O-85-1149 - 2/14/1985ORDINANCE NO. // 7 AN ORDINANCE AMENDING CHAPTER 11, SEC. 3.0 (1), CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS, BY ADDING SUBPARAGRAPHS R, S, T, AND U RELATING TO OFF - STREET PARKING SPACES, SIZE OF PARKING SPACES, AND MANEUVERING AISLES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 11, Sec. 3.0 (1), Code of Ordinances, City of Round Rock, Texas, is hereby amended by adding thereto subparagraphs (r), (s), (t), and (u) as follows: (r) The following rules shall be applied in computing the number of off - street parking spaces required for each of the above uses: (i) Floor area shall mean the gross floor area of the specific use. (ii) Fractional spaces shall be rounded to the next higher whole space. (iii) Buildings or structures containing mixed uses shall provide off - street parking space equal to the sum of the various uses computed separately. (iv) The off - street parking requirements for a use not specifically listed herein shall be the same as required for a use of a similar nature as determined by the zoning administrator. (s) All required off - street parking spaces shall be located on the same lot as the building or use served, except as follows: y p (i) when an increase in the number of off - street parking spaces is required by a change or enlargement of use, or where off - street parking spaces are provided collectively or used jointly by two (2) or more buildings or establishments, the required off - street parking spaces may be located at a distance not to exceed three hundred feet (300') from an institutional building served or five hundred feet (500') from any other non - residential building served; provided, however, that a written agreement thereto is properly executed, filed and approved by the development review board as provided below. Distances shall be measured along a public street or alley. (ii) Not more than fifty percent (50 %) of the off - street parking spaces required for theaters, bowling alleys, dance halls, night clubs, restaurants, or similar uses may be provided and used jointly by uses not normally open, used or operated during the same hours as those listed; provided, however, that a written agreement thereto is properly executed and filed as provided below. (iii) Not more than eighty percent (80 %) of the off - street parking spaces required for a church, school auditorium, or similar use may be provided and used jointly by used not normally open, used, or operated during the same hours as those listed; provided, however, that a written agreement thereto is properly executed, filed, and approved as provided below. (iv) When the required off - street parking spaces are not located on the same lot with the building or use served, or when the required off- street parking spaces are provided collectively or used jointly by two (2) or more establishments, a written agreement which assures the retention of such spaces for this purpose shall be drawn and executed by the parties concerned, approved as to form by the city attorney, and filed with the application for a building permit or certificate of occupancy if a change in use is involved. Such agreement shall then be submitted to the development review board who shall, after a hearing thereon, approve or deny such off -site parking. (t) A standard parking space shall contain a minimum of one hundred sixty -two (162) square feet and shall be approximately nine feet (9') in width and eighteen feet (18') in depth. A small car parking space shall contain a minimum of one hundred twenty (120) square feet and shall be approximately seven and one -half feet (7 1/2') in width and sixteen feet (16') in depth. All parking spaces, parking or maneuvering aisles, and driveways shall be paved. Small car parking stalls may constitute no more than twenty -five percent (25 %) of the required parking spaces for any use, greater than a four -plex dwelling unit and identified by pavement markings which indicate that the stalls are for small car parking. (u) The minimum width of a maneuvering aisle shall be determined based on the angle of the adjoining parking spaces as follows: (i) A maneuvering aisle which adjoins parking spaces with a ninety (90) degree angle shall have a width of at least twenty -six feet (26'). (ii) A maneuvering aisle which adjoins parking spaces with a seventy -five (75) degree angle shall have a width of at least twenty -three feet (23'). (iii) A maneuvering aisle which adjoins parking spaces with a sixty (60) degree angle shall have a width of at least sixteen feet (16'). (iv) A maneuvering aisle which adjoins parking spaces with a forty -five (45) degree angle shall have a width of at least twelve and one -half feet (12 1/2'). (v) A maneuvering aisle which adjoins parking spaces with a thirty (30) degree angle shall have a width of at least twelve and one -half feet (12 1/2'). II.
