OF THE SAID OFFICIAL ZONING MAP, TO WIT: TO REZONE
3.1350 ACRES OF LAND, OUT OF THE J.M. HARRELL SURVEY,
ABSTRACT NO. 284, ROUND ROCK, WILLIAMSON COUNTY,
TEXAS, FROM DISTRICT SF -2 (SINGLE FAMILY - STANDARD LOT)
TO DISTRICT C -1 (GENERAL COMMERCIAL).
WHEREAS, an application has been made to the City Council of
ORDINANCE NO. 2,-97- 03 -13 - 96
the City of Round Rock, Texas to amend the Official Zoning Map to
rezone 3.1350 acres of land, out of the J.M. Harrell Survey,
Abstract No. 284, Round Rock, Williamson County, Texas, being more
fully described in Exhibit "A ", attached hereto and incorporated
herein, from District SF -2 (Single Family - Standard Lot) to District
C -1 (General Commercial), and
WHEREAS, the City Council has submitted the requested change
in the Official Zoning Map to the Planning and Zoning Commission
for its recommendation and report, and
WHEREAS, the Planning and Zoning Commission held a public
hearing concerning the requested change on the 5th day of February,
1997, following lawful publication of the notice of said public
hearing, and
WHEREAS, after considering the public testimony received at
such hearing, the Planning and Zoning Commission has recommended
that the Official Zoning Map be amended so that the zoning
classification of the property described in Exhibit "A" be changed
to District C -1 (General Commercial), and

WHEREAS, on the 27th day of February, 1997, after proper
notification, the City Council held a public hearing on the
requested amendment, and
WHEREAS, the City Council has determined that substantial
changes in conditions have occurred which justify the zoning
classification change provided for herein, and
WHEREAS, the City Council determines that the zoning
provided for herein promotes the health, safety, morals and
protects and preserves the general welfare of the community, and
WHEREAS, each and every requirement set forth in Chapter
211, Sub - Chapter A., Texas Local Government Code, and Section
11.300, Code of Ordinances (1995 Edition), City of Round Rock,
Texas concerning public notices, hearings, and other procedural
matters has been fully complied with, Now Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT:
I.
That the Official Zoning Map adopted in Section 11.305(2),
Code of Ordinances (1995 Edition), City of Round Rock, Texas, is
hereby amended so that the zoning classification of the property
described in Exhibit "A" is hereby changed from District SF -2
(Single Family- Standard Lot) to District C -1 (General Commercial).
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
2.
Alternative 2.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.

BEING a 3.135 acre tract of land out of the Jacob 11. Harrell Survey
Abstract No. 284 in the City of Round Rock, Williamson County. Texas.
said tract of and being comprised of two (2) tracts of land. one
described in Vol. 135, Page 46 to the Colored Public School of Round
Rock, and the other described in Vol. 281. Page 115 to Round Rock
Independent School District. both of the Deed Records of Williamson
County, Texas, said 3.135 acre tract being more partucularly described
by metes and bounds as follows:
BEGINNING at a nail found at an old cedar post and barbed wire fence
corner ( a 40' diameter live oak tree found for reference bears S 8°
51' E. 3.2 feet) for the northwest corner of a 9.1 acre.tract conveyed
to Buel Crawford as per Vol. 776, Page 922 D.R.W.C.T., said nail being
on the east line of a 6.75 acre tract conveyed to D.P. : Johnson as per
Vol. 645, Page 887 D.R.W.C.T., and also being the southwest corner
of the herein described tract;
THENCE along the east line of said D.P. Johnson tract,. North 17° 33'
45" West, a distance of 319.67 feet to a 1/2 inch iren., found for
corner in the south Right -of -Way line of Bellview Avenue 50 feet wide
and abutting the south line of the Missouri- Pacific Railroad ( described
as a 'County Road' on the Texas Dept. of Highways Right -of -Way map

Dear Mr. Bennett,
This letter is written to provide a brief update regarding the old Hopewell School.
We would recommend that the city approve the rezoning request for this site.
Our plans for the building are to either move the school to another site or to
have the building razed. The building is in very poor condition and does contain a
great deal of asbestos which may make it very difficult to save. Preliminary estimates
to move and repair the building exceed $150,000.00.
We have scheduled a meeting on March 25, 1997, with several key community
leaders to discuss the options for the building. Thank you in advance for your
assistance with the rezoning of this site for commercial use.

6.2 Method of Analysis
All samples were analyzed using Polarized Light Microscopy (PLM) coupled with
dispersion staining in accordance with the U. S. Environmental Protection Agency
"Method for the Determination of Asbestos in Bulk Samples" (EPA 600/R- 93/116, July
1993). The analyses were performed by the Loftin Environmental Services, Inc.
(LOFLIN) laboratory, which holds NVLAP accreditation for analysis of materials for the
determination of asbestos content from the National Institute of Standards and
Technology ( NVLAP #2044).

Dear Jim:
The old wooden Hopewell School was constructed in 1922. The
building is a simple rectangle with no architectural significance. The
Board of Trustees of the Round Rock Independent School District
named the latest middle school after this old school in an effort to
transfer the cultural heritage of the black community to the 21st
Century. 1 have included an estimate from a local architect for the
renovation to that old building. As can be seen a new building can be
built for less money and the new building would not be a money pit as
the old one would be in the future.

Staff Recommendation: Approval
Questions about the old Hopewell school were raised at the last meeting. Staff
has learned that the old school site will probably be demolished because of
environmental concerns. Large amounts of asbestos are in the structure and the
cost to remove it make restoration very expensive. A letter from the school
district is attached.
