Type: City Manager Item Governing Body: City Manager Approval Agenda Date: 3/18/2022 Dept Director: Michael Thane, Utilities and Environmental Services Director Cost: $34,051,00 Indexes: Self -Financed Water Construction Attachments: QA.CO no.1-B5-Lake Creek, Map Department: Utilities & Environmental Services Text of Legislative File CM-2022-064 The City operates a groundwater well site located south of downtown Round Rock. This site, referred to as the Lake Creek well site and pump station, uses chlorine gas in its treatment process. The chlorine gas is stored and utilized inside of a chlorine building located onsite. The Utilities and Environmental Services (U&ES) Department recently completed a risk assessment for the water utility. This risk assessment identified the lack of an emergency chlorine scrubber system at the Lake Creek well site as a potential risk. To mitigate this risk, our department seeks to add a chlorine scrubber system to the existing chlorine building. A chlorine scrubber system is activated in the event that a chlorine leak is detected inside the chlorine building. When the system is activated, chlorine gas is pulled from the building by the scrubber unit and neutralized. The addition of a chlorine scrubber unit will greatly increase operator safety and prevent damage to the Lake Creek well site in the event of a chlorine leak. The existing chlorine building is not of sufficient quality to support a chlorine scrubber unit due to the buildings inability to be sealed in an emergency. In addition to the chlorine scrubber unit, this project includes the construction of a new chlorine building that will facilitate the use of the scrubber. A bathroom for the plant operators will also be added to the new chlorine building. City of Round Rock Page 1 of 2 Agenda hem Summary Continued (CM-2022-0") The City opened three bids on July 13, 2021. B-5 Construction Company Inc. was the low bid at $1,160,239. Digital scales will allow the water treatment plant operators to remotely monitor chlorine consumption at the lake Creek well site. Change Order No. 1 will increase the existing contract by $34,051. The new contract amount will be $1,194,290. Cost: $34,051 Source of Funds: Self -Financed Water Construction City of Round Rock Page 2 of 2
