ORDINANCE NO. / 90
AN ORDINANCE AMENDING SECTION 11.305, CODE OF ORDINANCES,
1990 EDITION, CITY OF ROUND ROCK, TEXAS BY ESTABLISHING A
NEW ZONING DISTRICT ENTITLED OS (OPEN SPACE) ZONING
DISTRICT; BY ADOPTING A NEW SECTION 11.316.1, DESCRIBING
USES PERMITTED WITHIN SAID DISTRICT; AND PROVIDING A SAVINGS
CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
That Section 11.305(1), Code of Ordinances, 1990 Edition, City of
Round Rock, Texas is hereby amended to read as follows:
11.305 ESTABLISHMENT OF ZONING DISTRICTS AND BOUNDARIES
(1) Zoning Districts
For the purpose of this section, the city is hereby
divided into eleven (11) districts as follows:
SF -1 (Single Family - Large Lot)
SF -2 (Single Family - Standard Lot)
TF (Two Family)
MF (Multifamily)
C -1 (General Commercial)
C -2 (Local Commercial)
C -3 (Historic Commercial)
I -1 (General Industrial)
1 -2 (Industrial Park)
OS (Open Space)
PUD (Planned Unit Development)
Uses within each district are restricted solely to
those uses expressly permitted in each district and are
not cumulative unless so stated.
II.
That Section 11.300, Code of Ordinances, 1990 Edition, City of
Round Rock, Texas is hereby amended to include a new Section 11.316.1
which shall read as follows:
11.316.1 DISTRICT OS (OPEN SPACE)
(1) Intent
(3)
To establish and preserve land for private and public
uses which consist primarily of open space and are
generally compatible with residential neighborhoods.
(2) Permitted Principal Uses
(a) Cemeteries
(b) Conservation areas
(c) Golf Courses
(d) Outdoor recreational and athletic facilities
(e) Outdoor swimming pools
(f) Parks, playgrounds and playfields
(g) Wildlife sanctuaries
Permitted Secondary Uses
(iii) Food and beverage sales, including
alcoholic beverages.
(iv) Restaurants including alcoholic beverage
sales which are operated as part of or in
conjunction with a Club House facility.
(a) Club Houses and Community Centers
(b) Retail- oriented uses which are clearly secondary
and customarily or necessarily incidental to the
permitted use including but not necessarily
limited to the following:
(i) Retail sales and services operated as part
of a golf course, recreational or athletic
facility.
(ii) Retail sales and services sponsored by
service clubs, non - profit societies or
organizations and concessions contracted
with the City.
(c) Caretaker residence
(d) Maintenance buildings required to house equipment
and material to maintain the site.
(e) Maximum Height of Buildings:
Two Stories

Maximum Height of Structures: (Other than
buildings)
Six feet plus one additional foot of height for
every five feet of horizontal distance from a
property line which abuts a residential zone.
Siting of Buildings and Structures
Front Yard - minimum 25'
Side Yards - minimum 10'
Rear Yard - minimum 25'
Fences no greater than six feet in height are
exempted from side and rear yard setback
requirements.
(h) Density:
The maximum floor area ratio shall not exceed
0.1.
(i) Special Conditions
(i) No parking shall be permitted in any
required front or side yard nor within the
rear 10' of a rear lot line.
(ii) All parking within fifty (50) feet of
residential development for more than four
(4) vehicles shall be screened from such
residential development in accordance with
the requirements of the landscape ordinance
for commercial development.
(iii) No outdoor storage of materials or
equipment shall be permitted in the front
yard.
(iv) All outdoor storage of materials or
equipment shall be screened in compliance
with a special permit approved by the
Development Review Board.
III.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.

B. The invalidity of any section or provision of this ordinance
shall not invalidate other sections or provisions thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative vote
of all the Council members present, the requirement for reading this
ordinance on two separate days was dispensed with.

This ordinance will amend the City of Round Rock Zoning Ordinance to
create a District OS (Open Space) zoning classification in order to establish
and preserve land for private and public uses which consist primarily of
open space and are generally compatible with residential neighborhoods.
It will also permit certain customarily or necessarily incidental retail and
service activities as secondary uses. These include, among other things,
the golf course club house.
