TO CONTRACT FOR ENGINEERING SERVICES

PROJECT: BCRWWS East WWTP TPDES Permit Renewal
This Supplemental Contract No. I to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Plummer Associates, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 4th day of March, 2022 for the BCRWWS East WWTP TPDES
Permit Renewal Project in the amount of $23,000.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $3,150.00 to a total of $26,150.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 1. City Services and Exhibit A. City Services shall be amended as set forth in the
attached Addendum To Exhibit A.
Article 2. Engineering Services and Exhibit B, Engineering ervices shall be amended as set
forth in the attached Addendum to Exhibit B. Exhibit C, Work Schedule shall be amended as set
forth in the attached Addendum to Exhibit C.
Article 4. Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$3,150.00 the maximum amount payable under the Contract for a total of $26,150.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT A
City Services
Per the scope of work documented in Exhibit B — Engineering Service, the City of Round Rock (OWNER)
responsibilities will include the following for the BASIC SERVICES:
0 Review public comment letter submitted by ENGINEER and provide comments as requested.
• The public comment letter will be drafted on behalf of the OWNER to be submitted on City
letterhead and signed by the OWNER.
0 Submit the public comment letter to TCEQ using instructions provided by the ENGINEER.
ADDENDUM TO EXHIBIT B
Engineering Services
The City of Round Rock (OWNER) has requested Plummer Associates, Inc., (ENGINEER) to assist in securing
Texas Pollutant Discharge Elimination System (TPDES) permit renewal for the Brushy Creek Regional East
Wastewater Treatment Facility (WWTF) Permit No. WQ0010264002. A contract for Engineering Services
to assist the City was signed by the City Manager, Laurie Hadley, on March 4, 2021.
Texas Commission on Environmental Quality (TCEQ) has on their agenda to adopt the revised Texas
Surface Water Quality Standards (Standards) in September 2022. The projected timeline for revising the
Standards is as follows:
• Proposal agenda: March 9, 2022
• Public comment period: March 13, 2022 - May 2, 2022
• Public hearing: May 2, 2022
• Adoption agenda: September 2022
The revisions to the Standards Appendix A Site -specific Uses and Criteria for Classified Segments includes
the addition of a footnote to Brushy Creek (1244) restricting the public water supply designation to within
the Edwards Aquifer zones based on lack of public water supply intakes. If this revision to the Standards
is adopted, during the upcoming renewal of the permit, Plummer can remove Other Requirements No. 9.
This would remove the nitrate -nitrogen effluent limitations and get the City on a five-year permit term
(rather than the current three-year permit term.)
As an Additional Service to the TPDES permit renewal Engineering Services contract, the OWNER has
requested ENGINEER to write a public comment letter in support of the adoption of the Appendix A Site -
Specific Uses and Criteria for Brushy Creek.
ADDITIONAL SERVICE SCOPE
ENGINEER will draft a public comment letter in support of the revision to the Standards Appendix A Site -
specific Uses and Criteria for Classified Segments with an addition of a footnote to Brushy Creek (1244)
restricting the public watersupply designation to within the Edwards Aquifer zones based on lack of public
water supply intakes. The public comment letter will be drafted on behalf of the OWNER to be submitted
on City letterhead and signed by the OWNER.
ENGINEER will submit the letter to OWNER for review. Additional Services Scope assumes two cycles of
revisions to the draft letter before finalizing. Once the letter has been finalized, the ENGINEER will submit
the public comment letter to TCEQ by May 2, 2022.

The Texas Pollutant Discharge Elimination System (TPDES) permit for the East Wastewater Treatment Plant
(WWTP) will expire in May 2023. Plummer Associates, Inc. contracted with the City in March 2022 to
assist the Utilities and Environmental Services Department with the permit renewal application which
needs to be submitted to the Texas Commission on Environmental Quality (TCEQ) by November of this
year.
This Supplemental Agreement No. 1 (SA No. 1) covers the scope and additional cost for Plummer
Associates to prepare a letter to the TCEQ for the City's signature requesting a waiver from the Brushy
Creek's drinking water designation. Receiving this waiver will help reduce the permit constraints
particularly for monitoring for nitrate, thereby, reducing testing expenses.
The cost for these additional engineering services will be paid for by the participating Cities based on their
capacity ownership in the East WWTP. The Cities portion of this SA No. 1 will be 81.96%, which is
$2,581.74.
