(BGE) was contracted by the City of Round Rock (Sponsor) to perform a cultural resources desktop review and initiate consultation with the Texas Historical Commission (THC) for the proposed Chisholm Trail Road Improvements Project (Project), in the City of Round Rock, Williamson County, Texas (Figure 1: Project Vicinity Map and Figure 2: Project Location Map). The Project is sponsored and funded by the City of Round Rock, with no federal permitting or approval required; therefore, the Project is not subject to Section 106 of the National Historic Preservation Act (NHPA). However, as the Project Sponsor is a political subdivision of the State of Texas, and the Project would involve ground disturbance on public land, the Antiquities Code of Texas (ACT) applies. The Project would disturb greater than five acres of public land; thus, the Sponsor is required to notify the THC. This letter serves to notify the THC and document the results of the cultural resources desktop review. Recommendations regarding further cultural resources investigation of the Project Area are provided herein. The Sponsor requests review of the Project under the ACT, concurrence with the recommendations in this letter, and issuance of a Texas Antiquities Permit to conduct further investigations within the Project Area. Project Overview The Project would widen and reconstruct Chisholm Trail Road, from approximately 0.4 mile north of Old Settlers Boulevard (Blvd.) to the north end of Chisholm Trail Road to Interstate Highway (IH) 35 Southbound (SB) Frontage Road and approximately 0.1 mile of unnamed roadway north of the bend in Chisholm Trail Road. The Project would widen the existing Chisholm Trail Road and the unnamed roadway north of the bend from a two- lane urban facility to a five -lane urban roadway with curb and gutter. The Project would be constructed within approximately 6.12 acres of existing City of Round Rock and Texas Department of Transportation (TxDOT) right-of-way (ROW) and up to an additional 0.89 Serving. The Sponsor would acquire the proposed ROW from one parcel: R513194. (Williamson Central Appraisal District [WCAD], 2021). The total approximate acreage of the Project Area, as shown on Figure 2, would be 7.01 acres, encompassing all areas in which construction related ground disturbance is anticipated, including existing ROW and proposed ROW. Maximum depth of impacts for the Project is anticipated to be 10 feet (approximately 3 meters) for the proposed curb and gutter system. Appendix A: Chisolm Trail Preliminary Design Schematic provides additional details about the proposed facility. Project Setting The Project Area is along an existing transportation route in an urban setting (Appendix B: Project Area Photographs). Land use on adjacent properties is primarily commercial. However, there are a few undeveloped adjacent parcels with oak -juniper woodland. The Project Area is situated on a flat to gently rolling interfluve between Onion Branch and Chandler Branch, both tributaries of Brushy Creek to the south (Figure 3: USGS Topographic Map). According to the United States Department of Agriculture - Natural Resource Conservation Service (USDA-NRCS), soils within the Project Area (Figure 4: Project Area Map) consist entirely of calcareous clayey soils formed from in situ residuum of the underlying Lower Cretaceous age rock formations (Soil Survey Staff 2021). Table 1 shows the soil units mapped within the Project Area, Table 1. The prehistoric occupants of Central Texas were almost exclusively nomadic foragers, and prehistoric sites are typically the remnants of temporary occupations by small groups. Lithic scatters and burned rock middens are common characteristics of prehistoric sites in the area. Outside of major urban centers, historic sites are typically rural homesteads and farmsteads. Previously Recorded Cultural Resource Sites and Surveys Review of the Texas Historic Sites Atlas and Texas Archeological Sites Atlas (Atlas) (THC, 2021 a, 2021 b) identified no Recorded Texas Historic Landmarks (RTHLs), other Texas Historical Markers, or cemeteries within a one -kilometer buffer (Study Area) of the Project Area. Five previously recorded sites were identified within the Study Area, including one previously recorded National Register of Historic Places (NRHP)-eligible Chisholm Trail Road Improvements Project Page 2 Mr. Mark Wolfe January 10, 2022 and State Antiquities Landmark (SAL) designated site (41 WM239, the A. Dedear Archeological Site). Table 2 provides a summary of these sites. Their spatial relationships to the Project Area and Study Area are shown on Figure 2 and Figure 4. Table 2. Reference: Sandrock & Davton 2017 The Project Area was already a transportation route between Round Rock and Georgetown in 1893, as demonstrated by the 1893 United States Geological Survey (USGS) Round Rock 1:62,500 Topographic Quadrangle (Figure 5: 1893 Topographic Map). The 1928 USGS Round Rock 1:62,500 Topographic Quadrangle (Figure 6: 1928 Topographic Map) shows several structures, likely farmsteads, along the road in the vicinity of the Project Area. Historic aerial photographs indicate the surrounding area remained largely rural with scattered residences at least until 1973, despite the Project Area's proximity to IH 35, which was constructed in the mid-1950s (Figure 7: 1953 Historic Aerial Map and Figure 8: 1973 Historic Aerial Map). By the mid-1980s, commercial/industrial development began in the area (Figure 9: 1985 Historic Aerial Map). Commercial development continued throughout the 2000s and 2010s (Figure 10: 2020 Historic Aerial Map and by the present day the surrounding properties have almost entirely been converted into commercial facilities (Figure 4). Only one property, adjacent to the Project Area to the northeast, remains undeveloped. Previous Disturbance within the Project Area Most of the Project Area has been significantly disturbed by road construction, roadside utilities, and modern commercial development. The Project Area was a transportation route since at least 1893, and road maintenance and improvements have likely occurred several times. Areas within the existing ROW have been subject to over a century of disturbance from roadway expansion and property developments. Therefore, it is assumed that the entire existing ROW has been subject to substantial surface and shallow sub -surface disturbance. Deeper disturbance has occurred in areas where utilities have been installed along both sides of the road within the existing ROW. In the easternmost portion of the Project Area, a 36-inch water main has been installed within the proposed new ROW. Only a small portion of the Project Area (approximately 0.89 acre) is proposed as new ROW (Figure 4) and Figure 11 shows that at least a portion of Chisholm Trail Road Improvements Project Page 5 Mr. Mark Wolfe January 10, 2022 that was disturbed during the construction of the unnamed roadway along the large commercial facility in the northern portion of the Project Area. Historic Site Potential Much of the Study Area has been subject to one or more previous cultural resource investigations and several historic sites have been recorded in the vicinity of the Project Area. Previous disturbances (including road construction, land clearing, and development) have disturbed all known historic sites. Historic aerial photography suggests minimum potential for unknown historic sites within the existing ROW; however, during the site visit for a Geologic Assessment of the proposed Project Area, masonry wall remains, within approximately 80 feet of the project area, were observed on the undeveloped property from which ROW is proposed (see Appendix B Project Area Photographs and Figure 4 for photographs and approximate location). A structure in that approximate location can be seen on Figure 8. Although the observed structural remains were outside of the Project Area, there is moderate potential that artifacts and other features may extend into the area of proposed ROW. Archeological Site Potential Three separate prehistoric archeological sites and one historic trail marker were identified within the Study Area; however, they are unlikely to extend into the Project Area. The entire Project Area contains shallow soils formed from the underlying Lower Cretaceous geology, indicating that any sites present would likely be on the surface or very shallow. Road construction and development have likely disturbed any surface or shallow sub- surface soils within the existing ROW to the extent that any sites present would not be eligible for NRHP listing or SAL status. Furthermore, most of the Project Area has been previously surveyed and no sites were identified within the areas surveyed. Only a portion of the Project Area in which new ROW is proposed has not been extensively disturbed and/or previously surveyed. Since masonry remains were observed near the proposed ROW, there is moderate potential that historic -age archeological materials would be present within the unsurveyed portion of the proposed ROW. Summary and Recommendations for Additional Work Most of the Project Area contains soil types that are unlikely to contain deeply buried cultural resources, and the degree of shallow disturbance throughout most of the Project Area and the results of previous surveys suggest that no NRHP- or SAL -eligible sites would occur in areas of existing ROW. However, the presence of masonry remains near undisturbed and unsurveyed areas of proposed ROW indicate that there is moderate potential for historic age archeological materials at that location, which may extend into the Project Area. BGE recommends limited cultural resource investigation, consisting of pedestrian survey and shovel testing of the unsurveyed portion of the proposed ROW (see Figure 11: Recommended Survey Area Map) to determine if sites extend into the Project Area and whether those deposits, if present, would be considered eligible for NRHP listing or SAL status. This document presents the scope of work for proposed intensive near surface archeological survey to be conducted by BGE, Inc. (BGE) for the Chisholm Trail Road Improvements Project (Project), in the City of Round Rock, Williamson County, Texas, on behalf of the City of Round Rock (Sponsor). The project is sponsored and funded by the City of Round Rock with no federal permitting or approval required; therefore, the project is not subject to Section 106 of the National Historic Preservation Act (NHPA). However, as the project Sponsor is a political subdivision of the State of Texas, and the project would involve ground disturbance on public land, the Antiquities Code of Texas (ACT) applies. The project would disturb greater than five acres of public land; thus, the Sponsor is required to notify the THC. During a cultural resource desktop review, BGE concluded that a portion of the project area has the potential to contain unrecorded cultural resources. BGE requests issuance of an Antiquities Permit to conduct a cultural resources investigation as outlined in this scope of work. Project Area The Project would be constructed along existing transportation facilities within approximately 6.12 acres of existing City of Round Rock and Texas Department of Transportation (TxDOT) right-of-way (ROW) and up to an additional 0.89 acre of proposed new ROW would be required. All ground disturbance from the Project would be contained within these areas. In total, the project area measures approximately 800 linear meters and covers an area of approximately 7.01 acres. Maximum depth of impacts for the project is anticipated to be 10 feet (approximately 3 meters) below surface for the proposed curb and gutter system. Proposed Near Surface Survey BGE conducted a cultural resources desktop review for the proposed Project and has identified one area with the potential to contain unidentified cultural resources. BGE recommends intensive near surface archeological survey within this portion of the project area (Survey Area). BGE does not recommend surveying previously surveyed areas or areas within existing ROW. The Survey Area totals approximately 0.43 acre, measuring approximately 185 meters north --south, by approximately 15 meters east —west. See attached Figure 11: Recommended Survey Area Map. In areas where extensive surface and shallow sub- surface disturbance is suspected in the field, disturbance will be verified with limited subsurface shovel excavation and photo documentation. A minimum of two shovel tests will be excavated in the Survey Area. The number and spacing of shovel tests will adhere to the Council of Texas Archeologists' (CTA) Near Surface Intensive Survey Guidelines for linear surveys. Shovel tests will measure 30 centimeters (cm) in diameter and extend to the lesser of: a. The bottom of Holocene deposits in depositional areas; b. Subsoil in upland areas; or c. A minimum depth of 80 cm. The shovel tests will be excavated in levels no thicker than 20-cm and all soil will be screened through a 1/.-inch hardware cloth unless dominated by clay. Clay -dominated matrices would be hand sorted. Relevant information for all shovel tests will be recorded on a standardized form. For the purposes of this survey, an archeological site will be defined as containing a certain number of cultural materials or features older than 50 years within a given area. The definition of a site is: (1) five or more artifacts within a 30- meter radius or (2) a cultural feature, such as a hearth or burned rock midden, observed on the surface or exposed during shovel testing. Survey Level Mechanical Prospection — Not Recommended The United States Department of Agriculture - Natural Resource Conservation Service (USDA-NRCS) maps the entirety of the project area as containing soil map units consisting primarily of clayey soils derived from in situ bedrock residuum. There is little potential for deeply buried archeological deposits. As such, BGE recommends no deep prospection within the survey area. Site Delineation and Recording If sites are encountered, site recordation will comply with Texas Historical Commission and CTA survey standards and policy. All archeological sites identified within the project area during the survey will be investigated by means of at least six subsurface tests, as constrained by the project area and terrain, to define site boundaries. Specific site information will be recorded on standardized forms and subsequently presented to the Texas Archeological Research Laboratory (TARL) for inclusion in their archives and, if necessary, assignment of new site trinomials. Any artifacts found either on the surface or in shovel tests will be field catalogued then returned to their original locations. No artifacts will be collected during the investigations. Reporting and Curation Scope of Work - Chisholm Trail Road Improvements Project Page 2 The results of the investigation will be compiled into a report following the CTA Guidelines for Cultural Resource Management Reports. The report will include newly documented sites (including newly produced site trinomials) and, if possible, recommended SAL eligibility of these sites based on the guidelines under 13 TAC 26. A draft copy of this report will be submitted to the THC for review. Upon acceptance of the draft report as final by the THC, BGE will transmit two electronic copies of the approved final report to the THC. All project- and site -related notes, records, and photographs will be curated at the Center for Archeological Studies, Texas State University -San Marcos.
