AN ORDINANCE AMENDING CHAPTER 11, SECTIONS 11.203,
11.409, 11.423, 11.501, 11.505, 11.802 AND APPENDIX A, CODE OF
ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, TO
PROVIDE THE APPOINTMENT OF AN ALTERNATE MEMBER TO
THE HISTORIC PRESERVATION COMMISSION AND AMEND
QUORUM REQUIREMENTS; ADD SINGLE FAMILY ATTACHED AS
A PERMITTED USE IN THE C1 (GENERAL COMMERCIAL)
DISTRICT WITH CONDITIONS; AMEND OUTDOOR DISPLAY
REQUIREMENTS; AMEND THE SCREENING REQUIREMENTS FOR

(1) Three members shall constitute a quorum for transaction of business and no
decision shall be rendered without a concurring vote of at least three members.
The alternate member shall have the right to vote only when participation is
necessary to constitute a quorum.

11.423 SUPPLEMENTARY USE STANDARDS
(24) Single- Family Attached and Single- Family Detached Dwelling Units in C -1
Single- Family Attached (2 dwelling units) and Single - Family detached dwelling units in
the C -1 district are permitted only in the Downtown Reinvestment Zone.

Chapter 11, Section 1 1 . 5 01 (4 ) (b) , Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended to read as
follows:
11.501 LANDSCAPING
(4) Compatibility
(b) Screen
Compliance with this section requires that all detention ponds, water quality
ponds, ground mounted equipment (i.e. transformers, air conditioner units),
dumpsters, trash receptacles, refuse storage containers, outdoor storage, loading
docks, substations, large utility cabinets, water and waste water pumping stations,
storage sites, and other similar uses be sufficiently screened from all public views.
(i) Detention and /or Water Quality Ponds
All proposed detention and water quality facilities shall be screened by
means of the following landscape elements:
1. One medium tree shall be planted for every thirty (30) linear feet
around the boundary of the detention and /or water quality pond;
and
3
2. One small size shall be planted for every fifteen (15) linear feet
around the boundary of the detention pond and /or water quality
pond; and
3. One large shrub (minimum five (5) gallon size) shall be planted
for every four (4) linear feet around the boundary of the detention
pond and /or water quality pond; and
4. Landscaped berm (minimum 3'0" in height); or
5. Masonry Wall (minimum 3'0" in height).
6. Required trees shall be located to maximize the screening of the
ponds.
Exceptions to the screening requirement for detention and /or water quality
ponds may be administratively granted by the Zoning Administrator for
a facility designed as a site amenity feature (i.e. pond with fountain, ball
field, etc.)
(ii) Dumpster and Trash Receptacles
All proposed dumpsters, trash receptacles, and refuse storage containers
shall be located within an enclosure providing screening by means of
combining the following landscape elements:
1. Decorative masonry wall (minimum six feet [6'01 in height). If
the wall includes a gate, it shall be constructed with an opaque
non - masonry material. The construction materials of the wall
shall match material used on the principal building located on the
same lot; and
2. Large shrubs and small trees shall be arranged as foundation
planting around the perimeter of the pad area. One small tree
shall be planted on each of three sides of the enclosure, except the
side where the gate is located. One large shrub shall be planted
for every four (4) linear feet of wall constructed. The opening
for the equipment however shall not be obstructed. (Minimum
shrub height at installation shall be two and one half (2.5) feet.)
The above landscape requirements do not apply when the
enclosure is an architectural extension of a principal building.
(iii) Ground Mounted Equipment
All proposed ground mounted equipment shall be screened by planting
one (1) five (5) gallon or larger size shrub for every three (3) linear feet
around the boundary of the equipment. Shrubs shall be a minimum height
of two and one -half (2.5) feet at installation.
(iv) Substation. Water /Waste Water Stations
Proposed electric substations, water pump stations and waste -water lift
stations shall be screened from public views by means of a six -foot (6')
masonry wall on all three sides (minimum) combined with the following
landscape elements:
1. A fifteen foot (15') landscape buffer shall be provided in which
the following shall be incorporated:
2. One (1) large tree per fifty (50) linear feet (75% of selected
material shall be of an evergreen species); and
3. Two (2) medium size trees per thirty (30) linear feet (75 % of
selected material shall be of an evergreen species); and
4. One (1) small tree per fifteen (15) linear feet (75% of selected
material shall be of an evergreen species; and
5. One (1) five (5) gallon container size large shrub per four (4)
linear feet. (75% of selected material shall be of an evergreen
species).
6. Loading Areas shall be screened with a three (3) foot landscape
berm and landscaping or a solid six (6) foot fence and
landscaping.
(v) Outdoor Storage
All outdoor storage shall be screened in accordance with the requirements
of Section 11.505. In addition, outdoor storage shall be screened by the
following landscape elements:
1. Limited Outdoor Storage
A. One small tree per fifteen (15) linear feet of wall
constructed (75% of selected trees shall be of an
evergreen species); and
B. One large shrub per four (4) linear feet of wall
constructed.
2. General Outdoor Storage
A. One medium tree per thirty (30) linear feet of wall
constructed (75% of selected trees shall be of an
evergreen species); and
B. One small tree per fifteen (15) linear feet of wall
constructed (75% of selected trees shall be of an
evergreen species); and
C. One large shrub per four (4) linear feet of wall
constructed.
(vi) Loading Docks
All loading docks shall be screened by means of the following screening
and landscaping elements:

follows:
11.505 OUTDOOR DISPLAY AND STORAGE
(2) Permitted Outdoor Display and Storage
The three categories of outdoor display and storage shall be allowed in the districts
designated in the table below. Each category is described in Section (3), below.

Edition), City of Round Rock, Texas, is hereby amended to read as
follows:
11.505 OUTDOOR DISPLAY AND STORAGE
(3) Categories of Outdoor Display and Storage
(a) Outdoor Display
(i)
In lieu of the screening requirements listed above, applicant may screen
the entire service area with a landscape berm and landscaping or with a
solid fence and landscaping. Landscaping of the entire service area shall
be installed in accordance with the landscape buffer requirements listed
in Section 11.501(4)(a) above plus the requirement of one (1) five (5)
gallon container size large shrub per four (4) linear feet.
Outdoor display is display of items actively for sale.
(ii) Outdoor display shall be allowed adjacent to a principal building wall and
except as provided below, extend to a distance no greater than 10 feet
from the wall. Such display shall not be permitted to block windows,

entrances or exits, and shall not impair the ability of pedestrians to use the
sidewalks.
(iii) Outdoor display located more than 10 feet from the wall of a principal
building shall be fenced in by a masonry, wrought iron or similar material
fence /wall. The location and fencing of such a display shall be approved
by the Planning Director.
(iv) Outdoor display in the OS district shall only be permitted in metropolitan
and regional parks.
(v) Outdoor display in the Downtown Reinvestment Zone may be permitted
in limited quantities provided it does not impede pedestrian traffic.
VIII.
Chapter 11, Section 11.505(3)(c), Code of Ordinances (1995
Edition), City of Round Rock, Texas, is hereby amended to read as
follows:
11.505 OUTDOOR DISPLAY AND STORAGE
Categories of Outdoor Display and Storage
General Outdoor Storage
(i)
General outdoor storage consists of all remaining forms of outdoor
storage not classified as outdoor display or limited outdoor storage.
General outdoor storage also includes items stored in shipping containers,
conexes, and semi- trailers not attached to a truck.
(ii) Shipping containers, conexes, and semi - trailers not attached to a truck
shall not be stacked more than 2 units high. In the General Commercial
(C -1) district, shipping containers, conexes, and semi- trailers shall not be
stacked.
(iii) General outdoor storage shall be allowed in unlimited quantity, provided
that the storage area is screened from any public right -of -way by means
of an opaque wall at Least six feet in height. General outdoor storage in
the Industrial (I) and Mining (MI) districts is exempt from the screening
requirements provided that district buffering standards have been met.
General outdoor storage in the General Commercial (C -1) district shall be
screened from any public right -of -way or abutting property by means of
a masonry wall that provides complete screening of the storage. The
construction materials of the wall shall match material used on the
principal building located on the same lot.
(iv) Except for the Industrial (I) and Mining (MI) districts, no general outdoor
storage shall be permitted within the following areas:

Memorandum

RE: Proposed Text Amendments to the Zoning Ordinance

Below is a summary of proposed text amendments to the Zoning Ordinance. The amendments
attempt to resolve a number of recurring issues staff has encountered since the adoption of the
Zoning Ordinance in May 2002.
Outdoor Storage Amendments
Staff proposes to permit "General Outdoor Storage" in the C -1 district. General Outdoor storage
includes all types of storage beyond the currently permitted limited outdoor storage and outdoor
display.
The total prohibition against general outdoor storage in the C -1 district has proven unrealistic
and impractical. Most large retailers depend on some outdoor storage to maintain their current
operations.
1. Amend Section 11.505 (2) (Permitted Outdoor Display and Storage Table)
Add an "X" to C -1 column to permit "General Outdoor Storage" in the C -1 district with
conditions.
2. Amend Section 11.505 (3 c) by adding the following text:
In the General Commercial (C -1) district, shipping containers, conexes, and semi - trailers shall
not be stacked.
3. Amend Section 11.505 (3 c) by adding the following text :
General Outdoor Storage in the General Commercial (C -1) district shall be screened from any
public right -of -way or abutting property by means of a masonry wall that provides complete
screening of the storage. The construction materials of the wall shall match material used on
the principal building located on the same lot.
4. Amend Section 11.505 (3 a) by adding the following text:
Outdoor display located more than 10 feet from the wall of a principal building shall be fenced in
by a masonry, wrought iron or similar material fence /wall. The location and fencing of such a
display shall be approved by the Planning Director.
Staff is also proposing to remove the three existing definitions of storage contained in the
glossary since the definitions are simply a restatement of the regulations contained within the
ordinance itself.
5. Amend Section 11.802 to remove the following definitions: Outdoor Display; Storage, general
outdoor; & Storage, limited outdoor.
Historic Preservation Commission Amendments
Staff also proposes to add a provision for an alternate to be appointed to the Historic
Preservation Commission (HPC). At times, it is difficult to get a quorum for HPC meetings.
Staff would like to call on an alternate if a meeting may be cancelled due to lack of quorum.
1. Amend Section 11.203 (3 a) by adding the following text:
The HPC shall consist of five members and one alternate member.
2. Amend Section 11.203 (4 f)
Remove the statement that a majority of members constitute a quorum and replace with the
following text:

rendered without a concurring vote of at least three members. The alternate member shall
have the right to vote only when participation is necessary to constitute a quorum.
C -1 (General Commercial) District Amendment
Presently, the C -1 district permits single family detached housing in the Downtown
Reinvestment Zone (generally, the area bounded by IH -35 to the west, Georgetown St.. to the
east, McNeil Rd. to the south, and Brushy Creek to the north).
Single family attached (duplex) housing was inadvertently omitted as a permitted use in the
Downtown Reinvestment Zone. Since there are existing duplexes within this area, staff
proposes to permit this use in the C -1 district provided it is located in the Downtown
Reinvestment Zone. This will minimize non - conformity within the district.
1. Amend Section 11.409 by including "Single Family Attached Houses" (2 dwelling units) as
uses permitted with conditions in the C -1 (General Commercial) zoning district.
2. Amend Section 11.423 (24), Supplementary Use standards by adding the following text:
Single - Family detached dwelling units and Single Family Attached houses (2 dwelling units)
are permitted only in the downtown reinvestment zone.
3. Modify Appendix A, Summary Use Table, to reflect this use change.

Landscaping Amendments
Upon application of the landscaping provisions, some clarifications are needed in order to
facilitate the use of the ordinance, specifically with respect to screening requirements:
1. Amend Section 11.501 (4b): intro paragraph
By including outdoor storage as a use that requires screening.
2. Amend Section 11.501 (4b) (k)
Specify that this section applies only to trash receptacles & dumpsters. Remove outdoor
storage from the heading and from first paragraph.
3. Amend Section 11.501 (4b) (ii) (1)
Modify text to state the following:
Decorative masonry wall (minimum six feet [6'.01 in height). Where a gate is part of the design,
said gate shall be an opaque non - masonry gate. The construction materials of the wall shall
match material used on the principal building located on the same lot; and
4. Insert 2 new subsections to Section 11.501(46) to address screening of outdoor storage and
loading docks/areas:
Outdoor Storage
All outdoor storage shall be screened in accordance with the requirements listed of Section
11.505. In addition, outdoor storage shall be screened by the following landscape elements:
For limited outdoor storage:
One small tree per fifteen (15) linear feet of wall constructed (75% of selected
material shall be of an evergreen species); and
One large shrub per four (4) linear feet of wall constructed.
For general outdoor storage:
One medium tree per thirty (30) linear feet of wall constructed (75% of selected
material shall be of an evergreen species); and
One small tree per fifteen (15) linear feet of wall constructed (75% of selected
material shall be of an evergreen species); and
One large shrub per four (4) linear feet of wall constructed.

Loading Docks
All loading docks shall be screened by means of the following screening and landscaping
elements:

The City of Round Rock Zoning Ordinance was adopted in
May 2002. The proposed text amendments attempt to
resolve a number of recurring issues staff has encountered
since ordinance adoption. Please refer to the attached
memorandum for further background.
Public Notice and a public hearing were held in accordance
wit the City of Round Rock's Zoning Ordinance. No
members of the public spoke against these amendments at
the Planning and Zoning Commission public hearing held on
April 28, 2004.
