STATE OF TEXAS § COUNTY OF WILLIAMSON § SUPPLEMENTAL CONTRACT NO.2 TO CONTRACT FOR ENGINEERING SERVICES FIRM: PLUMMER ASSOCIATES, INC. ("Engineer") ADDRESS: 1221 Auraria Parkway, Denver CO 80204 PROJECT: Communications and Water Plant Control System Improvements This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Plummer Associates, Inc., hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract," on the 12th day of March, 2020 for the Communications and Water Plant Control System Improvements Project in the amount of $798,337.00; and WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on February 18, 2022 to modify the provisions for the scope of services and to increase the compensation by $24,585.00 to a total of $822,922.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $40,000.00 to a total of $862,922.00; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: I. Article 1 City Services and Exhibit A City Services shall be amended as set forth in the attached Addendum To Exhibit A. II. Article 2, Engineering Services and Exhibit B,_ Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Sandre, City Attorney Rev.06? 16 84275 ADDENDUM TO EXHIBIT A City Services This Exhibit is part of the Agreement between Plummer Associates, Inc. (Plummer) (the "Engineer") and the City of Round Rock (the "City") for the project generally described as: Communications and Water Plant Control System Improvements Engineering and Configuration Services Per the scope of work documented in Exhibit B - Engineering Services, the City of Round Rock (CITY) responsibilities will include the following: 1. Provide Alan Plummer Associates, Inc. (APAI) with requested information as needed, included, but not limited to, previous studies, record drawings, operational data. etc. 2. Provide APAI with access to the City's facilities as needed to complete the work. 3. Review materials submitted by APAI related to the project and provide comments back as requested. 4. Arrange for and coordinate regular meetings with CITY staff for the review of information provided and to receive comments. 5. Pay all permitting fees associated with the Texas Pollutant Discharge Elimination System (TPDES) permit. 6. Arrange for and pay newspaper publication fees associated with the publication of the bid solicitations ADDENDUM TO EXHIBIT B Engineering Services This Exhibit is part of the Agreement between Plummer Associates, Inc. (Plummer) (the "Engineer") and the City of Round Rock (the "City") for the project generally described as: Communications and Water Plant Control System Improvements Maintenance & Support Services Introduction The scope of these services is provided to support the long-term maintenance and transition to the new SCADA system by providing support services to the City. These support services will be provided to the City on an "As -Needed" or "As -Requested" basis. In addition, Plummer will recommend maintenance services to include updates to the SCADA software as new releases and updates are available from the vendor. Plummer will also utilize the maintenance and support events as training opportunities, so that City staff can benefit and get additional training from the maintenance activities. All of these activities will be covered in this work scope as an amendment to project 2. Changes to the Scope of Services include: Project 2 — SCADA Maintenance Services for the project performed by Plummer Task H — SCADA Maintenance/Support Services 1. Provide additional maintenance & support services as directed by Owner or recommended by Plummer to maintain proper working order of the SCADA system 1.1 Engineer will provide and install Ignition SCADA software releases. Ignition usually provides minor releases on 6-month intervals, and major releases every year or two. When a release has been in use for 3 months or more, Plummer will test a copy at our offices with City configuration prior to recommending an update to the version in production. 1.2 On an "As -Needed" basis, the City may engage Plummer to diagnose and troubleshoot issues that arise with the Programmable Logic Controller systems (PLCs). Plummer will investigate such issues and make recommendations to address the issues. 3 On an "As -Needed" basis, the City may engage Plummer to diagnose and troubleshoot issues that arise with the Ignition Human Machine Interface systems (HMIs). Plummer will investigate such issues and make recommendations to address the issues. 1.4 On an "As -Needed" basis, the City may engage Plummer to diagnose and troubleshoot issues that arise with the Cradlepoint cellular telemetry system (Telemetry). Plummer will investigate such issues and make recommendations to address the issues. Task T —Training Services 2. Provide training services to City of Round Rock (CORR) SCADA staff to improve internal City capability. These services may take advantage of system issues and turn them into training opportunities. Also, pre -planned, custom training sessions may be developed and conducted for staff. 2.1. On an "As -Requested" basis, the City may engage Plummer to provide specialized training with the Programmable Logic Controller systems (PLCs). Plummer will discuss City needs and propose a training plan. 2.2. On an "As -Requested" basis, the City may engage Plummer to provide specialized training with the Human Machine Interface systems. Plummer will discuss City needs and propose a training plan. 2.3. On an "As -Requested" basis, the City may engage Plummer to provide specialized training with the Cradlepoint cellular telemetry system. Plummer will discuss City needs and propose a training plan. 2 ADDENDUM TO EXHIBIT C Work Schedule The work described in this amendment consist of on -call services. Services will be performed as requested by the owner, so no schedule is currently provided. It is anticipated that this work will be performed on an annual basis. Due to the rapid advancement of technology, the electronic control system infrastructure associated with Round Rock's WTP has either become outdated, reached its design life, or is no longer supported by the manufacturer. This project is reorganizing, consolidating controls, upgrading the hardware, and networking components to current industry standards. Additionally, this project is updating the current field communication network to a modern cellular network. Doing this will allow for increased reliability in the system, the ability to transmit more information, and increased ease in adding additional monitoring to the system. The initial engineering contract with Plummer Associates, Inc. was for $798,337 which included engineering services and self -performing a portion of the programming and integration work required for the project. Supplemental No. 2 provides one year of maintenance and support services from Plummer Associates, Inc. for the updated water treatment plant communications and control network. Services will be used on an on -call, as -needed basis as dictated by the City of Round Rock. Supplemental No. 2 is for $40,000.
