Lot 3 will front on a collector and a major thoroughfare. The tract received industrial zoning when the entire 140 acre tract was annexed in 1981. Because of the cumulative nature of the Zoning Ordinance, commercial uses are also permitted in the industrial district. The property owners are planning mixed commercial and industrial uses in the remaining 120 acres of Crystal Park, uses such as a hotel, retail businesses, and research and development firms. The land -use policies of the General Plan are based mainly on location considerations and serve to facilitate the rezoning of this property to District R -20. STAFF PROPOSAL: To recommend to the City Council to rezone Lot 3, Block B of proposed Crystal Park Subdivision to District R -20 (High Density Residential).
