WHEREAS, January 31, 2023 through February 2, 2023, the City suffered severe and
substantial widespread damage to trees resulting from an ice storm; and
WHEREAS, the City determined that was an emergent need to secure brush and wood waste
grinding and hauling services; and
WHEREAS, Section 252.022(1) of the Texas Local Government Code allow exemptions to
competitive bidding requirements for a procurement made because of a public calamity that requires
the immediate appropriation of money to relieve the necessity of the municipality's residents or to
preserve the property of the municipality; and
WHEREAS, the purchase of brush and wood waste grinding and hauling services is therefore
exempt from competitive bidding requirements in accordance with Section 252.022(1); and
WHEREAS, the City Manager authorized the issuance of a Purchase Order to Austin Wood
Recycling to immediately secure brush and wood waste grinding and hauling services; and
WHEREAS, the City Council wishes to ratify the issuance of the Purchase Order to Austin
Wood Recycling, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council finds that the procurement of all goods and services related to the
purchase of brush and wood waste grinding and hauling services with Austin Wood Recycling is
necessary to relieve the necessity of the municipality's residents or to preserve the property of the
municipality, and as such, fall under the general exemptions to competitive bidding requirements cited
in Texas Local Government Code Section 252.022(1).

That the City Council hereby ratifies the issuance of a Purchase Order by the City Manager to
Austin Wood and Recycling for brush and wood waste hauling and grinding services.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Operations may cause a dusty environment It customer pushes brush too close to housing(i a +1-300 feet) causing the need for water truck to
suppress the dust there ypll be an extra charge for Austin Wood Recycling to supply one However Contractor may provide their own at no cost to

Grind Only clean brush through 5x7 screens:
We will grind and leave the mulch where it drops. The general contractor is responsible for all clearing grubbing & consolidating
material. Material must be free of rock&dirt as possible. Brush piles should be pushed into loose piles wh ch are eas,ly accessible
for a low clearance(low boy style)tub grinder. The cost for this service will be:
$1.68 per cvd,plus tax If applicable
Note: Brush and trees must be clean of metal and hard foreign debris.
Load&Haul mulch to our TCEQ certified recycling facility Mulch must be clean of foreign debris):
$9.50 per cvd,plus tax If applicable
Grind Only-by the day(Clean brush):
We will grind and leave the mulch where it drops. The general contractor is responsible for all cleanng grubbing&conso idating
material. Material must be free of rock&dirt as possible. Brush piles should be pushed into loose piles which are eas1y accessible
for a low clearance(low boy style)tub grinder. The cost for this service will be:
$9,600.00 per day,plus tax if applicable
Note:Included equipment consists of 1 Diamond Z grinder, 1 wheel loader, 1 excavator and 1 full service truck
Mobilization to each site in Round Rock(Grinder,Excavator,Track loader&Wheel loader to load trucks:
$3,600.00 plus tax If applicable
Price to dumb at any Austin Wood Recvclinla Facility: $7.00 per cubic yard,plus tax if applicable
Note: Any trees in conflict with underground utilities will need to be cut-of at ground level and the root ball(s)will be left in the
ground.
Prices include any and all supervision,insurance,equipment and labor
Prices do not include the removal of rock and dirt
