The City of Round Rock's Communications and Water Plant Control System Improvements project involves
updating communication infrastructure in Round Rock's Water Treatment Plant (WTP), reuse water
distribution system, water distribution system, and wastewater collection system.
Due to the rapid advancement of technology, the electronic control system infrastructure associated with
Round Rock's WTP has either become outdated, reached its design life, or is no longer supported by the
manufacturer. This project is reorganizing, consolidate controls, upgrade the hardware, and network
components to current industry standards. Updating the WTP's hardware also provides the opportunity to
switch the WTP's operating platform to match the operating platform currently being installed at the
Brushy Creek East Regional Wastewater Treatment Plant. Updating the hardware and using the same
operating platform and programming architecture across the entire water and wastewater system provides
for operational efficiency and a more maintainable system.
The City is currently updating the field communication network to a modern cellular network. Doing this
will increase reliability in the system, the ability to transmit more information, and increased ease in
adding additional monitoring to the system.

Quantity Adjustment/Change Order (QA/CO) No. 4 includes various changes and deducts that were
uncovered and determined necessary during construction. Due to equipment shortages, several power
relays had to be deducted from the contract and other power relays had to be switched to a different
manufacturer. Additionally, modifications to the Lake Georgetown raw water pump station
communications antenna were proposed by a signal path study conducted to increase the reliability of the
communication network from this remote site.
On October 8, 2020, the City of Round Rock entered an agreement with Control Panels USA Inc. for
$2,495,359. Currently, three QA/CO's have been approved for a total of $161,670. With the addition of
QA/CO No. 4 for $11,285, the new contract total will be $2,668,314.
