AN ORDINANCE AMENDING CHAPTER 11, SECTIONS 11.324(2)
AND (3), CODE OF ORDINANCES (1990 EDITION), CITY OF ROUND
ROCK, TEXAS, BY PROVIDING FOR ONE (1) ADDITIONAL
ALTERNATE MEMBER TO THE DEVELOPMENT REVIEW BOARD;
PROVIDING FOR THE INITIAL TERM OF THE ADDITIONAL
ALTERNATE MEMBER; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT:
The Chapter 11, Section 11.324(2), Code of Ordinances (1990
Edition), City of Round Rock, shall be amended to read as follows:
(2) Membership: Term of Appointment
The Development Review Board shall consist of five (5)
regular members and four (4) alternate members, each
appointed for a term of two (2) years and removable for
cause by the City Council upon written charges and after
public hearing; vacancies shall be filled for the
unexpired term of any regular member or alternate member
whose term becomes vacant. The City Council shall attempt
to achieve to the extent possible the following
composition for the regular membership: One (1)
registered architect, one (1) registered professional
engineer, one (1) member from the building industry, and
two (2) members who have training or experience in
planning and zoning matters. To the extent possible the
alternates shall be from the above categories. All cases
to be heard by the development review board will always
be heard by a minimum number of four (4) members.
II.
The Chapter 11, Section 11.324(3), Code of Ordinances (1990
Edition), City of Round Rock, shall be amended to read as follows:
(3) Terms
The term of all members and alternates shall be for a
period of two (2) years.

The initial term of the additional alternate member provided
for above shall expire June 1, 1995. Thereafter, the term of the
additional alternate member shall be as provided in Chapter 11,
Section 11.324(3), Code of Ordinances (1990 Edition), City of Round
Rock.
IV.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.

ITEM: 8.D. Consider an ordinance amending Chapter 11 (Zoning
Ordinance) to provide for one additional alternate member and
the initial term of office to the Development Review Board.

RECOMMENDATION: Approval
The Local Government Code now allows as many as four alternates. Currently, the
City of Round Rock has three. This proposal would add the fourth alternate and
would serve to secure a quorum in spite of professional conflicts.
On January 6, 1994, the Planning and Zoning Commission held a public hearing and
then unanimously voted to recommend approval of the zoning text change.
