STANDARDS APPLICABLE TO MINI - WAREHOUSES; PROVIDING
FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING
ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT:
That Chapter 11, Section 11.303, Code of Ordinances (1995
Edition), City of Round Rock is hereby amended by adding the
following definitions:
Mini- warehouse: A structure containing separate storage spaces of varying sizes leased
or rented as individual leases. This term includes self - service storage facility and mini -
storage facility.
Designated Arterial Roadways: The following roadways are considered Designated
Arterial Roadways: IH 35, RM 620, U.S. Hwy 79, FM 1325, RM 1431, Old Settlers
Boulevard, Greenlawn Boulevard, Doublecreek Drive, Sunrise Road, Chandler Road,
Sam Bass Road, Chisholm Trail, McNeil Road, Hesters Crossing Road, Gattis School
Road, Louis Henna Boulevard, Redbud Lane (C.R. 122), FM 1460, C.R. 172, C.R.
112, SH 45, SH 130, and Wyoming Springs Drive.
II.
That Chapter 11, Section 11.311, Subsections (2) and (3) Code
of Ordinances (1995 Edition), City of Round Rock are hereby amended
to read as follows:

(2) Permitted Principal Uses

The following are permitted principal uses in District C -1: offices, services,
amusements, governmental, institutional, commercial, places of worship, and
other nonindustrial activities, other than mini- warehouses, which are conducted
wholly within an enclosed building or buildings.
Conditional Uses
The following are permitted uses in District C -1, subject to site plan approval by
the Development Review Board: non - industrial activities, other than mini -
warehouses, which entail either unenclosed operations or storage, schools,
caretaker's residences, and a combination of commercial and residential uses
within a single building.
III.
That Chapter 11, Section 11.314, Subsection (2) , Code of
Ordinances (1995 Edition), City of Round Rock is hereby amended to
read as follows:
(2) Permitted Principal Uses
The following are permitted principal uses in district I -1: light industry with all
associated operations, storage contained within an enclosed building, warehouses,
and mini - warehouses.
IV.
That Chapter 11, Section 11.314, Code of Ordinances (1995
Edition), City of Round Rock is hereby amended by adding section
(4) to read as follows:
(4) Comment
Each mini - warehouse building lot which abuts a Designated Arterial Roadway
shall comply with the following requirements:
(a) Each landscape street yard shall contain a depth of at least twenty-five
(25') feet.

(b) Parking spaces shall not be located in the street yard.
(c) One hundred (100 %) per cent of each street yard shall be landscaped.
(d) Each wall or fence that abuts a street yard shall be constructed of brick,
stone, or other similar masonry product; but not including common cinder
blocks unless covered with stucco or similar material.
(e) The entire tract shall be enclosed by a building wall or a six foot (6')
perimeter fence. Any portion of said building wall or fence that is visible
from the Designated Arterial Roadway shall be constructed of brick,
stone, or similar masonry product.
(f) Storage or parking of recreational vehicles, boats, trailers, and other
similar unenclosed storage is prohibited except when enclosed by a
building wall or an eight foot (8') perimeter fence constructed in
accordance with (e) above.
v.
A. All ordinances, parts of ordinances, or resolutions
in conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
Alternative 1.
By motion duly made, seconded and passed with an
affirmative vote of all the Council members present, the
requirement for reading this ordinance on two separate days was
dispensed with.

Item: 9.A. Consider an ordinance to amend the City of Round Rock
Code of Ordinances (1995 Edition) to provide standards for
mini- warehouses. (Second Reading)

This amendment includes the following major revisions:
1. Mini - warehouse has been completely deleted from the C -1 General
Commercial District.
2. Mini - warehouse has instead been expressly authorized in the I -1 General
Industrial District.
3. In addition, special development standards have been established for
mini- warehouse development that occurs at I -1 (Industrial) locations
along Designated Arterial Roadways.
This proposal was presented to the Planning and Zoning Commission on
June 5,1996 and received unanimous recommendation. The Commission has
also recommended that signage now allowed freely (without a permit) be
restricted on building walls. After review by legal staff, our recommendation is
to amend the sign ordinance to affect this change.
