WHEREAS, on May 17, 2022, the Historic Preservation Commission approved a written
policy which outlines the nomination and selection process for one or more annual Local Legends; and
WHEREAS, the policy is to ensure the local legend selection is reserved for the most relevant
and informative nominations and one that recognizes substantial contributions to Round Rock's
history; and
WHEREAS, the City Council wishes to approve the City of Round Rock Policy for Selecting
Local Legends,Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City of Round Rock Policy for Selecting Local Legends, attached hereto as Exhibit
"A" and incorporated herein, is hereby approved and adopted.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

CITY OF ROUND ROCK POLICY
FOR SELECTING LOCAL LEGENDS
I. PURPOSE
The purpose of this policy is to establish a process for selecting one or more annual Local Legends for
the City of Round Rock. This policy serves to provide direction to the Historic Preservation Commission
(the "HPC") in the naming of Local Legends.The Local Legend process includes outreach to obtain
complete nominations from the public, evaluation of nominations, selection of nominations by the HPC,
and development of a presentation to City Council.
II. INTENT OF PROGRAM:WHAT IS A LOCAL LEGEND?
The Local Legend program was established in 1990 to recognize individuals,families, places, businesses,
groups, institutions, publications, and/or organizations that have had a lasting impact on the culture,.
development, and history of Round Rock. Round Rock Local Legend selections must have a direct
connection to the founding of the City of Round Rock or help tell the complete story of the City of Round
Rock, with an emphasis on historic preservation and education of the public.
A policy is necessary to ensure that local legend selection is reserved for those most relevant and
informative nominations, and to recognize substantial contributions to the history of the City. Further,
the policy shall ensure that Local Legend program selections are not influenced by personal prejudice,
favoritism, political pressure, unvetted contributions, and/or actions taken as part of an individual's
employment responsibilities.
III. OBJECTIVES
The Local Legend program is intended to share informative stories with the public about Round Rock's
culture so that the public understands how the past shaped what Round Rock is today. This program
seeks public participation by those that know, love and understand the heritage of Round Rock to
nominate individuals,families, places, businesses, groups, institutions, publications, and/or
organizations that meet the intent of the program. Selection of annual local legends should ultimately
increase understanding and public support for historic preservation.
IV. CRITERIA FOR SELECTION
For selection purposes, Local Legends shall be selected in one or more of the following categories with a
preference of one per category and no more than 2 total selections per year.
1. A person or members of a family, living or deceased, whose contributions to the City of Round
Rock were preferably at least 30 years ago.The Historic Preservation Commission is particularly
interested in nominations that tell the story of the early history of Round Rock. A Local Legend is
recognized for:
• Importance to the City's founding or growth;
• Association with an historic place or event;
• Impact of service to the community's history, development or culture;
• Achievements that have brought honor and distinction to the City of Round Rock.
2. A place, business, group, institution, publication, or organization. Places, businesses, groups,
institutions, publications and organizations are recognized for their substantial contributions to
the culture and history of the City. Local Legends in this category are typically historic
landmarks, books about the city's history, iconic businesses, and/or community organizations or
schools.These Local Legends are also recognized for:
• Importance to the City's founding or growth;
• Association with an historic place or event;
• Impact of service to the community's history, development or culture;
• Achievements that have brought honor and distinction to the City of Round Rock.
V. Procedures
1. Public participation in the nomination process is vital to a successful selection process.
The public shall identify those deserving recognition by completing a nomination form
for consideration by the HPC and submitting the nomination to the Planning and
Development Services Department by the annual deadline.
A. Outreach will be conducted via the City's website, social media and other
outlets to solicit Local Legend nominations. Staff will publicize the nomination
period on the website and at National Preservation Month (May) activities.
B. A deadline will be set each year which will be the end of the solicitation period
in which nominations may be selected for that year and the next Council
presentation.This date is typically May 31 to coincide with the end of National
Historic Preservation Month.
2. Nominations must be submitted to the Planning and Development Services Department
at the City Round Rock using the nomination form provided. Nominations must be
completely researched with source information and include the following:
A. Nominator name and contact information
B. Name of person or entity being nominated as a. Local Legend and category of
nomination.
C. Name and contact information of person or persons who will attend the City
Council meeting when Local Legends are presented, including identification of
person(s)to attend behalf of a nominee that is deceased or not a person.
D. Summary identifying what makes the nominee a Local Legend in 300-500 words.
Nomination summary should include importance to the City's founding or
growth;association with an historic place or event; impact of service to the
community's history, development or culture;achievements that have brought
honor and distinction to the City of Round Rock. A simple list of achievements or
qualifications is not adequate.The nomination should explain how the city
changed as a result of these contributions.
This summary will become text for the Local Legend presentation to the City
Council. Additional materials may be included with the selection; however,the
nominator shall be responsible for the summary text. Because the public will
understand this submission as the official account of history related to this
nomination, it must be accurate and source information provided.
3. Staff shall compile all nomination materials submitted and forward them to the HPC for
consideration. Selection consideration should occur at the HPC's Annual Work Session
when possible or the first available meeting after the nominations have been compiled
and provided to the HPC.
4. Once the HPC has selected the annual Local Legends,staff shall assist the Historic
Preservation Commission in inviting recipients identified on the nomination to a City
Council meeting and preparing the presentation to City Council, including collecting
relevant photographs. For a living individual,the recipient will be given the opportunity
to review and edit the content of the summary text prior to the City Council
presentation. For deceased individuals, Round Rock Public Library genealogy has
assisted in finding family members to participate in the City Council presentation on
behalf on their behalf. For other entities selected (places, etc.), staff will contact names
submitted on form to invite them to the City Council presentation.
5. Complete nominations not selected will be considered for 5 years after nomination. For
carry-overs for the first 5 years of this policy, additional information may be required for
the nomination to be considered.
6. Local Legend presentation to City Council will be given by the current Chair and or Vice-
Chair of the HPC or their designees. Staff will coordinate a presentation date with the
City Clerk. Recipients will receive a Local Legend certificate at the City Council meeting
when the presentation occurs. Additionally,the perpetual plaque listing all Local
Legends since the program's inception shall be updated to reflect the names of those
selected.
