Justification
After contract award and more detailed site condition assessment was done replacement by pipe bursting was determined to be too risky.The
saturated soils along with a deep burial and the chance of getting "hung up" by the CIPP liner caused the replacement method to be changed to
compression fit. Since additional labor is involved in doing it by compression fit, an increase in the contract price was warranted along with the
other changes to the contract documents including the bid proposal,technical specifications and plans.
