AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE
CITY OF ROUND ROCK, TEXAS, ADOPTED IN CHAPTER 11, SECTION
3.E.(2), CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS AND
MAKING THIS AMENDMENT A PART OF THE SAID OFFICIAL
ZONING MAP, TO WIT: TO CHANGE
WHEREAS, the Historic Preservation Commission has requested that a study
be made for the purpose of designating certain properties as Historic "Zoning Overlay"
Landmark, described as the following; and

WHEREAS, the City Council has submitted the proposed designation to the
Planning and Zoning Commission for its recommendation and report, and
WHEREAS, the Planning and Zoning Commission held a public hearing
concerning the requested change on the 19th day of August, 1993, following lawful
publication of the notice of said public hearing, and
WHEREAS, the City Council has determined that the above described properties
are areas which have outstanding historical and cultural significance and the buildings
and other appurtenances located thereon are of basic and vital importance for the
development of cultural and tourism because of this association with history; and
WHEREAS, on the 26th day of August, 1993, after proper notification, the City
Council held a public hearing on the requested change, and
WHEREAS, the City Council has determined that substantial changes in
conditions have occurred which justify the zoning classification change provided for
herein, and
WHEREAS, each and every requirement set forth in Chapter 211, Subchapter A,
Texas Local Government Code, and Section 11.305(2), Code of Ordinances (1990 Edition),

City of Round Rock, Texas, concerning public notices, hearings, and other procedural
matters has been fully complied with,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
That the Official Zoning Map adopted in Section 11.305 (2), code of Ordinances
(1990 Edition) City of Round Rock, Texas, is hereby amended adding the Historic
Landmark to the existing zoning classification.

A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not
invalidate other sections or provisions thereof.

History of Property Land sold from I & GN Railroad representatives to W.H. Triggs for $75 in 1888 and
1890. Triggs sold Lots 1 -5 to 0.C. and Hallie Bowmer in 1900 for $1,000. The Bowmers sold property to
Dr. W.G. Weber for $1200 in 1904. This property was one of several parcels sold by th'e heirs of Dr. Weber
to Leslie and Elizabeth McNeese in 1930. The McNeese family took possession of the house in 193L Mr.
McNeese died in 1933. His wife remarried, to a Mr. Ferrell. Following the death of his mother, Leslie
McNeese (son of Leslie and Elizabeth) now owns the house. It is currently rented out. - -
Areas Of Significance ARCHITECTURE: An example of the transition to open -plan residences, while
still having Victorian and other closed - plan influences. Contributes to the historic character of the

History of Property Lots 1 and 2 were sold to C.F. Place by W.G. Morrow for $610 in 1889. C.F. Place sold
the lots to Mrs. Maggie Bluhm for $200 in 1900. Sanborn's Maps indicate the house was built between -
1902 and 1909. The Bluhm s sold the property in 1925 to Pedro and Noberta Penia for $1200. In 1932, the
Penias sold the lots to their sons Lee and Cipriano Pena. In 1955, Cipriano sold his interest for $1000 to
Lee Pena. Lee Pena and wife Amelia Rodriguez Pena gave Lots 1 and 2 to son Lee Pena Jr. in 1978. This
house is currently rented out while the Pena family still lives next door, on the west half of Lots 1 and 2. -
Areas of Significance ARCHITECTURE: Although windows, doors, and porch floors have been altered,
this structure is a nice Folk Victorian house, with two porches having original detailing and supports.
ETHNIC HERITAGE - HISPANIC: House in possession of one Hispanic family for almost 70 years.

History of Property Built around 1905 for William Walsh, an Irish Catholic immigrant who founded
Round Rock White Lime Company. Walsh bought Lots 4 and 5 from J.P. Young in 1904, and built house
soon thereafter. Current owner William Walsh's granddaughter, believes house was built between 1904
and 1908. Upon Walsh's death, his properties were held jointly by his heirs until 1929, when they were
divided. E.J. Walsh received Lots 1 -6 of this block. In 1956, he gave this property to Ruth Evans Walsh
(his wife ?), who passed them to her daughter Dorothy Walsh Munson.
Area of Significance ARCHITECTURE: Two -story vernacular frame residence, unusual for early
1900's in Round Rock. ETHNIC HERITAGE: Walsh family once owned much of this neighborhood,
creating an Irish Catholic enclave among predominantly Anglo and Swedish Protestant settlers.

History of Property Land went through many owners: New York and Texas Land Co- (1876 - 1884), S.V.
Dooley (1884 - 1906), J. Robertson (1906). Dr. J.A. and Hedwig Stamline bought Lots 8 -13 and part of Lot 7
for $3500 in May 1906. Dr. Stamline was a local Swedish clergyman and two-time president of Trinity -
Lutheran College. The Stamilnes lived in an neighboring house at 303 East Main. J.A. Stamline died in
1928, and Lots 7 - 10 were sold to Maudie Morgan Henna in 1939. She gave these lots to her son, Louis, in
1945. Louis and wife Billie Sue briefly lived here, but gave the lots to the First Baptist Church of Round
Rock in 1949. The Church quickly sold the north 55.5 feet of these lots to Francis and Edith Sandburg for
$4750. The house was built in 1927, primarily from old lumber salvaged from old 2 -story Stamline house,
which stood at 303 East Main St. from the late 1800's to about 1915. Some windows from old house also
used here_House at 109 S. Sheppard built at same time and with identical plan, but it relied on new
lumber for its construction. An old barn, windmill, and water tank were removed from the property in
1949, although a capped well remains. An original screened porch in rear was enclosed in the early
1940's. -'

History of Property Land went though many owners: The New York and Texas Land Company (1876-
1884), S.V. Dooley (1884 - 1906), J. Robertson (1906). Dr. JA and Hedwig Stamline bought Lots 8 - 13 and
part of lot 7 for $3500 in May 1906. Dr. Stamilne was a local Swedish clergyman and two -time president
of Trinity Lutheran College. The Stamlines lived in a neighboring house at 303 East Main. J.A.
Stamline died in 1928 and Lots 7 -10 were sold to Maudie Morgan Henna in 1939. She gave these lots to
her son, Louis, in 1945. Louis and wife Billie Sue gave the lots to First Baptist Church of Round Rock in
1949. The Church sold the south 69.5 feet of these lotsto Ernest Anderson in 1950.- He sold the property to
Sharon Prete in 1991.
Areas of Significance ARCHITECTURE: Along with identical 107 South Sheppard, his is a good
example of simple Craftsman cottage.

History of Property According to owner, house built about 1915. However, Sanborn's Maps show no
house on site in 1916, but the current house is present on 1925 map. Land bought by 1907 by J.E.
Gustayson from New York and Texas Land Company for $210. Gustayson sold property to G.R. "Gus" -
Lundelius in November 1922, for $400. The house was probably built soon after that sale- Lundelius
remained at this house until 1976, when he sold it to Emil and Francis Anderson. It was sold in 1980 to
Ronald and Exa Knight, but auctioned back to the Andersons in 1982. They sold it to Holly Jordan. Darryl
Thiel is the current owner.
Areas of Significance ARCHITECTURE: Nice example of Craftsman styling, with unusual interesting
roof structure, massing and exterior screenwork.

History of Property Built 1905 by Adolf Engstrand, a local resident. According to Lambert Peterson_ the
house was purchased about 1915 by C.W. Peterson. Engstrand was C.W. Peterson's uncle by marriage.
C.W. Peterson's father was an early Swedish settler of the area, coming to Palm Valley in 1870. C.W.
and his wife, Elin, raised nine children. The current owner bought the house in 1984 from Lambert

History of Property Neighbors have stated that the house was built about 1928 for August Kaufman.
Kaufman moved to Round Rock in the late 1920's to manage the local cheese factory. However, deed
records indicate that Lots 7,8, and 9 were sold by T.E. Nelson and Lewis White to A.H. Kaufman in
February 1941 for $300. A deed of trust for $3500 was placed on the property soon afterwards. It is
unclear whether Kaufman rented the house from the Nelson family from 1928 to 1941 or if Kaufman
built the house after 1928. August Kaufman's children sold the property to Lutheran Social Service of
Texas in 1989_ The land was part of the Nelson Addition, bought by J.A. Nelson from the New York and
Texas Land Company in 1904.
Areas of Significance ARCHITECTURE: The house has an interesting roofline as well as Craftsman
detailing. COMMERCE: Building was home to the first manager of the Round Rock Cheese Factory, an
important local industry.

HISTORY:
The Historic Preservation Commission approved the proposal on May 18, 1993 with
the consent of all the concerned property owners who attended the meeting. A public
hearing was held August 19, 1993 at which time the Planning and Zoning Commission
approved the recommendation that 26 of the 27 properties be recommended for
Historic Landmark Zoning. One property, 104 South Georgetown Street, was
withdrawn due to the fact that the property was owned by a Planning and Zoning
Commissioner, whose presence was required to make a quorum. This property will be
included at a later date.

STAFF COMMENTS:
The Planning Department conducted a survey of 450 potential historic structures. Each
structure was evaluated to determine whether its historical importance was high,
medium, or low. Over sixty structures were rated high and of that number, only 28 did
not currently have some sort of historic designation. The Historic Preservation
Commission approved the historic landmark designation, to be called Historic

HISTORIC `OVERLAY"
Z ONING ... what it means to you.
Historic overlay zoning is intended to preserve areas of
historic significance and interest. It encourages renovation
by supporting the historic nature and general theme of the
area
Do I get a tax break?
Yes, you can! As a homeowner in a historic
overlay zone, you are automatically eligible to
apply for a 75% tax break on Round Rock taxes.
The break is an incentive for property owners to
fix up and maintain the exterior of their
structures. How do I apply? An application
must be completed and filed with the Williamson
County Tax Appraisal District each year the
property owner requests a property tax
exemption. Applications take five minutes to
complete and may be obtained from Round Rock
City Hall in the Planning Department or the
Williamson County Tax Appraisal District.
Ordinary maintenance and upkeep must occur in
order to earn the tax abatement. Maintenance
and upkeep will be verified annually by the
Historic Preservation Commission (HPC) to
approve the next year's tax abatement
application.
Will the designation cause my taxes to
increase?
No! While the value of the property may
increase, the owner is eligible to apply for a 75%
reduction on Round Rock taxes. This tax
abatement accounts for any rise in taxes attributed
to a higher appraised value.
Will it hurt my property value?
No! The value of a designated historic structure
usually increases in value. The designation can
spur re- investment and often increases property
values in an entire neighborhood.
Will I still be able to sell my house? Yes, a
historic structure which is kept in good condition
often commands a higher price in the real estate
market. Many people will pay a premium for the
prestige of owning an older historic home. Local
real estate agents estimate that historic homes receive
$5,000 to $10,000 more than comparable houses.
Can I lease my house? Yes! Any previous
legal use of the property is still permitted.
What can't I do to my house? What will I
have to do?
HPC approval is not required for normal repair,
replacement, or repainting the exterior the same
color. Exterior changes including demolition,
changes in color, or remodeling of any building or
structures must obtain approval from the HPC,
which meets once a month (contact the Planning
Department at 255 -3612 to see if such approval is
required). What if I want to demolish my
house? All property owners desiring to demolish
an entire, or part, of a structure must obtain a permit
from the Building Inspector for this intention. The
Building Inspector can be reached at 218 -5550.
Historic properties must obtain approval from the
HPC, who may delay demolition up to 120 days
while further review and options are evaluated.
Will this change my current zoning?
No! All historic properties will keep their current
zoning and are still subject to relevant ordiances.
The purpose of the designation is to preserve historic
and architectural structures -- not to control activity
within the structure or on the property.
Who approves historic "overlay" zoning?
In order for historic overlay zoning to be established,
both the Planning and Zoning Commission and the
City Council will hold a public hearring. A majoity
vote by both agencies is required to approve the
historic designation.
Will my yard be affected?
Yes! While the landscaping of a lot is not part
of the historic designation, the addition of any
architectural structures to the landscaping, such
as fences and Lamps, are included. However, ,
any existing permanent architectural features are
not required to fit historic standards. Is my
storage shed or any other free standing
buildings affected? No, it is not mandated to
change any permanent existing buildings to fit
historic standards. Although, new additions and
renovations are required by the HPC to be
historically compatible.
Are there any Federal, State, or Local
Loans or Grants available?
Financial assistance for historic renovation comes
in the fonn of the 75% property tax abatement
from the City of Round Rock. Additional grants
may become available on a federal level with the
Clinton Administration. Your Planning and
Community Development Department will keep
you posted.
Will I get a plaque?
No, plaques will not be provided by the City of
Round Rock at this time. Any structures which
receive further recognition from the state or
federal levels are eligible for state and/or federal
plaques.
Do I have to open my house to the
public?
N o!
Will my pets be affected?
No, restrictions on animals within City limits are
not changed due to historic overlay zoning.
Can I still renovate my home?
Yes, ordinary repair or maintenance not
involving structural changes in historic
architectural value, style, or general design,
color, or appearance is exempt from the historic

preservation review. Any change of the architectural
integrity or color of a structure must be approved and
follow a quick review schedule of the Historic
Preservation Commission.
Will this prohibit public improvements from
occurring?
No, maintenance and improvements of public
facilities (streets, sidewalks, street lights, utilities,
etc.) are not affected adversely by the designation.
Won't Round Rock lose tax dollars with the
tax breaks given to property owners?
Although a small decrease in overall city taxes will
occur from the 75% tax abatement, the positive
effects of historic designation should increase
property values in these areas over time. Historic
preservation also has a positive effect on downtowns
with an increase in retail sales and sales tax dollars.
The community receives benefits through
neighborhood revitalization and the preservation of
charm and character not often found in new
construction.
Is the inside of my house regulated?
No, the interior design and use of a designated
structure is not affected.
Will I have to alter the building to comply
with the American Disabilities Act?
No! Residential structures do not have to apply.
Only commercial uses in a commercially zoned areas
must comply with the American Disabilities Act
(ADA).

History of Property Named Woodfield Cottage by Mrs. EA Perkins and Miss Annie Speke, residents of
the house in the early 1900's. They lived in the house and rented rooms to Round Rock female
schoolteachers. Miss Prete moved away in 1928 and the Round Rock Independent School District owned
the house for some time. Original location was on current site of Round Rock schools on Anderson Ave.
In 1942, George Harris bought the house and moved it east to its present location. Mrs. Naomie Harris
is the current resident.
Areas of Significance SOCIAL HISTORY - Woodfield Cottage was a boarding house for many of Round
Rock's first schoolteachers_ ARCHITECTURE - House is one of the few local dwellings with original
spindlework detailing intact, as well as having a beautifully crafted door. • _ .

History of Property Built in 1931 on former site of Smith HoteL Built as home for W.J. Walsh, part of
Irish Catholic family prominent in local history. The Walsh family estate sold the property to Lela
Murray. Ms. Murray gave the property to her son George Murray in 1989. Following its use as a -
esidence, this building was used as a restaurant and is currently office space for several businesses.
Areas of Significance ARCHITECTURE: Only example of Spanish Eclectic style in this area. Avery
cosmopolitan building for a Depression -era farming community in Texas.

History of Property Willis F. Watkins purchased Lots 1 and 2 from the New York and Texas Land Co. in
October 1877 for $100. Watkins operated a gristmill and board planing mill the railroad depot, in
partnership with N.M.A. Lackey and Zach Torbett. Mr. Watldns sold his property to his wife Ida in
1878. She remarried to H.C. Gresham. They sold Lots 1 and 2 to M. Bemheim in July 1882 for $725, - -
indicating that improvements were on the property. Bernheim sold the land to Morris and Beckye Meyer
in 1909. Mrs. Meyer sold the lots for $1350 to F.V. Thorp in 1913, and the deed indicates a residence on - -
the property. Thorp sold to H.L. Stockbridge for $1200 in 1921, who sold to Heidenheimer and Co.:
partnership in 1930 for $2430. It appears that the partnership was composed of Jewish New Yorkers
who had resided in Galveston since the 1880's, but it is unknown what type of business they operated, or
if they ever lived in Round Rock. Isaac Heiden'heimer sold Lots 1 and 2 for $800 to Fred Liardon in 1936.
Ima and Lloyd Landrum bought the property in 1938 and gave it to daughter Mary Lou Walker in 1970. -
She sold it in 1980 to John and Judith Ledbetter. Mr. Ledbetter is the current owner.
Areas of Significance COMMUNITY DEVELOPMENT: The house is one of the oldest remaining frame
structures in Round Rock. Part of the initial building boom following 1876 platting of New Round Rock.
ARCHITECTURE: A good example of simple vernacular center passage house. Rear additions have not
seriously impaired orig portion's integrity.

History of Property Land originally bought from railroad by J.H. Tucker in 1876, who quickly sold it to
Ann Hart. The Hart Hotel was located on this site in a previous building. Hart sold the land to C.C. •
Bradford for $200 in 1893, who sold it to a Mr. Russell the same year. Russell sold these lots to Carl Blad
in March 1905 for $350. Sanborn's Maps indicate the present structure was built between 1902 and 1909.
Blad sold the property to S.E. Bergstrom in 1918. Bergstrom sold it to C.A Carlson in 1925. In 1939,
when Mr. Carlson died, a document stated that Southwestern Bell had occupied the structure for several
years. .The Carlson estate sold the property to W.W. Rucker in 1945, who sold to Ray and Eunice Ross in
1953. Ross' heirs sold the property to Mike Eckert in 1972. The current owner bought the property from
Eckert in 1975. It has recently housed a beauty shop and resale shop. It is currently an office for
accountants.
Areas of Significance COMMUNICATIONS: Building served as Round Rock's telephone exchange - -
during 1930's. ARCHITECTURE: Example of simple tum- of-the- century residence, with design largely
unaltered.

History of Property Lots 8 and 9 (on which house is located) were sold by the New York and TPras Land
Company to JA Nelson in April 1898. Land was presumably vacant, since the selling price was only .
$100, reflecting usual price for vacant lots at that time. In December 1905, Nelson sold Lots 8 and 9 to
CA and Johanna Engstrand for $1,000, indicating possible improvements on the site. J.A. Nelson was
Johanna Engstrand's son from her first marriage to August J. Nelson. The Engstrands gave the
property to their daughter, Sarah Engstrand, and her husband Elmer Black The north part of Lots 8
and 9, was given to the Blacks in January 1904 and the south part in January 1919. Elmer Black had
purchased Lot 3 and 3/2 of Lot 2 from the New York and Texas Land Company in March 1905. The
Blacks owned the property until November 1965, when the children of Elmer and Sarah sold it to Andrea
Camacho for $3600. Ms. Camacho is the current owner.
Areas of Significance ARCHITECTURE: Nice example of late Folk Victorian style in a smaller
building one of the oldest remaining residences east of commercial downtown. SOCIAL HISTORY:
The Black and Engstrand families were early area settlers.

Other Six units face east, five units face north.
Each unit has wood -sash, I/1 windows with fixed
awnings. A parapet extends around the front and
side elevations, with a low rising to a point on
the sides of the buildings Parapet, wall cladding,
and style are similar to service station, with some
Spanish Eclectic and Bungalow influences. Each
unit's door has a small overhang above, with a shed
roof composition shingles, exposed rafters, and
triangular brackets to stucco walls. Stucco is
painted white. The apartment closest to Mays Street
also functions as an office for the owners.

Other- Gabled overhang above entry door with
triangular brackets to wall- Slightly pitched parapet

and motor court. One -pane fixed windows are
located on the E side of building, on either side of the
entry door. Windows on the N and S sides are
aluminum sash with 2/2 light, divided by horizontal
muntins. Stucco has been painted a tan color. A
rear addition covered by flush siding houses some of
the restaurant's operations.

The Pettersens remained until 1984 when en
they sold to Sam Huey. Huey sold property to Robert Clarkin was

here, and also owns the building. -
Areas of Significance ARCHITECTURE: Very well - maintained example of open plan house, while
having some Colonial Revival influences. Contributes to the residential neighborhood's historic
character.

bought Block 8 in 1928 from Jennie Nelson, who was administrator of her husband's (J.A. Nelson)
estate. O.L and wife Maggie Brady lived here for many years. Their daughter Matilda and her
husband Leroy Behrens lived here until 1983, when it was sold to John Hanna.
Areas of Significance ARCHITECTURE: A good two residence with many similarities to older
buildings in area_ Unusual Colonial Revival influences for house built in late 1920's.

History of Property First record of house is its p family in 191L Edra -
Gustayson, daughter of A.IC Anderion, believes house, was builtbetWeea 1903 and 1906, before area was
subdivided. AK. Anderson was an original owner of the Mercantile, a local dry goods store. He became
manager of 'Thrall Oil Refining Co. in 1.914 and was a city councilman and school board president 'The
Anderson family sold the house in 1.944 to W.W. Rucker, who sold it to Edgar Vaught in 1945. Vaught -•
owned it until 1984, when he sold house to his nephew, Alan Wiley.

Areas ofSignificance ARCHITECTURE: A nice one -story hipped bungalow plan with Neoclassical

History of Property Land owners: J.T. Brown (? - 1896); Mrs. M.E. Ownby (1896 - 1897); J.E. and Anna
Gustayson (1897 - 1921). The Gustayson sold Lots 10 -12 and part of Lot 13 to N.C. Nelson for $4000 in 192L
Nelson sold it to James Carlson in 1930, who in turn sold it to C.J.H. Westburg for $3500 in 1933. Current
owner believes house was built between 1927 and 1930. Property was inherited by daughter Rosa
Westburg. The property was rented out from 1978 to 1985; and soldto current owner Mary .Ann Delisi in
October 1985. Minor alterations and central air conditioning were installed at this time. -
Area. of Significance ARCHITECTURE: An interesting combination of Tudor and Craftsman stylistic
influences, especially for a smaller, simple building. Contributes to the historic nature of the residential
neighborhood along East Liberty Avenue.

in May 1873. The Barkers lived in the home during-the winter, so their children could attend school in
Round Rock. Their main residence was near Rice's Crossing. One of the Barker children was Dudley
barker, a famous Texas Rang e the followed. EstebaneRamirez sold the property in Redding 39 to -

from the heirs of Davis, and restored the structure. The owner believes the structure may be older than
