During construction, it was determined that cellular boosters were required at three wastewater lift station sites in order to achieve an
acceptable signal. Additionally, this change order includes installing additional Input/Output (I/0) cards at various Programmable Logic
Controllers (PLCs) within the water distribution system, the additional of several additional spare parts and the replacement of two GE Multilins.
The change order has a deduct for removing the installation at three remote sites and the replacement of a damaged sludge pump.

The City of Round Rock's Communications and Water Plant Control System Improvements project involves
updating communication infrastructure in Round Rock's Water Treatment Plant (WTP), reuse water
distribution system, water distribution system, and wastewater collection system.
Due to the rapid advancement of technology, the electronic control system infrastructure associated with
Round Rock's WTP has either become outdated, reached its design life, or is no longer supported by the
manufacturer. This project includes reorganizing, consolidating controls, and upgrading the hardware and
network components to current industry standards. Updating the WTP's hardware also provides the
opportunity to switch the WTP's operating platform to match the operating platform currently being
installed at the Brushy Creek East Regional Wastewater Treatment Plant. Updating the hardware and using
the same operating platform and programming architecture across the entire water and wastewater
system provides for operational efficiency and a more maintainable system.
The City is currently updating the field communication network to a modern cellular network. Doing this
will increase reliability in the system, the ability to transmit more information, and increased ease in
adding additional monitoring to the system.

Change Order No. 3 includes various changes and deducts that were uncovered and determined necessary
during construction. After cellular installation, it was determined that cellular boosters were required at
three wastewater lift station sites to achieve acceptable signal strength. Additionally, this change order
includes installing additional Input/Output (1/0) cards at various Programmable Logic Controllers (PLCs)
within the water distribution system, the addition of several critical spare parts and the replacement of
two GE Multilins at Round Rock's high service pump station. This change order also includes a deduct for
removing the equipment installation labor at three remote sites and the replacement of a damaged sludge
pump.
On October 8, 2020, the City entered an agreement with Control Panels USA Inc. for $2,495,359. Currently,
two change orders have been approved for a total of $119,881. With the addition of Change Order No. 3
for $41,789, the new contract total will be $2,657,029.
