WHEREAS, the City Council of the City of Round Rock has
found it to be in the best interest of the citizens of Round Rock
for the health, safety and welfare of the citizens of Round Rock to
amend Chapter 11, Section 11.400 to add a Manufactured Housing
District and establish regulations for manufactured homes, to add

Mobile Homes are prohibited within the corporate limits of the City.

All development within the MH (Manufactured Housing) District shall conform to the
Density, Development, and Special Standards described below.

(b) Exterior Wall Finish
Metal of any type is not permitted except horizontal prefinished aluminum siding.
Accessory buildings not exceeding 150 square feet in gross floor area are exempt
from this requirement.
(c) Subdivision Requirement
All Manufactured Housing shall be constructed on lots subdivided in conformance
with Chapter 8 of this Code.
(d) Off- Street Parking Requirements
(i
(ii) The garage doors facing a public street shall not exceed a total of 18 feet
in width.
(e) Setback Encroachment
All required setbacks shall be free from any encroachments including but not
limited to accessory buildings or structures, eaves, roof overhangs, box windows
and fireplaces. Air conditioning units and other similar ground mounted
equipment are exempt from this requirement.
(f) Compatibility Standards
A minimum of two garage - enclosed parking spaces shall be provided for
each dwelling unit. Parking for other uses shall be provided in
accordance with Section 11.502.
Where Manufactured Housing lots are subdivided abutting existing homes on lots
10,000 sq. ft. and over, the Manufactured Housing lot that immediately abut the
large lots shall be a minimum of 10,000 sq. ft.

For explanation of measurements, computations and exceptions, see Section
11.426.
VII.
Chapter 11, Section 11.802, Code of Ordinances (1995 Edition),
City of Round Rock, Texas, is hereby amended to amend the
definition of "Dwelling unit" as follows:
11.802 Definitions.
Dwelling unit A building or portion of it designed and used for residential occupancy by a single
household and that includes exclusive sleeping, cooking, eating and sanitation
facilities. Buildings with more than one set of cooking facilities are considered

to be multi - dwelling structures. Dwelling units do not include hotels, motels,
lodging houses, campers or camp trailers, nor any recreational vehicle or vehicle,

VIII.
Chapter 11, Section 11.802, Code of Ordinances (1995 Edition),
City of Round Rock, Texas, is hereby amended to add the definitions
of "HUD -code Manufactured home ", "Mobile home ", and "Manufactured
housing" or "Manufactured home" as follows:
A structure constructed on or after June 15, 1976, according to the rules
of the United States Department of Housing and Urban Development,
transportable in one or more sections, which, in the traveling mode is
eight body feet or more in width or 40 body feet or more in length, or,
when erected on site, is 320 or more square feet, and which is built on a
permanent chassis and designed to be used as a dwelling with or without
a permanent foundation when connected to the required utilities, and
includes the plumbing, heating, air - conditioning, and electrical systems.
The term does not include a recreational vehicle as the term is defined by
24 C.F.R. Section 3282.8(g), as amended.
A residential structure that is:
(1) designed for the occupancy of one or more families;
(2) constructed in one or more modules or constructed using one or
more modular components built at a location other than the
permanent site; and
(3) designed to be used as a permanent residential structure when the
module or the modular component is transported to the permanent
site and erected or installed on a permanent foundation system.
It does not include:
(1) housing constructed of a sectional or panelized system that does
not use a modular component;
(2) a ready -built home constructed in a manner in which the entire
living area is contained in a single unit or section at a temporary
location for the purpose of selling and moving the home to
another location; or
(3) Manufactured housing.

conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written

this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,

Metal of any type is not permitted except horizontal prefinished aluminum siding.
Accessory buildings not exceeding 150 square feet in gross floor area are exempt
from this requirement.
All Manufactured Housing shall be constructed on lots subdivided in conformance
with Chapter 8 of this Code.
(i)
A minimum of two garage - enclosed parking spaces shall be provided for
each dwelling unit. Parking for other uses shall be provided in
accordance with Section 11.502.
(ii) The garage doors facing a public street shall not exceed a total of 18 feet
in width.
All required setbacks shall be free from any encroachments including but not
limited to accessory buildings or structures, eaves, roof overhangs, box windows
and fireplaces. Air conditioning units and other similar ground mounted
equipment are exempt from this requirement.
Where Manufactured Housing lots are subdivided abutting existing homes on lots
10,000 sq. ft. and over, the Manufactured Housing lot that immediately abut the
large lots shall be a minimum of 10,000 sq. ft.

Chapter 11, Section 11.802, Code of Ordinances (1995 Edition),
City of Round Rock, Texas, is hereby amended to amend the
definition of "Dwelling unit" as follows:
11.802 Definitions.
Dwelling unit A building or portion of it designed and used for residential occupancy by a single
household and that includes exclusive sleeping, cooking, eating and sanitation
facilities. Buildings with more than one set of cooking facilities are considered

of "HUD -code Manufactured home ", "Mobile home ", and "Manufactured
housing" or "Manufactured home" as follows:

A structure constructed on or after June 15, 1976, according to the rules
of the. United States Department of Housing and Urban Development,
transportable in one or more sections, which, in the traveling mode is
eight body feet or more in width or 40 body feet or more in length, or,
when erected on site, is 320 or more square feet, and which is built on a
permanent chassis and designed to be used as a dwelling with or without
a permanent foundation when connected to the required utilities, and
includes the plumbing, heating, air - conditioning, and electrical systems.
The term does not include a recreational vehicle as the term is defined by
24 C.F.R. Section 3282.8(g), as amended.
A residential structure that is:
(1) designed for the occupancy of one or more families;
(2) constructed in one or more modules or constructed using one or
more modular components built at a location other than the
permanent site; and
(3) designed to be used as a permanent residential structure when the
module or the modular component is transported to the permanent
site and erected or installed on a permanent foundation system.
It does not include:
(1) housing constructed of a sectional or panelized system that does
not use a modular component;
(2) a ready -built home constructed m a manner in which the entire
living area is contained in a single unit or section at a temporary
location for the purpose of selling and moving the home to
another location; or
(3) Manufactured housing.

this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which
this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.
