AND 3.I.2, CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS, BY ADDING A CERTAIN DEFINITION AND DELETING SECTION 3.I.2 AND SUBSTITUTING REVISED REGULATIONS REGARDING HISTORIC COMMERCIAL AREAS, PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, I. That Chapter 11, Section 3.C. is hereby amended by adding the following definition: (48) (a) Primary Entrance and Building Facade: The face of a building which serves as a primary entrance intended for use by customers of a business within the building. This building face shall not include service ' areas, trash collection, ,loading, dock, or other similar functions. The primary face of a building shall receive . the highest level of architectual treatment on the building.• -A building may have more than one primary facade. II. That Chapter 11, Section 3. is hereby amended by deleting sub- section I.2. and substituting the following: I.2 DISTRICT C -3 (HISTORIC COMMERCIAL) C42ORDC3ZON (1) Intent To preserve areas of historic significance and interest, and to encourage commercial development which supports the historic nature and general theme of the area. (2) Permitted Uses (a) Area A, shown on Exhibit A attached hereto: (i) All permitted principal C -1 uses, except any automotive uses including, but not necessarily limited to, vehicle sales, service, or repair; gas stations or truck stops; and car washes. (ii) A single residence within a structure also containing any principal permitted uses. (b) Area B, shown on Exhibit A attached hereto: (i) All permitted principal C -1 uses except any automotive uses including, but not necessarily limited to, Vehicle sales, services, or repair; and truck stops. (Note: Automobile gas stations and car washes are permitted in Area B. (3 Conditions of Development (a) New Construction (i) All plans for new construction in the C -3 District are subject to the approval of the Director of Planning prior to the issuance of a building permit. (ii) The Director of Planning shall consider the following design criteria in his review of building plans: (a) The architecture of all buildings and structures shall be compatible with the style of 19th century Central Texas buildings and structures. This provision shall not prohibit the construction of multi -story or multi -level structures, but shall ensure that the design of such structures is compatible with the architecture of the surrounding historic landmark buildings. (b) All buildings shall be constructed with a limestone exterior constituting a minimum of fifty (50) percent coverage of all building faces, with the remainder to consist of rustic wood and nonreflective window /door glass. (c) All structures other than buildings shall be constructed of limestone and wood to the extent practicable. (d) Metal may be used where structurally required and shall be integrated into the design of the building or structure or shall be appropriately camouflaged. Metal may also be used in a decorative manner in keeping with the theme of the surrounding historic landmark buildings. - Roofing materials may be metal, wood, tile, or such other material as may be approved by the Director of Planning. Only one category of roofing material shall be used on all roof surfaces of a given structure. The use of plastics shall be permitted only when no other material is suitable for a particular application and only when that application is necessary and integral to the function of a building or structure. (e) (f) (g) All buildings or structures located upon a lot having frontage onto Chisholm Trail shall provide a primary pedestrian entrance and building facade on Chisholm Trail. When a lot has more than one street frontage, more than one primary entrance and building facade may be developed. In no case shall any street yard fronting Chisholm Trail give the appearance as a service entrance for a building or structure. 2. of ATTEST: , 19 v l L AMA! _A JO`s E LAND, City Secretary (h) All parking and other service areas shall be located and designed so as to achieve maximum screening from Chisholm Trail. III. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. (Second Reading) STAFF RESOURCE PERSON: Joe Vining STAFF RECOMMENDATION: Approval This ordinance will amend the C -3 zone to allow all C -1 uses except the following: Area A - Automotive uses including, but not necessarily limited to vehicle sales, services or repair; gas stations or truck stops; and car washes. Area B - Same restrictions as area A except automobile gas stations and car washes; ARE PREMITTED• MAP 1 -35 ECONOMIC IMPACT: No cost to the city..This change may result in increased development in the area.
