WHEREAS, the Board of Directors ("Board") of the Transportation and Economic
Development Corporation ("TEDCO") has previously approved the Kenney Fort Boulevard Segment
4C Project as a suitable "Type B Project"' as required by the Texas Local Government Code, Chapter
505, Subchapter D; and
WHEREAS, on behalf of the Board, the City of Round Rock ("City") has duty advertised for
bids for the Kenney Fort Boulevard Segment 4C Project; and
WHEREAS, Jordan Foster Construction submitted tile lowest responsible bid; and
WHEREAS the Board wishes to authorize the Round Rock City Council, on behalf of the
Board, to accept the bid of Jordan Foster Construction and to enter into a contract with Jordan Foster
Construction for the construction of the Kenney Fort Boulevard Segment 4C Project; and
WHEREAS, the Board wishes to authorize the City to spend TEDCO funds for the
construction of the Kenney Fort Boulevard Segment 4C Project; Now Therefore
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE ROUND ROCK
TRANSPORTATION AND ECONOMIC DEVELOPMENT CORPORATiON,
That the City is hereby authorized, on behalf'of TEDCO, to enter into a construction contract
with Jordan Foster Construction fir the construction of the Kenney Fort Boulevard Segment 4C
Project, and
13E ITFURTHER RESOLVED,
That the City is hereby authorized to spend TEDCO funds to pay for tile Construction Of
Kenney Fort Boulevard Segment 4C Project.
Tile Board of Directors hereby finds and declares that written notice of the date, hour, place and
subject oil' the meeting at which this Resolution was adopted was posted and that Such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter

Chapter 551, Texas Government Code, as amended.

On August 2, 2022 at 2:00 PM bids were opened at the City's office for the Kenney Fort Boulevard
Segment 4C project. Five (5) bids were received as shown in the summary below, A detailed tabulation
for unit price items is attached to this letter.

Two (2) mathematical errors in the summation of two (2) bids were found within the bid proposals and
were highlighted in the tabulation.
The low bidder was Jordan Foster Construction. The bid bond and Statement of Bidder's Safety
Experience required by the Instructions to Bidders was included with the bid. We recommend that the
contract be awarded to Jordan Foster Construction in the amount of$18,577,470.14.
