PROJECT: Communications and Water Plant Control Systems Improvements
This Supplemental Contract No. I to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Plummer Associates, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 12th day of March, 2020 for the Communications and Water Plant
Control System Improvements Project in the amount of$798,337.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $24,585,00 to a total of $822,922.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
Article 2 Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C. _

Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$24,585.00 the maximum amount payable under the Contract for a total of $822,922.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
This Exhibit is part of the Agreement between Plummer Associates, Inc. (Plummer) (the
"Engineer") and the City of Round Rock (the "City") for the project generally described as:
Communications and Water Plant Control System Improvements
Engineering and Configuration Services
Introduction
The original scope of this project is to provide engineering services to upgrade the remote site
communications system and at the Water Treatment Plant (WTP), replace the updated
Modicon Quantum programmable logic controllers (PLCs) with current Modicon M580/M340
PI -Cs, replace the Wonderware Human Machine Interface (HMI) software with Ignition HMI,
replace flocculator and rapid mix variable frequency drives (VFDs), provide power monitoring
equipment and software for high service pumps and provide configuration/programming
services as outlined in Project 2.
Changes to the Scope of Services include:
Project 2 — PLC/HMI programming and configuration services for the project performed by
Plummer
Task E— HMI Configuration Services
1. Provide additional programming and configuration services to complete the remote RTLls and WTP:
1.1 Engineer will provide HMI configuration and commissioning support for the WTP
Dashboard and Overview screens.
1.2 Engineer will provide HMI configuration and commissioning support for the Raw Water
Dashboard, pump control, valve control and trending screens.
1.3 Engineer will provide HMI configuration and commissioning support for the Filter runtime
screens.
1.4 Engineer will provide HMI configuration and commissioning support for the WTP High
Service Pump screens.
1.5 Engineer will provide HMI configuration and commissioning support for the WTP Filter
screens
1.6 Engineer will provide HMI configuration and commissioning support for the Distribution
System Dashboard and related screens
1.7 Engineer will provide HMI configuration and commissioning support for the Reuse and Lift
Station screens
1.8 Engineer will provide HMI configuration and commissioning support for the audit log,
Comms, and Network system status screens
Task F — PLC Programming Services
2. Provide additional programming and configuration services to complete the remote RTUs and WTP:
2.1 Engineer will provide FEP programming modifications for new RTU sites and Back-up
communications
Task G — Project Management
3. Provide additional programming and configuration services to complete the remote RTUs and WTP:
3.1. Engineer will provide project management, construction progress meeting, and invoicing
support for two additional months
3.2. Engineer will provide O&M manual preparation for html-based O&M manual update to be
located on the HMI servers.
3.3. Engineer will provide additional site visits for checkout and commissioning of remote sites

Work Schedule
The current project schedule from CPUSA shows substantial completion in February 2022, and
final completion in March 2022. Depending on time granted with the change order, we believe
that substantial completion will occur in February, 2022, and final completion in March 2022.
Plummer intends to complete all activities within the Final completion window.

The City's Communications and Water Plant Control System Improvements project involves updating
communication infrastructure at Round Rock's Water Treatment Plant (WTP), reuse water distribution
system, water distribution system, and wastewater collection system.
Due to the rapid advancement of technology, the electronic control system infrastructure associated with
Round Rock's WTP has either become outdated, reached its design life, or is no longer supported by the
manufacturer. This project is reorganizing, consolidating controls, and upgrading the hardware and
networking components to current industry standards. Additionally, this project is updating the current
field communication network to a modern cellular network. Doing this will allow for increased reliability in
the system, the ability to transmit more information, and increased ease in adding additional monitoring
to the system.
The initial engineering contract with Plummer Associates, Inc. was for $798,337 which included engineering
services and self -performing a portion of the programming and integration work required for the project.
Supplemental No. 1 is needed to address several additional programming and integration issues that were
discovered during the course of the construction project. Additionally, the supplemental includes two
additional months of construction phases services to the contract. Supplemental No. 1 is for $24,585.
