R-2023-015 WHEREAS, the City of Round Rock ("City") desires to purchase a new chlorine scrubber system; and WHEREAS, the desired new chlorine scrubber system is the result of unforeseen damage to the existing chlorine scrubber system; and WHEREAS, purchases necessary due to unforeseen damage to public machinery, equipment and property are exempt from competitive bidding requirements under Chapter 252 of the Texas Local Government Code pursuant to Section 252.022(a)(3); and WHEREAS, this procurement is made in accordance with Section 252.022(a)(3) of the Texas Local Government as an Unforeseen Damage to Public Machinery exemption; and WHEREAS, the City wishes to issue a purchase order to De Nora Water Technologies, LLC for the new chlorine scrubber system, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,TEXAS, That the City Council finds that the purchase of a new chlorine scrubber system is the result of unforeseen damage to public machinery, equipment, or other property, and such purchase falls under the general exemptions to competitive bidding requirements in Section 252.022(a)(3). That the City Manager is hereby authorized and directed to issue a purchase order to De Nora Water Technologies,LLC for the new chlorine scrubber system. PERFORMANCE CHARACTERISTICS Type DES 3000-1F-STS-1 Ton Dry Emergency Scrubber is designed to handle an accidental leak of chlorine from a fusible plug in an overfilled (2,350 pounds) one-ton chlorine container. The chlorine-laden gas will be drawn at the top of the tank, pass through the Type STS dry media where the chlorine will be scrubbed by the media bed. The system will provide a 1-1/2" W.C. draft which will be available for duct losses. Removal of chlorine will be better than that required by the US Uniform Fire Code or 5 ppm maximum at the point of discharge.The scrubber will be able to neutralize the entire contents of an overfilled one-ton chlorine container meeting the latest requirements of the NFPA 1/UFC. The chlorine leak from the fusible plug can be as much as 437 pounds/minute or 2380 scfm. The system has been designed for a capacity of 4000 cfm clean air/3000 cfm chlorine laden air. This assures a negative pressure in the room for clean air flushing. The time to pull down the gas volume of the room to 1 ppm, after the cessation of the chlorine release, is approximately 45 minutes per 10,000 cubic feet of room volume. De Nora Water Technologies, Inc. has performed a certified test of the emergency gas scrubber system with a chlorine release while meeting the allowable NFPA 1/UFC chlorine discharge concentration limit. TECHNICAL CLARIFICATIONS AND EXCLUSIONS A. Clarifications 1. No piping,valves,fittings,wiring, anchor bolts,etc.are included other than those listed. 2. While excluded in our quotation, a 1/4 inch (6 mm)thick rubber pad is required for installation between the storage/separator tank and floor. 3.
