O-91-1295 - 1/24/1991WHEREAS, an application has been made to the City Council of the City of Round Rock, Texas to amend the Official Zoning Map to change the zoning classification of the property described in Exhibit "A" from District SF -2 (Single Family- Standard Lot) to District SF -1 (Single Family -Large Lot) , and WHEREAS, the City Council has submitted the requested change in the Official Zoning Map to the Planning and Zoning Commission for its recommendation and report, and WHEREAS, the Planning and Zoning Commission held a public hearing concerning the requested change on the 17th day of January , 1991 , following lawful publication of the notice of said public hearing, and WHEREAS, after considering the public testimony received at such hearing, the Planning and Zoning Commission has recommended that the Official Zoning Map be amended so that the zoning classification of the above described property be changed from District SF -2 (Single Family - Standard Lot) to District SF -1 (Single Family -Large Lot) and WHEREAS, on the 24th day of January , 1991 , after proper notification, the City Council held a public hearing on the requested change, and ORDINANCE NO. 1 95 • AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF ROUND ROCK, ADOPTED IN SECTION 11.305 (2), CODE OF ORDINANCES, 1990 EDITION, CITY OF ROUND ROCK, TEXAS AND MAKING THIS AMENDMENT A PART OF THE SAID OFFICIAL ZONING MAP, TO WIT: TO CHANGE 3.6729 ACRES OF LAND OUT OF THE DAVID CURRY SURVEY, WILLIAMSON COUNTY, TEXAS, AS MORE PARTICULARLY DESCRIBED BELOW, FROM DISTRICT SF -2 (SINGLE FAMILY- STANDARD LOT) TO DISTRICT SF -1 (SINGLE FAMILY -LARGE LOT) . To rezone Tract 1 (7.2939 acres) from District C -1 (General Commercial to District SF -1 (Single Family - large lot); and 2. BACKGROUND: The three tracts depicted in the location map constitute the two sections of the Plantation Subdivision previously approved as a preliminary plat. The Plantation is a large -lot single family subdivision, and the objective of this rezoning request is to secure District SF -1 (single family large lot) zoning for the entirety of the Plantation development. Although all three component parcels were advertized for zoning action, as it turns out Tract 3 — the largest parcel and the one which contains all of the Plantation Section One final plat -- is already properly classified as District SF- 2 THE PLANTATION, SECTION ONE 90 -5010 1 per Ordinance No. 1215 adopted on July 24, 1986. The required notices indicated that Tract No. 3 was currently classified as District SF -1 (Interim), but further research revealed the permanent District SF -1 classification of Tract 3, so that no recommendation is necessary for that parcel. ASSESSMENT: Rezoning Tracts 1 and 2 were originally approved for their respective classifications (C1 and SF -2) based on the now defunct Dresden Development Plan in 1986. Since that time, the City Council has adopted the 1990 Round Rock General Plan. The official map of the plan identifies the Plantation Subdivision site as a residential development tract. In addition, this large -lot development proposal implements the goal of preserving trees in and lowering the density of neighborhoods in the northwest quadrant. Accordingly, the Planning Staff recommends approval of the requested action. PLANNING AND ZONING COMMISSION ACTION: The Planning and Zoning Commission unanimously recommends approval of the requested action as follows: 1. To rezone Tract 1 (7.2938 acres of land out of the David Curry Survey) from District C -1 (General Commercial) to District SF -1 (Single Family - large lot) and 2.
