment/properiy with an acquisition cost above governing entity's capitalization level. E. Subject to the obligations and conditions set forth in UGMS, title to equipment acquired under a grant will vest in the Subrecipient upon acquisition. Subrecipient tnust include any equipment/property acquired with grant funds in the required biennial property inventory and follow the UGMS requirement that the Subrecipient reconcile the equipment/property records with a physical inventory of the equipment/property every two years. This biennial inventory does not need to be submitted to TSLAC but must be maintained by the Subrecipient and will be subject to review and/or audit by TSLAC. When property is vested in the Subrecipient, Subrecipient will dispose of equipineni/property in accordance with UGMS. When the Subrecipient has been given federally or state-owned equipment/property, Subrecipient will follow the guidance as set forth in UGMS. V1I. REPORTING REQUIREMENTS The Slate Legislature has charged TSLAC with submitting performance measurement reports that specify the level of services provided by its programs and services. In accepting these grant funds, the Subrecipient acknowledges responsibility for performing certain services on behalf of TSLAC, as outlined in the approved grant application. Therefore, the Subrecipient is responsible for submitting periodic reports that reflect the Subrecipient's level of performance on these services to TSLAC. To comply with these requirements, the Subrecipient agrees to submit reports that arc titnely, accurate, auditable, and consistent with definitions. A. The Subrecipient agrees to develop or revise, as necessary, any specific written documentation of its current procedures for (1) collecting and reporting performance measures; (2) conducting a fixed asset inventory; and/or, (3) any other issues identified in the Subrecipienl's grant activities or internal audit. Drafts of this procedural documentation will be submitted to TSLAC by dates established mutually between TSLAC and Subrecipient. TSLAC will provide review and guidance to enable final versions io be approved on or before established deadlines B. The Subrecipient agrees to submit quarterly performance reports detailing grant -funded activities via the TSLAC GMS on or before due dates listed in the following schedule. In the event that a due date falls on a weekend or state holiday, the respective report will be due on the next business day. Subrecipient agrees to submit Legislative Budget Board (LBB) measures, as defined by TSLAC, in the reports, and to work with agency staff in the development and reporting of Project outcomes. LBB measures may include the numbers of: a) books and other materials purchased with grant funds; b) persons provided grant -sponsored services; and/or c) library staff trained or assisted in order to carry out the grant -funded activities. C. The Subrecipient will comply with all applicable federal and state laws and any other requirements relevant to the performance of Subreciplent under this contract, including the following rules and guidance as applicable: 1. Publicity includes, but is not limited to press releases, media events, public events, displays in the benefiting library, announcements on the Subrecipient's website, and materials distributed through the grant project. The Subrecipient will provide TSLAC with one set of all public relations materials produced tinder this grant with the final quarterly performance report. F. Subrecipients will comply with all Federal statutes relating to nondiscrimination. Subrecipient further agrees to cooperate fully with said representatives in the conduct of the audit or investigation and agrees to provide access to all books, documents, papers, examinations, excerpts, transcripts, copies, and any other records necessary to conduct the audit and/or investigation. Subrecipient wilt ensure that this clause concerning the authority to audit funds received indirectly by subcontractors through Subrecipient, and the requirement to cooperate, is included in the contract for any sub -grant awarded. Subrecipient and its employees may not: I. Engage in severe forms of trafficking in persons during the period of time that the award is in effect; 2. Procure a commercial sex act during the period of time that the award is in effect; or 3. Use forced labor in the performance of the award or subawards under the award 1. The Subrecipient agrees to maintain ail financial and programmatic records, supporting documents, statistical records, and other records relating to this grant award for three years after the last State Program Report for the Texas LSTA 5-Year Plan 2018-2022 is submitted (anticipated date of submission is December 31, 2023). This means the Subreciplent must maintain all grant -related records through December 31, 2026. In addition, Subreciplents that operate as state agencies must comply with (Texas Government Code, §441.1855), relating to state agency contracting and the retention of sit contract -related documents. In the event the Subrecipient or receiving entity ceases to exist, the Subrecipient will notify TSLAC In writing providing the name of the legal entity that will maintain the records and the location of the records. J. This grant may be terminated by written notice and mutual agreement of both parties. The termination notice must be given no less than 30 days prior to the termination date. Where notice of termination is given, the Subrecipient shall: 1. Take immediate steps to bring the work or grant activities to a close in a prompt and orderly manner. Subrecipient will complete reporting requirements outlined in Section Vil of this document and in a manner mutually agreed upon by both patties as part of the closeout process. 2. Reduce expenses to a minimum and not undertake any forward commitment. All contracted funds that are not spent, encumbered or obligated at the time of notice of termination shall revert back to TSLAC according to processes established in Section IV.H. of this document and according to a timeline mutually agreed upon by both parties. K. Loss of all of Subrecipient's staff prior to the end of the grant period or the termination date, whichever is earlier, does not relieve the Subrecipient of its obligation to fulfill all terms and conditions of the grant with regard to reporting requirements, retention of records and requirements for disposition of equipment and supplies. L. The parties agree that no provision of this contract is in any way intended to constitute a waiver by TSLAC or the State of Texas of any immunities from suit or from liability that TSLAC or the Stale of Texas may have by operation of law. IX. ENFORCEMENT A. Remedies for noncompliance. If a Subrecipient materially fails to comply with any term of the contract, whether stated in a state or federal statute or regulation, an assurance in a state plan or application, a notice of award, or elsewhere, TSLAC may take one or more of the following actions or impose other sanctions as appropriate in the circumstances: I. Temporarily withhold cash payments pending correction of the deficiency by the Subrecipicnt, or more severe enforcement action by TSLAC; 2. Disallow (that is, deny both use of funds and matching credit for) all or part of the cost of the activity or action not in compliance; 3. Wholly or partly suspend or terminate the current contract for the Subrecipient's program; 4. Withhold further awards for the program; or 5. Take other remedies that may be legally available. B. Hgarinas. appeals. In taking an enforcement action, TSLAC will provide the Subrecipient an opportunity for such hearing, appeal, or other administrative proceeding to which the Subrecipient is entitled under any statute or regulation applicable to the action involved. Appeal/protest procedures are outlined in the Texas Administrative Code (TAC), Title 13, Parr I, Chapter2, Subchapter A. Rule 2.55. C. Effects of suspension and termination. Costs to Subrecipient resulting from obligations incurred by the Subrecipient during a suspension or after tenination of an award are not allowable unless TSLAC expressly authorizes them in writing. Other Subrecipient costs incurred during suspension or after termination that are necessary and not reasonably avoidable are allowable i f. I . The costs relate to obligations that were properly incurred by the Subrecipient before the effective date of suspension or termination and were not incurred in anticipation of suspension or termination, and, in the case of a termination, the costs are nottcancelable; and, 2. The costs would be allowable if the award were not suspended or expired normally at the end of the funding period in which the termination takes effect. D. R-clationship to DCbarment and SusWnsiort The enforcement remedies identified in this section, including suspension and termination, do not preclude Subrecipient from being subject to "Debarment and Suspension" under Executive Order 12549 (See UGMS, Part Ill, Subpart C. APPLICABLE AND GOVERNING LAW A. The laws of the State of Texas shall govern this grant. B. All duties of either party shall be legally performable in Texas. The applicable law for any legal disputes arising out of this contract shall be the law of (and all actions hereunder shall be brought in) the State of Texas, and the forum and venue for such disputes shall be Travis County, District Court. GRANT CERTIFICATIONS A. TSLAC certifies that: (1) the services specified in the approved grant application and this contract are necessary and essential for activities that are properly within the statutory functions and programs of the affected organizations; (2) the services, supplies or materials contracted for are not required by Section 21 of Article 16 of the Constitution of Texas to be supplied under contract given to the lowest bidder; and, (3) the grant is in compliance with Texas Government Code §441.006. The Subrecipient certifies by this contract that no Federal appropriated funds have been paid or will be paid, by or on behalf of the Subrecipient, to any person for influencing or attempting to influence an officer or employee of any agency, a Member or Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the making of any Federal grant, the entering into of any cooperative agreement, and the extension, continuation, renewal, amendment, or modification of any Federal grant or cooperative agreement. If any funds other than Federal appropriated funds have been paid or will be paid for such purpose, the Subrecipient shall complete and submit OMB form SF-LLL, Disclosure of Lobbying Activities, in accordance with its instructions.
