ADDENDUM TO EXHIBIT Engineering Services [Design BACKGROUND UNI:D The 1-rnilhon-gallon waterstandpipe and 16,000-gallon hydropneumatic tank located at Stone Oak Booster Pump Statim provide pressure maintenance for the Stone Oak subdivision and a portion of the Georgetown distribution system.The pump statism adds pressure head to flows frorn the"1031 Pressure Plane" to the „1071 Pressure Plane";thus, the pressure Dread added is approximately 40 feet(i.e., 17.3 PSI). In 2021, the City of Round Rock (OWNER) used Ardurra's services to evaluate the feasibility of demolishing the existing standpipe and hydropneumatic tank and modifying the existing pump station by adding variable frequency drives(VFDs)to create an in-line booster pump station.Ardurra provided a lust of feasible alternatives for these modifications,and estimated opinion of probable construction casts for these alternatives.These rmod°rfkations were deemed feasible avid economically beneficial for the OWNER during this feasibility study.After meeting internally, the OWNER decided in December 2021,that they would like to move forward with these modifications and requested Ardurra's services to do so. The Stone Oak pump station complex comprises: a 1-rmillion-gallon (MG) standpipe; a 16,000-gallon hydropneumatic tank with air compressor system;16-inch suction piping from the standpipe to the pump skid and 12-inch discharge water distribution piping; two flow control valves; a local control panels a disconnect switch;a panel board:and a skid-amounted pump station with three SCG horsepower(hp)end suction type centrifugal booster pumps with 65 full load amp(FLA) rated motors. The existing skid also has space for a fourth pump of equal size to each of the three existing pumps.Discharge flow,discharge pressure,and suction pressure measurements are relayed from the sensors to the control panel. Data is transmitted by radio from the site tower.The OWNER is In the process of converting this system to cellular communications. GENERAL DESCRIPTION OF THE WORK Scope of services comprises refinement of recommendations from the feasibility study in the form of a Basis of Design technical memorandum, coordination with TCEQ and the OWNER's water modeling consultant to submit and obtain approval of the exception requests for the in-line boaster station(without ground storage)and direct pressure distribution system(without elevated or hydra tank storage),detailed design of the direct pressure in-line booster pump station system(including a 6-inch waterline to loop the 20-inch suction line), bid phase services, construction phase, start-up, and warranty phase engineering services to deliver a complete and functional project to the OWNER. The improvements shall be accomplished as a traditional design-bid-build project with the following construction contract packages: a. Stone Oak Pump Station Improvements 2. The Basis of Design and TCEQ Exception Request efforts will be performed prior to initiating detailed design so that approval isobtained from TCEQ before significant design efforts are initiated. 3. The City's water modeling consultant will be coordinated with for the TCEQ Exception Request effort and will provide the required modeling scenarios and results from a calibrated model to satisfy the TCE 's requests concerning the suction and discharge sides of the Stone Oak Booster Pump Station and the 1,031 ft and 1,071 ft pressure zones.Work by the City's modeling consultant must be done within the proposed schedule to avoid delays and cost impacts.The requested information must be provided by the City's water modeling consultant within two weeks of the request for information by the Engineer. PROJECTS The project consists of replacing the three existing pumps by three new high flow pumps with VFDs, one new low flow pump also with a VFD,and adding a generator.The hydropneumatic tank will be removed, and an onsite recirculation system will be used to address the very Iowa night time demands.The existing 2 standpipe will be demohshed after the in-line pump station is cornrniissuoned. SCADA and integration design services will be pprapvirled forall improvements accordingly to improve the pump station control systern, Alll new and relocated instrumentation will he integrated into the OWNER's SCADA systern via new and existing; PLC installations. Provide standardized SCADA docuuale ntatiopn„ which will iincl ude PPDs, PPDs, loop sheets, logics, SCADA architecture, I/O lists, instrument lists, equipment lists,and instruumentaflon specification sheets.The design documents will include the requirements within the specifications that the Contractor is to prepare SCALA documents as specified, for submission to the EN UNEER for review and approval. Specifications will include requirements for SCADA Contractor including meetings, submittals, testing, control narrative and final documentation. 4. Electricallrrninmvernents Necessary electrical modifications and improvements will be provided to serve the ppuurrnpp station improvements accordingly. ,hese impprovernents will serve the pumps, receptacles, instrumentation,and area lighting.Coordination n wwith the electric utility is included,if needed.. The ENGINEER shall develop and distribute to project contributors a preliminary schedule of all required project documentation and assign responsibility for creating,updating,and distributing project documentation.Additionally,the ENGINEER shall revise and redistribute such schedule throughout the life cycle of the project. TASK 2,0 DESIGNPHASE The ENGINEER shall complete a final design in accordance with the design concepts set forth in the Preliminary Phase.Detailed drawings, technical specifications, and typical details shall be developed for mechanical project elements.Technical specifications shall be based on the format of the Construction Specifications Institute (CSI). Note: The ENGINEER will use the ER's plan preparation standards for theirspecific construction contract documents. .1. 60-Percent Interim est u ial The ENGINEER shall prepare and submit plans and specifications at the 60 percent level of completion. TASK 4.0 CONSTRUCTION PHASE Construction Phase Services:shalll he provided arid as ffoiIo s: 7 4.1. Pre-Construction Meeting Engineer will support and assist the OWNER with agenda and minutes for the pre-construction meeting. Review u ittals and Test Results ENGINEER will receive,log,and distribute for review and approval the submittals,shop drawings,samples, test results, operations and maintenance manuals, and other data that Contractor is required t submit. ENGINEER will distribute and file the submittals after review action has been taken. ENGINEER will follow-up to verify that revisions are made and resubmitted as required and will verify that such required submittals are received and approved prior to installation or payment for the materials covered. ENGINEER will also perform a review of the schedule of shop drawing submissions and schedule of values prepared by Contractor and will discuss status of the submittals at construction progress meetings. ENGINEER will be responsible for completing the submittal reviews within 15 business days and for monitoring the status and timeliness of responses. ENGINEER, with other Project Team members, will review and approve product data, shop drawings, samples,test results,operations and maintenance manuals,and other data that the Contractor is require to submit. However,such reviews will he conducted only for conformance with the design concept of the Project and compliance with the information given in the Contract Documents. Such review and approval or other action will not extend to means,methods,sequences,techniques or procedures of construction selected by Contractor,or to safety precautions and programs incident thereto. ENGINEER will maintain a submittal log showing dates of submittal, transmittal action to other sub- consultants,dates of return and review action.Copies of the log will be furnished to the OWNER and the Contractor monthly. ENGINEER will also evaluate the Contractor's request for substitutions. Submittal review efforts are based on a maximum of two (2) reviews per submittal and that no more than fifty percent(50%) of the total number of first submittal will require two (2) reviews. The level of effort for this task is based on receiving 100 shop drawing submittals. 4.3. Interpretations/Clarifications and Responses to Requests for information The ENGINEER shall review and respond in writing to Request for Information(RFis)forthose elements of the Project designed by the ENGINEER. Questions and concerns that arise during construction shall be documented using the RFI format. Design team members shall provide oversight in each discipline to ensure that the decisions made in design are incorporated in the responses to RFIs generated during construction. ENGINEER will maintain an RFI log showing dates of submittal,transmittal action to other sub-consultants, dates of return, and a summary of the response. Copies of the log will be furnished to the OWNER and the Contractor monthly. The level of effort for this task is based on receiving 15 RFIs. . Site isits ENGINEER will make regular visits(two per month for the duration of construction and startup)to the site too serve the general progress and quality of construction for those elements of the Project designed by the ENGINEER,and to confer with ER's on-site staff. R 4.5. Change Orders ENGINEER wnpill review coast and time estimates for change warders and for Contractor's ciairns for additional cost or compensation due to differing site cuanci ttions,force rnayeure, material or equipment shortages,or anther causes, ENGINEER will also provide an estimate of the additional Design Consultant coasts (if any) that would be incurred as a result of the change warder. ENGINEER will evaluate Contractors claims to determine whether they arejustified under the Contract and will review Contractor's piroaposals for additional compensation, credits, and/or time relating to changes or claims, ENGINEER will make recommendations to the OWNER on the amneunt of additional compensation,credit,or time extension due to the Contractor.In addition, ENGINEER willl clarify matters and w,worlk to resolve discrepancies with the Coantractor. ENGINEER,with anther Project Team members, will perform necessary design revisions in connection with change warders to reflect modifications requested by the OWNER,or as required by unforeseen conditions. Coordination of the resulting change carder requests and any additional Design Consultant research and design efforts,up to a rnaxiirnum number of hours as shown in the fee schedule,are Included in this scope. ENGINEER,IINEER, wiith input from outliner Project Yearm members, wwilll consider and evaluate Contractor's suggestions for changes in the Contract Drawings or Specifications and respond as appropriate or as required by the Contract Documents. ENGINEER will coordinate with the OWNER and provide recommendations pertaining to the suggested design modifications. ENGINEER, with other Project Team members,will also perform necessary design reviMons authorized by the OWNER in connection with change carders to reflect modifications requested by the Contractor and °gill perform .services in evaluating substitutions proposed by Contractor. Coord'nation of the resulting chane order requests and any additional Design Consuuittamntt research and design efforts,up to a maximum number of hours as shown in the fee schedule,are included in this scope.. 4.6. Substantial Completion/Final Acceptance Inspection Foiloawnring notice lroarnn the Contractor,ENGINEER will conduct an inspection to determine if the Project is suubstanflally complete in accordance with the construction documents. If ENGINEER considers the work substantially complete, them ENGINEER will deliverer to OWNER and the Contractor a Certificate of Substantial Completion and a list of observed items requiring completion or correction(punch list), date for completion for the 1puAnch list, and recommendation for division of responsibilities between the OWNER and the Contractor. E N&NEER Will conduct a final inspection to determine if the finished Work has been completed to the standard required by the Contract Documents and that Contractor has ffulffilled its obligations as required. Review Contractor-Submitted Operati s and Maintenance Manuals Provide for those elements of the Project designed by the ENGINEER. . . Record Drawings ENGINEER will prepare and deliver to the OWNER record drawings of the constructed work both in hard copy and complete electronic files for the project in AutoCAD and PDF. Record drawing information will e obtained from redlined drawings prepared by the Contractor and will be prepared for those elements of the Project designed by the ENGINEER. Construction Coordination Provide construction administration and coordination: ENGINEER will provide construction administration during the course of the project to assure that the overall technical correctness of the construction phase services and that specified procedures are being followed and E I EER's schedules are being met. ENGINEER will provide coordination functions during the construction phase as follows: ® Coordinate with regulatory and approving agencies and utilities as required. ® Maintain and provide detailed project records and documentation during the construction Kase. Project records will include correspondence,schedules,submittals,test data,project data, payments, change orders, meeting minutes, clarifications, mark-ups of drawings and specifications,and other such documentation. Project records will be delivered to the G ER's representative upon completion of the construction contract. Records will be maintained at the ENI ER's office. 4.10. MonthlyProgress Meetings ENGINEER will attend monthly construction progress meetings (1 per month for the duration of construction)along with owner representative and contractor to receive progress reports on construction schedules,costs,issues,etc. ADDITIONAL SERVICES The following describes the Additional Services that may be provided as part of the project,upon written authorization by the OWNER. TASK S.0 CONSTRUCTION OBSERVATION SERVICES NOT INCLUDED The ENGINEER shall provide a quna4ffed and competent Project Monitodrig Representative (PMR) to provide construction observation services for the Project.PMRs will be approved by the OWNER(prior to construction commencing, TASK 6.0 TCEQ COORDINATION AND COMPLIANCE-APPROVED The ENGINEER will coordinate with TCEQ to obtain the exception requests required for the project and to obtain approval of the plans. Coordination between ENGINEER and TCEQ shall be implemented in the earlier stages of the project to ensure that the design performed can be easily approved by TCEQ. The coordination will include exception requests for:1) in-line pump station without ground storage;and 2)VF D direct pressure control without hydro pneumatic or elevated tanks. To prepare the exception requests,Ardurra will work with the OWNER and hydraulic modeler to prepare and provide the following to TCEQ: • A thorough description of the model that was used and has been calibrated with recent operations data. • Calculations that support that the proposed modifications will be operational. • Details on the location of the In-Line Booster Pump Station. • A list of the number and locations of the connections that are on the water line from the suction side of the In-Line Booster Pump Station. • Pressure readings on the suction side of the Inline Booster Pump Station for a 60-day period and with intervals of at least 15 minutes.These readings shall include a clear indication on the data when the inline booster pump station is operating and when it is not. Pressure readings below 35 psi in these recordings will be identified and explained to TCEQ. • Detailed information concerning emergency power to the Inline Booster Pump Station. TASK 7.0 GEOTECHNICAL INVESTIGATION—70 BE USED ONLY IF APPROVED BY CITY The geotechnical investigation will involve field laboratory and development of an engineering report. Field work will include drilling soil borings for potential structures.Soil samples will be collected from the borings and will be transported to be tested in the laboratory.After laboratory testing is completed, an engineering report will be prepared which summarizes field and laboratory tests,soil encountered in the borings, groundwater level encountered during drilling, foundation recommendations for proposed structures with construction considerations. Geotechnical investigation and recommendations will be provided by third party consultant.Ardurra will be responsible for coordination with the City's preferred geotechnical consultant will be provided to define scope of service to receive geotechnical recommendations,as needed for foundation design on the project.
