Round Rock County Road 170, Ltd., a Texas limited partnership, owns the 83 acre "Glenn Tract ", the majority of which was annexed into the City of Round Rock last December. Steven L. Tebo and I are the General Partners of the Partnership. Since the Partnership acquired the property last year, it has moved forward to have the property land planned, annexed into the City of Round Rock, zoned by the City of Round Rock and served by adequate utilities. In general, the Partnership has aggressively moved forward with the develop- ment process. I am committed, on behalf of the Partnership, to continue to move forward with the development process as quickly as possible. As you have discussed with Mel Lacquement, the Land Planner for this project, the Partner- ship is committed to development of the property in accordance with the current City of Round Rock Master Water and Wastewater Plan and Comprehensive Plan. The Partnership has been, and will be, an integral part of the ad hoc group of southeast Round Rock area landowners which has spearheaded the proposed "Southeast Round Rock Water Service Agreement" and "Southeast Round Rock Wastewater Service Agreement" currently in the final stages of negotiation. My attorney has attended all meetings of the ad hoc developer group. I anticipate signing the final agreements on behalf of the Partnership before May 16, 1985 (in accordance with the current time table of the group) or as soon thereafter as it is available. In the event the Partnership moves into construction of improvements on the property and requires water and /or wastewater capacity prior to the completion of the improve- ments to the water and wastewater line system of the City of Round Rock contemplated by the Water and Wastewater Service 12 Greenway Plaza • Suite 924 • Houston, Texas 77046 • 713 Mr. Mike Robinson, Mayor May 8, 1985 Page 2 Agreements, the Partnership agrees that the expense of construction of improvements to the City of Round Rock utility system necessary to provide capacity to the property shall be the Partnership's. Of course, the Partnership would be reimbursed for oversized capacity in accordance with the then current City of Round Rock policy. The Partnership has committed to dedicate additional right -of -way for the widening of County Road 170 provided that the center line of the road remains as currently situated such that the is required to dedicate only one -half (1/2) of the additional right -of -way required. However, County Road 170 may be realigned to straighten the curve located at the southeastern corner of the property, so long that the property continues to enjoy access to the realigned road along the entire length of the property's southern boundary and the amount of additional right -of -way to be dedicated does not exceed that amount required if there were no realignment. I look forward to the development of the property as a first class project which will be an example of the type and quality of new development needed and desired by the residents of the City of Round Rock. Parcel 1 is located south of the Dorsett Tract. The Planning and Zoning Commission recommended R -20 on December 6th. At the March 14th meeting, the Council requested a letter from Swinney /Tebo concerning services for the tract. A copy of this letter is attached along with a cover letter to Steve Sheets. Mel Lacquement will be present on behalf of the owner. • There have been no changes made in this ordinance since the March 14th meeting when it was read and approved on first reading.
