MAIN 6 STREET; AND PROVIDING FOR A SAVINGS CLAUSE AND 7 REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. 9 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 10 TEXAS: 11 WHEREAS, Section 545.352 of the Texas Transportation Code establishes 12 prima facie reasonable and prudent speed limits for streets and highways situated in the 13 state of Texas, and 14 WHEREAS, Section 545.356 of the Texas Transportation Code authorizes the 15 governing body of a municipality to alter, by ordinance, prima facie speed limits 16 pursuant to an engineering and traffic investigation, and 17 WHEREAS, an engineering and traffic investigation was conducted on a portion 18 of E. Main Street (both directions) beginning at College Street to Moye Street, and 19 WHEREAS, a copy of said engineering and traffic study is attached hereto and 20 incorporated herein for all purposes as Exhibit "A," and 21 WHEREAS, the results of said engineering and traffic investigation indicate that 22 the speed zone on E. Main Street (both directions) beginning at College Street to Moye 23 Street, should be amended, Now Therefore 24 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 25 TEXAS: 26 0112.20222:4885-3908-1799 27 I. 28 That Chapter 42, Section 42-127(4), of the Code of Ordinances (2018 Edition), 29 City of Round Rock, Texas, is hereby amended by adding the following: 30 Sec. 42-127. Specified speed limits. 31 32 (4) The maximum prima facie speed limit shall be 30 miles per hour along the following street: 33 34 35 ON FROM TO 36 37 E. Main Street College Street Moye Street 38 (both directions) 39 40 41 II. 42 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 43 expressly repealed. 44 B. The invalidity of any section or provision of this ordinance shall not 45 invalidate other sections or provisions thereof. 46 C. The purpose of the study was to document and evaluate the existing posted speed limits within the study area. Curve advisory speeds and school zone speed evaluation was not in the scope of the study. The following summarizes the study methodology, results, and recommendations. EXISTING CONDITIONS E Main St is classified as a collector and consists of one lane in each direction with no median. The segment is short and dead ends to the East.The segment is narrow with inconsistent shoulders,street parking and residential driveways. The posted speed limit within the study area is 30 mph. The study area and existing speed limit signs are shown in Figure 1. DATA COLLECTION TXDOT's"Procedures for Establishing Speed Zones" (Manual) provides guidance on collecting data for speed studies. The Manual recommends that speed checks should: • Be made on average weekdays at off-peak hours • Be made under favorable weather conditions • Include only free flowing vehicles • Include a minimum of 125 cars in each direction at each location • Be discontinued after two hours if radar is used,even if 125 cars have not been recorded Speed spot data were collected by Quality Counts using radar technology at three locations within the study area. The data were taken in both the east bound and west bound directions. The locations are shown on Figure 1 and the Field Tally Sheets are in Appendix A. The Manual suggests using the 85th percentile speed of free flowing traffic as a basis for determining the appropriate speed limit. The 85th percentile speed is used by many cities, counties, and states and is based on the theory that a large majority of drivers: • Are reasonable and prudent • Do not want to have a crash • Desire to reach their destination in the shortest possible time Therefore,a speed at or below the recorded 85th percentile speed may be considered the maximum safe speed under favorable weather and visibility conditions. The posted speed selected is the nearest value ending in 5 or 0.The final speed limit may be lowered or raised by as much as 5 miles per hour from the 85th percentile determined by the study, based on the professional judgment of the supervising engineer. RESULTS AND RECOMMENDATIONS Based on the results of the study,the 85th percentile speeds within the study area are between 29 mph and 37 mph,which when rounded down to 35 mph is within 5 mph of the posted speed of 30 mph. Considering the existing conditions listed above and the Prima Facia speed limit of 30 mph,the recommendation of the Transportation Department is for the speed limit to remain at 30 mph. Furthermore,the current speed limit sign placement is appropriate, and it is recommended that the signs remain at their current locations.
