O-2022-202 - 6/9/2022 ORDINANCE NO. 0-2022-202 AN ORDINANCE GRANTING A PARTIAL EXEMPTION FROM AD VALOREM TAXES FOR CERTAIN QUALIFIED HISTORICALLY SIGNIFICANT PROPERTIES LOCATED WITHIN THE CITY LIMITS OF ROUND ROCK, TEXAS; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: 1. That the owners of the following real properties, described in Exhibit "A" attached hereto, have complied with the Zoning and Development Code, Chapter 10, Article VIII, Section 10-57, Code of Ordinances (2018 Edition), City of Round Rock, Texas. II. That the real properties described in Exhibit "A," except those that received an inspection rating of "Fail," shall be granted an exemption of seventy-five percent (75%) of the assessed value of the structure and land for the tax year 2022, pursuant to the provisions of said Section 10-57. 1lI. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. Chisholm Trail submitted three applications this year with different WCAD ID numbers("R-numbers").Only one is eligible for the partial property tax exemption.The "Suite 100"structure was part of the Old Town Historic District while the district existed between 1980 and 1989,and received the exemption during at least part of that time.When the distirict was repealed most of the historic properties there were zoned as individual historic landmarks by adding H(historic)overlay zoning to the propery's base zoning.22 Chisholm Trail did not add H overlay zoning,but was allowed to continue participating in the exemption program because it had participated previously.A second structure(Suite 200)was built at 22 Chisholm Trail in 2013,but since it did not have H overlay zoning(and is not historic)it was not allowed to participate in the exemption program.The three WCAD ID numbers differentiate the part of the lot that the City of Round Rock considers eligible for the exemption(R528549),the part that the City considers ineligible(R528548),and the whole property (R517845),which is used by taxing entities other than the City of Round Rock. **The tax rate provided in this calculation is the adopted tax rate from the 2021-2022 City of Round Rock Annual Operating Budget.The partial tax exemption for historically significant properties must be adopted by the City prior to July 15th.The property owner's actual exemption may increase or decrease depending on the 2022 tax rate which becomes effective on October 1.
