O-2023-018 - 1/26/2023 I ORDINANCE NO. 0-2023-018 2 3 AN ORDINANCE AMENDING THE CODE OF ORDINANCES (2018 4 EDITION), CITY OF ROUND ROCK, TEXAS, CHAPTER 42, SECTION 5 42-127 AMENDING THE SPEED ZONE FOR CERTAIN STREETS 6 WITHIN OLD SETTLERS PARK; AND PROVIDING FOR A SAVINGS 7 CLAUSE AND REPEALING CONFLICTING ORDINANCES OR 8 RESOLUTIONS. 9 10 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 11 TEXAS: 12 WHEREAS, Section 545.352 of the Texas Transportation Code establishes 13 prima facie reasonable and prudent speed limits for streets and highways situated in the 14 state of Texas, and 15 WHEREAS, Section 545.356 of the Texas Transportation Code authorizes the 16 governing body of a municipality to alter, by ordinance, prima facie speed limits 17 pursuant to an engineering and traffic investigation, and 18 WHEREAS, an engineering and traffic investigation was conducted on streets 19 within Old Settlers Park, and 20 WHEREAS, a copy of said engineering and traffic study is attached hereto and 21 incorporated herein for all purposes as Exhibit "A," and 22 WHEREAS, the results of said engineering and traffic investigation indicate the 23 speed zone for certain streets within Old Settlers Park, should be amended, Now 24 Therefore 25 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 26 TEXAS: 0 1 12.20222:3%55-1505-3995 27 1. 28 That Chapter 42, Section 42-127(3), of the Code of Ordinances (2018 Edition), 29 City of Round Rock, Texas, is hereby amended by adding the following described 30 streets: 31 Sec. 42-127. Specified speed limits. 32 33 (3) The maximum prima facie speed limit shall be 25 miles per hour along the following streets: 34 35 ON FROM TO 36 37 Sports Capital Crossing For its entire length 38 39 TC Oates Lane For its entire length 40 41 Whitlow Way For its entire length 42 43 II. 44 That the speed zone on Aten Loop designated in Chapter 42, Section 42-127(3), 45 Code of Ordinances (2018 Edition), City of Round Rock, Texas, is hereby amended to 46 read as follows: 47 Sec. 42-127. Specified speed limits. 48 49 (3) The maximum prima facie speed limit shall be 25 miles per hour along the following streets: 50 51 ON FROM TO 52 Aten Loop Harrell Parkway E. Old Settlers Blvd. 53 54 55 56 III. 57 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 58 expressly repealed. 59 B. The invalidity of any section or provision of this ordinance shall not 60 invalidate other sections or provisions thereof. 61 C. MATTHEW SUSHAK � Date: November 4, 2022 ................................... 91480 `�� RE: SPEED LIMIT RECOMMENDATIONS FOR OLD SETTLERS PARK NAi_`NG' The City of Round Rock Transportation Department has evaluated the posted speed limits inside Old Settlers Park. The purpose of the evaluation was to ensure proper speed limits are in place within all areas of the park, and to encourage uniformity and avoid driver confusion with many and varied speed limits within the park. EXISTING CONDITIONS Table 1 identifies existing posted speed limits and segments that are currently listed in the City Code of Ordinances. Based on the roadway characteristics and the abundance of pedestrians within the park,the Transportation department recommends a consistent speed limit of 25 miles per hour for these drive-aisles and roadways. Signs on segments that are not currently posted will be installed after the revision of the ordinance.
